Book excerpt: Nos concitoyens l’ignorent sans doute mais en matière de financement des campagnes électorales et des partis politiques, notre pays a fait beaucoup de chemin. Ainsi que le montre le présent rapport, il dispose d’un cadre juridique qui limite le risque de surenchères matérielles dans la participation des candidats aux différents scrutins nationaux et locaux. Il assure aux partis politiques les moyens d’une assez grande indépendance en organisant une aide publique pour leur financement et interdisant toute participation des personnes morales à leur financement. Enfin, il comporte des obligations procédurales et déclaratives qui constituent autant de gages de transparence. Toutefois, les principes ne valent que s’ils sont respectés. C’est la raison pour laquelle le Rapporteur spécial met autant l’accent sur la nécessité des moyens de contrôle renforcés, ainsi que sur la modernisation et la simplification des procédures, notamment grâce au développement de la dématérialisation. Pour inciter à l’exemplarité, notre droit doit permettre aux citoyens d’exercer leur vigilance. La réalisation de cet impératif démocratique passe par une transparence accrue des comportements et des procédures, notamment grâce à des documents plus complets et plus accessibles, ainsi que de nouvelles obligations déclaratives. Elle requiert également une clarification des droits et des devoirs, ce qui implique : une définition plus précise du champ des dépenses électorales ; un cadre et des normes comptables harmonisés et exigeants ; la prise en compte des spécificités de l’élection des députés représentant les Français de l’étranger. Enfin, la législation sur le financement des campagnes électorales et des partis politiques doit rester en phase avec son temps. Elle doit permettre d’appréhender de nouvelles modalités de l’action politique, tels que les primaires et les micro-partis, de sorte qu’en toutes circonstances, soient garanties non seulement l’égalité des armes face aux électeurs, mais encore l’égalité devant la loi. Il n’est pas de progrès irréversible et il s’avère parfois nécessaire que la loi vienne au secours de la vertu. Aussi le Rapporteur spécial appelle le Parlement à exercer pleinement ses responsabilités, en engageant dès que possible la rénovation des textes qui, encadrant le financement des campagnes électorales et des partis politiques, constituent un fondement essentiel pour l’équilibre de la République.

Book excerpt: Following the (re-) introduction of multiparty systems in Africa in the early 1990s, third and fourth elections in Africa’s new democracies and hybrid regimes are now being seen. Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. An important conclusion is that party research in Africa needs more conceptual clarity as well as empirical research particularly on party organization, voting behavior, and the role of ethnicity. The volume is written for academics and graduate students in Comparative Politics, Party Research, Electoral and African Studies. It will be also useful for professionals dealing with Africa in (political) development assistance.

The most common strategy for addressing this kind of transgression relies on policing and prisons. But through examining commonly accepted typologies of high-risk intimate partner violence, Ardath Whynacht shows that policing can be understood as part of the same root problem as the violence it seeks to mend and provides an abolitionist frame for the most dangerous forms of intimate partner violence. This book illustrates that the origins of both the carceral state and toxic masculinity are situated in settler colonialism and racial capitalism and sees police homicide and domestic homicide as akin. Describing an experience of domestic homicide in her community and providing a deeply personal analysis of some of the most recent cases of homicide in Canada, the author inhabits the complexity of seeking abolitionist justice. Insurgent Love traces the major risk factors for domestic homicide within the structures of racial capitalism and suggests transformative, anti-capitalist, anti-racist, feminist approaches for safety, prevention and justice.
