Largely overlooked is the fact that between 1951 and 1972 there was a group of European Commission (and before that the High Authority) officials who wished to build a Civil Europe to sit alongside an economic and political Europe. This Civil Europe was, it was hoped, to become home to a European citizenry equipped with a European civil consciousness that complemented their national and local loyalties. To this end these officials pioneered a series of civil initiatives designed to begin the process of building Civil Europe. This book analyses three such civil initiatives: the building of the first European School, the European Community’s participation in Expo 58 and the production of the European Community’s own documentaries. Food played a crucial part in the lived experience of the exhibitions: for visitors, who could acquaint themselves with the latest food innovations, exotic cuisines and ’traditional’ dishes; for officials attending lavish banquets; for the manufacturers who displayed their new culinary products; and for scientists who met to discuss the latest technologies in food hygiene. Food stood as a powerful semiotic device for communicating and maintaining conceptions of identity, history, traditions and progress, of inclusion and exclusion, making it a valuable tool for researching the construction of national or corporate sentiments. Combining recent developments in food studies and the history of major international exhibitions, this volume provides a refreshing alternative view of these international and intercultural spectacles.

Book excerpt: This book investigates architecture as a form of diplomacy in the context of the Second World War at six major European international and national expositions that took place between 1937 and 1959. The volume gives a fascinating account of architecture assuming the role of the carrier of war-related messages, some of them camouflaged while others quite frank. The famous standoffs between the Stalinist Russia and the Nazi Germany in Paris 1937, or the juxtaposition of the USSR and USA pavilions in Brussels 1958, are examples of very explicit shows of force. The book also discusses some less known - and more subtle - messages, revealed through an examination of several additional pavilions in both Paris and Brussels; of a series of expositions in Moscow; of the Universal Exhibition in Rome that was planned to open in 1942; and of London’s South Bank Exposition of 1951: all of them related, in one way or another, to either an anticipation of the global war or to its horrific aftermaths. A brief discussion of three pre-World War II American expositions that are reviewed in the Epilogue supports this point. It indicates a significant difference in the attitude of American exposition commissioners, who were less attuned to the looming war than their European counterparts. The book provides a novel assessment of modern architecture’s involvement with national representation. Whether in the service of Fascist Italy or of Imperial Japan, of Republican Spain or of the post-war Franquista regime, of the French Popular Front or of socialist Yugoslavia, of the arising FRG or of capitalist USA, of Stalinist Russia or of post-colonial Britain, exposition architecture during the period in question was driven by a deep faith in its ability to represent ideology. The book argues that this widespread confidence in architecture’s ability to act as a propaganda tool was one of the reasons why Modernist architecture lent itself to the service of such different masters.

Wearing beaded moccasins and eagle-feather headdresses, they set up tepees, danced, and demonstrated marksmanship and horse taming for the twenty million visitors to the Brussels International Exposition, a grand event similar to a world’s fair. The performers then turned homeward, leaving behind 157 pieces of Lakota culture that they had used in the exposition, ranging from costumery to weaponry. In Lakota Performers in Europe, author Steve Friesen tells the story of these artifacts, forgotten until recently, and of the Lakota performers who used them. The 1935 exposition marked a culmination of more than a century of European travel by American Indian performers, and of Europeans’ fascination with Native culture, fanned in part by William F. “Buffalo Bill” Cody’s Wild West from the late 1800s through 1913. Although European newspaper reports often stereotyped Native performers as “savages,” American Indians were drawn to participate by the opportunity to practice traditional aspects of their culture, earn better wages, and see the world. When the organizers of the 1935 exposition wanted to include an American Indian village, Sam Lone Bear, Thomas and Sallie Stabber, Joe Little Moon, and other Lakotas were eager to participate. By doing this, they were able to preserve their culture and influence European attitudes toward it. Friesen narrates these Lakotas' experiences abroad. In the process, he also tells the tale of collector François Chladiuk, who acquired the Lakotas’ artifacts in 2004. More than 300 color and black-and-white photographs document the collection of items used by the performers during the exposition. Friesen portrays a time when American Indians—who would not long after return to Europe as allies and liberators in military garb—appeared on the international stage as ambassadors of the American West. Lakota Performers in Europe offers a complex view of a vibrant culture practiced and preserved against tremendous odds.

For the next half century Belgium not only ruled an African empire but also, through widespread, enduring, and eagerly embraced propaganda, produced an imperialist-minded citizenry. Selling the Congo is a study of European pro-empire propaganda in Belgium, with particular emphasis on the period 1908–60. Matthew G. Stanard questions the nature of Belgian imperialism in the Congo and considers the Belgian case in light of literature on the French, British, and other European overseas empires. Comparing Belgium to other imperial powers, the book finds that pro-empire propaganda was a basic part of European overseas expansion and administration during the modern period. Arguing against the long-held belief that Belgians were merely “reluctant imperialists,” Stanard demonstrates that in fact many Belgians readily embraced imperialistic propaganda. Selling the Congo contributes to our understanding of the effectiveness of twentieth-century propaganda by revealing its successes and failures in the Belgian case. Many readers familiar with more-popular histories of Belgian imperialism will find in this book a deeper examination of European involvement in central Africa during the colonial era.
