It streamlines the overall scope and presentation of IO capabilities to improve the focus on warfighting (chapter 1). It identifies the operational-level role and refines IO capabilities, grouped according to their effects achieved at the operational level: influence operations, electronic warfare operations, and network warfare operations (NW Ops) (pages 5-6). Information warfare, as identified in previous IO doctrine as the "defend and attack" functions of IO, is no longer used. Physical attack is discussed in the mutually supportive roles of IO and air and space operations (pages 15-16). The capabilities of intelligence, surveillance, and reconnaissance (ISR), network operations, predictive battlespace awareness, and precision navigation and timing are addressed in the integrated control enablers concept to reflect the seamless integration and iterative relationship among the gain/exploit, attack/defend, and disseminate functions in information operations (pages 5-6). While the relationship of these capabilities to information operations is articulated, their crosscutting application is no longer subordinated solely to information operations. The evolution of NW Ops is reflected in this revision (chapter 3). Network attack, network defense, and network warfare support are discussed as well as a section on presentation of NW Ops forces (pages 19-21). The relationship between forces that derive authority under laws contained in Title 50 and Title 10, U.S. Code, is explained (page 20). The concept of influence operations has also evolved: Influence operations serve to amplify the effects of traditional military operations and addresses that there may also be a requirement to influence by means other than force (chapter 2). This revision also addresses the cognitive and behavioral dimensions of war (chapter 1).

Book excerpt: Across the Air Force, Airmen agree that Information Operations "IO" is a topic worthy of our attention, but few Airmen can agree on exactly what IO is. The primary source of this confusion traces back to the very label we are using. The word information in its name implies a direct and exclusive relationship between IO and Information Superiority as well as the Information Domain. Another contributing factor is the persistent confusion between influence capabilities, provided by IO, and influence effects, the essence of all warfare. In the end, reliance on information as the common denominator for this set of capabilities eventually led to IO tribalism within the Air Force and an inefficient "everything is IO" mindset. If Air Force IO is going to provide relevant and useful engagement options to commanders, it must bring specific capabilities to the fight not already clearly defined in our air warfare, space operations, or mobility doctrine. The Air Force made significant progress by streamlining its version of IO in January 2005, but still did not clearly define a replacement for information as the entrance qualifier for IO doctrine. Without a common "glue" to bind these capabilities, IO is simply a conglomeration of unrelated and otherwise orphaned mission areas. This research paper examines IO concept development over the last decade and investigates some of the problems resulting from recent Air Force IO terminology and doctrine. Based on a vision for the seamless integration of kinetic and non-kinetic capabilities, this paper proposes discarding the misnomer IO in favor of a new term, "Non-Kinetic Operations". More than just a name change, this new label represents the glue that binds Electronic Warfare, Influence Operations, and Network Warfare Operations.

