Abstract: Abstract of dissertation entitled Express Air Cargo Development in the Pearl River Delta Region - Present and Future Submitted by Winnie, Tang Yee-Man for the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in June 2007 Express Air Cargo industry or more commonly called Express Delivery Services (EDS) was originated in the United States during the late 1960s in response to the increasing demand for fast and reliable document delivery services. The industry grew rapidly after the deregulation of the U.S. air cargo industry in the late 1970s. The advent of the internet in the 1990s and the increasing demand from manufacturers and retailers for just-in-time (JIT) delivery caused the EDS companies' business expansion to include small parcels and freight services. As a result, the service network of the global players keep on expanding within US domestic and ultimately extending to the international markets. EDS companies, in particular the global players, set their foot on China soil during 1980s when China adopted economic reform and open door policy to the world markets. However, foreign companies desire to setup their China business establishment were required to signed Joint Venture agency agreements with a Chinese investor. Most often the partner investor was either a state-owned enterprise (eg. Sinotrans is the joint venture partner of DHL) or a private-owned enterprise (eg. Tianjin Datian W. Group Co., Ltd - Federal Express JV partner). In December 2006, China marks the fifth anniversary of its accession to the World Trade Organization "WTO," it is now possible for logistic, freight forwarding and EDS companies to set up their wholly foreign-owned enterprise independently in China. As China is gradually opening the logistic market to the world, this paper aims to provide an in-depth knowledge of Express Delivery Services industry and how the companies operate in the Pearl River Delta region under the current China Postal regulatory framework. The recent proposed postal reform has ignited a lot of debates and issues among the industry players and various government bodies. We will review in this dissertation its impact to the present and future development of this fastest growing industry in the new-age China. Airfreight is an essential and highly sophisticated part of an economy s logistics infrastructure. A functioning infrastructure is vital for the development of an economy, in particular for its international trade. As trade is a key component in China s economic success formula, demand for an efficient infrastructure is high. Air transportation has become one of the most effective tools to explore and serve world markets. In today s highly competitive business world, just-in-time delivery and good customer service are absolutely crucial. The overall trend towards fast reliable delivery and the transformation of China s economy along with the value chain of production, have boosted demand for air transportation. Due to these developments, the air cargo market, which is still at low levels particularly in domestic transportation, is one of the fastest growing markets in China. The regional focus of this study is on the economic powerhouse of China, the Pearl River Delta (PRD) located in the southern province of Guangdong. Everyone who knows the highly industrialised landscape of the PRD would probably agree, that the region s nickname factory of the world is more than appropriate. The PRD has the highest per capita output in China and generates about one third of national exports. The Greater Pearl River Delta (GPRD) consists of the PRD and the Special Administrative Zones Hong Kong and Macao. In many respects, it is one of the most interesting economic entities of the world. Economy and infrastructure are integrated on a very high level. The GPRD features many extremes: its strong economic power, its rapid growth that has been the highest in China for many years, its population density and last but not least, its aviation landscape. Within radial distance of about 100 km, five international airports are at service, creating the highest airport density in the world. Three of these airports are among China s top five airports. Hong Kong's market has seen a remarkable growth. It has averaged 11.2% per annum growth since 1992 and exceeded 2.6 million tones in 2003. The opening of Hong th Kong's new airport at Chek Lap Kok on 6 July 1998 marked a significant improvement in the quality and capacity of Hong Kong's aviation facilities, paving the way for a strong growth in passenger and cargo traffic. It has strengthened Hong Kong's position as an air cargo hub in the Asia Pacific Region and as the gateway to China. Moreover, under the "One Country, Two System" arrangement, Hong Kong is highly conducive to closer economic partnership with the Chinese Mainland. More opportunities will be given to Hong Kong. However, the rapid change of economic environment, development of new airports in the Pearl River Delta (PRD) such as Guangzhou and Shenzhen, and Asia Region's airports and the growing of Mainland China traffic have created a great threat to Hong Kong International Airport. This dissertation aims to provide a review of Hong Kong's air cargo industry and the development trends in the industry, and to analyze the competitive edge of Hong Kong International Airport as an air cargo hub in the Asia Pacific Region as well as the Pearl River Delta. It will also suggest strategies for strengthening Hong Kong's position as the leading hub and express cargo hub in Asia.
