Book Export controls reengineering business processes can improve efficiency of State Department license reviews

Download or read book Export controls reengineering business processes can improve efficiency of State Department license reviews written by and published by DIANE Publishing. This book was released on 2001 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S defense industry and some foreign government purchasers have expressed concern that the U.S. export control process is unnecessarily burdensome. Specifically, defense industry officials have stated that extended reviews of export license applications by the State Department are resulting in lost sales and are adversely affecting the nation's defense industry. In the United States, the State Department's Office of Defense Trade Controls is the office responsible for licensing the export and temporary import of defense articles and services. In June 2001, we reported to you that the State Department completed over 46,000 license application reviews in fiscal year 2000. While the U.S. export licensing process can be lengthy because of foreign policy and national security considerations, other factors may also have an impact on processing times. Therefore, you asked us to determine whether elements of the process create delays in license application reviews.

Book Defense trade lessons to be learned from the country export exemption

Download or read book Defense trade lessons to be learned from the country export exemption written by and published by DIANE Publishing. This book was released on 2002 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: To control the export of defense items, the U.S. government generally requires exporters to obtain a license from the State Department. However, a license is not required for the export of many defense items to Canada. Currently, the Canadian exemption is the only country-specific exemption to the licensing requirement. The exemption was temporarily scaled back when unauthorized re-exports and diversions to nations of concern occurred. It was renegotiated and changes were made in an attempt to address security concerns. In May 2000, the U.S. government announced the Defense Trade Security Initiative, which included a proposal to grant Canadian-like export licensing exemptions to other qualified countries. Since the initiative was announced, the State Department has been negotiating such exemptions with the United Kingdom and Australia. Because the exemption for Canada may serve as the model for these and other countries, you asked that we review how the exemption has been implemented and enforced and whether the experience offers any lessons learned.

Much of the debate on reforming the process has focused on the amount of time required to process an export license application. This report analyzes the time it takes to process export license applications. The average State Dep't. license application review took 46 days, while the Commerce Dep't. took 50 days. In 2000, the State Dep't. completed over 46,000 license application reviews & the Commerce Dep't. completed over 11,000. Charts & tables.

Book Export Controls State and Commerce Have Not Taken Basic Steps to Better Ensure U S Interests are Protected

Download or read book Export Controls State and Commerce Have Not Taken Basic Steps to Better Ensure U S Interests are Protected written by Ann Calvaresi Barr and published by DIANE Publishing. This book was released on 2009 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: In controlling the transfer of weapons and related technologies overseas, the U.S. gov¿t. must limit the possibility of sensitive items falling into the wrong hands while allowing legitimate trade to occur. The export control system (ECS) is intended to balance multiple U.S. interests. The ECS is managed by the State Dept., which regulates arms exports, and the Commerce Dept., which regulates dual-use exports that have military and civilian applications. Arms exports require licenses, while dual-use exports do not require licenses. This testimony focuses on export licensing inefficiencies, poor interagency coordination, and limits in State¿s and Commerce's ability to provide a sound basis for changes to the system. Illustrations.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Gov't. controls the export of defense-related items to minimize the security risk such exports may pose. The U.S. export control system is primarily divided between two regulatory regimes, one managed by the State Dept. for defense items & another managed by the Commerce Dept. for dual-use items that have both mil. & commercial applications. Determining which dep't. has jurisdiction over an item & how that item is controlled is fundamental to the U.S. export control system. This report assesses how gov't. departments assist co's. in determining the proper controls for defense-related items, specifically: (1) how Commerce implements the commodity classification process; & (2) how State implements the commodity jurisdiction process.

Available in PDF, EPUB and Kindle. Book excerpt: Weapons of mass destruction (WMD) are not necessarily acquired as entire systems. They are often assembled from parts and materials, many of which are dual-use?i.e., of both commercial and military utility. Often, suppliers of these components do not ask who their customers are or inquire about the intended application. This has for a long time been the Achilles? heel of well-intentioned nonproliferation conventions. The answer lies in more stringent export controls of weapons-related technologies. In this eye-opening collection of essays, sponsored by the Center for International Trade and Security at the University of Georgia (USA), a group of outstanding experts in the nonproliferation field report on the efforts of five leading supplier countries?the United States, France, Russia, China, and India?to implement export controls on weapons and sensitive technologies used for producing WMD. The book is both reassuring and alarming in its very precise survey and analysis of export control regimes. At most national levels, regulation is rapidly making firms more accountable, and more industries are routinely implementing internal compliance programs. However, these advances are in a neck-to-neck race with intangible methods of transferring information, corporations with no national allegiance, and competition among international suppliers. Based on in-depth research?each of the contributors spent considerable time conducting interviews with government officials and other policy experts, observing policy making and implementation, and gathering empirical data?this detailed and thought-provoking book will be of great value to all concerned with security objectives for the twenty-first century.