Often, it is dismissed as impossible to definitively obtain, or worse, unnecessary. Properly analyzed, cyber attribution consists of two components. Actor attribution is concerned with determining who or what entity committed an act of cyber hostility. Act attribution consists of determining the relative severity of a hostile cyber act and whether the act is the equivalent of an armed attack. Attribution is critically important to government actors because it shapes both the proper response to a hostile cyber act and helps determine the appropriate responding agency. However, despite its highly technical context, cyber attribution is not a science. Instead, it is a subjective analysis similar to the attribution conducted every day by legal practitioners in criminal and civil courts. This paper proposes a subjective, continuum-based analytic framework for assessing cyber actor and act attribution. Proper application of such a framework helps cyber practitioners assess the proper response and responder for hostile cyber acts, helps define the roles and responsibilities of responding agencies, enhances deterrence, and promotes analytic consistency in an area dominated by ambiguity. As the United States Air Force develops doctrine, education, and organization for cyberspace, we need to consider the traditional principles of war and how/if they apply to cyberspace, and under what situations, so we can develop a conceptual foundation for effective cyberspace warfighting doctrine. Most importantly, we should understand the cyberspace domain requires a new and different way of thinking to develop the most useful doctrine, education, and organizational structures. We must avoid falling into the trap of merely rewording existing air and space doctrine by simply replacing "air" or "space" with "cyber." There are generally two predominant traditions for principles of war-the western view of Clausewitz and the eastern view of Sun Tzu. Clausewitz's western Newtonian world conceptualizes war using mass, objective, and maneuver among other principles in a state-on-state kinetic war for a political objective. However, Sun Tzu's eastern world conceptualizes war focusing on the criticality of intelligence, deception to defeat the mind of the enemy, and knowing that relationships between things matter most in the strategy of war. It is essential to examine which tradition is the best guide for developing cyber strategy; or do we need a combination? The conduct of information operations (IO), which includes military deception (MILDEC) and psychological operations (PSYOP), by the United States military, is based on both doctrinal precedence and operational necessity. The increasing use of cyber technology and the internet in executing IO missions offers technological advantages while simultaneously being a minefield fraught with legal and cultural challenges. Using Joint and Air Force doctrinal publications, published books, and academic papers, this thesis first defines relevant terminology and then identifies current operational and legal constraints in the execution of IO using cyber technology. It concludes with recommended remediation actions to enhance the use of the internet as a military IO tool in today's cyber world.

The character of contemporary conflict has driven a significant shift in the US approach to warfighting. The large-scale, complex, force-on-force scenarios that drove much of Cold War planning, and were executed in Operation DESERT STORM and the opening stage of Operation IRAQI FREEDOM are now viewed almost as the exception, replaced by the careful, precise, and relatively measured pace of irregular warfare against nontraditional enemies. Adversary capabilities may range from long-range, precision-guided attacks to explosive vests worn by suicide bombers. The threat of mass destruction from chemical, biological, radiological, and nuclear weapons will likely expand from stable nation-states to less stable states and even non-state networks. These changes have significant, long-term implications for the planning and conduct of US operations: The need for current, precise, and detailed analysis requires a continuing expansion in the scale of information collection and processing; networks are as important as a single bullet or bomb. Sensors, shooters, and fusion centers are routinely interconnected worldwide to achieve a unified battle rhythm, and Threats against the US homeland will increase. The United States can expect future opponents to launch both terrorist and unconventional attacks on the territory of the United States. Civil, military, and industrial cyber networks have already seen an upswing in probes, intrusions, exploitations, and attacks. The proliferation of commercially available technology will allow adversaries to develop niche capabilities that will threaten, in varying degrees, the successful conduct of operations in areas where US forces were previously unchallenged. Space and cyber networks are increasingly vulnerable to a wide array of new threats. Adversary anti-access capabilities will continue to improve, challenging US ability to project power and influence. Countering these capabilities is vital to assure freedom of action in, through, and from air, space, and cyberspace. Air Force Doctrine Document 3-12, Cyberspace Operations, is the Air Force's foundational doctrine publication for Air Force operations in, through, and from the cyberspace domain. This document means to provide insight for Airmen to follow. This document speaks to Air Force support of maintaining Cyberspace Superiority, a common military function. Chapter 1, Cyberspace Fundamentals, establishes the fundamental nature and context of Air Force cyberspace operations in this newly defined operational environment. This chapter defines fundamental terms and concepts for cyberspace operations. Discussions in this chapter include the strategic environment, general strategic policy, missions, military challenges, the Airman's perspective, relationship to other doctrine, principles of war, tenets of airpower, and cross-domain integration. Chapter 2, Command and Organization, describes the command, control, and organization of cyberspace forces. It depicts operational-level policy, command relationships, and commander roles and responsibilities. It discusses how global and theater cyberspace operations will be conducted through integrated command, control, and organization of military capabilities to achieve JFC objectives. Chapter 3, Design, Planning, Execution, and Assessment, describes how Air Force cyberspace operations are designed, planned, executed, and assessed. Also described are legal concerns, logistics, and operational considerations across the range of military operations.
