This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.

This report assesses the extent to which the TPCC compiles and reports information on how federal export promotion resources are aligned with export promotion priorities. GAO reviewed the laws governing the TPCC and good practices for interagency initiatives, analyzed TPCC budget data and documents, and interviewed TPCC secretariat and Office of Management and Budget staff. Although it continues to provide income support to farmers for the next 5 years, FAIR reduces the government's role in regulating the production of bulk commodities such as wheat and corn and provides the agricultural sector and farmers enhanced flexibility to respond to domestic and international market conditions. We assessed (1) the way in which FAIR will likely affect U.S. agricultural exports and (2) the continued relevance of U.S. agricultural export assistance programs. To address FAIR'S potential impact on U.S. exports, we interviewed a wide range of U.S. and competitor nation agricultural experts, analyzed available studies and reports authored by some of these experts, and reviewed and discussed the agricultural trade components of various economic models. To evaluate the programs' relevance, we reviewed both qualitative and quantitative evidence regarding the extent to which the programs benefit the overall U.S. economy, benefit the U.S. agricultural sector and specific U.S. commodities, counter competitor nations' agricultural export programs, and promote U.S. trade negotiating objectives.

Led by Brazil with Participatory Budgeting and the Bolsa Familia program, other countries in the region soon followed. And yet, despite Latin America’s new role as a policy "exporter", little is known about its dynamics, causes, and effects. Why have Latin American policies been diffused inside and outside the region? Which actors are involved? What driving forces affect these processes?
