Book Explosives Investigation Coordination Between the Federal Bureau of Investigation FBI and the Bureau of Alcohol Tobacco Firearms and Explosives ATF

Download or read book Explosives Investigation Coordination Between the Federal Bureau of Investigation FBI and the Bureau of Alcohol Tobacco Firearms and Explosives ATF written by Raymond J. Beaudet and published by DIANE Publishing. This book was released on 2010-11 with total page 127 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ATF and the FBI share jurisdiction for investigating federal explosives crimes. These components have historically developed separate and often conflicting approaches to explosives investigations and related activities such as explosives training, info. sharing, and forensic analysis. This report examined the Dept. of Justice oversight and the FBI¿s and ATF¿s operations of explosives-related activities from 2003- 09. This review evaluated the level of coordination between the FBI and ATF in explosive investigations, incl. determining lead agency jurisdiction, the extent of info. sharing and consolidation of explosives data, the degree of training coordination, and the use of laboratory resources for explosives analysis. Book Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals

Download or read book Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2018-05-19 with total page 215 pages. Available in PDF, EPUB and Kindle. Book excerpt: Improvised explosive devices (IEDs) are a type of unconventional explosive weapon that can be deployed in a variety of ways, and can cause loss of life, injury, and property damage in both military and civilian environments. Terrorists, violent extremists, and criminals often choose IEDs because the ingredients, components, and instructions required to make IEDs are highly accessible. In many cases, precursor chemicals enable this criminal use of IEDs because they are used in the manufacture of homemade explosives (HMEs), which are often used as a component of IEDs. Many precursor chemicals are frequently used in industrial manufacturing and may be available as commercial products for personal use. Guides for making HMEs and instructions for constructing IEDs are widely available and can be easily found on the internet. Other countries restrict access to precursor chemicals in an effort to reduce the opportunity for HMEs to be used in IEDs. Although IED attacks have been less frequent in the United States than in other countries, IEDs remain a persistent domestic threat. Restricting access to precursor chemicals might contribute to reducing the threat of IED attacks and in turn prevent potentially devastating bombings, save lives, and reduce financial impacts. Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals prioritizes precursor chemicals that can be used to make HMEs and analyzes the movement of those chemicals through United States commercial supply chains and identifies potential vulnerabilities. This report examines current United States and international regulation of the chemicals, and compares the economic, security, and other tradeoffs among potential control strategies.

Book Operational and Medical Management of Explosive and Blast Incidents

Download or read book Operational and Medical Management of Explosive and Blast Incidents written by David W. Callaway and published by Springer Nature. This book was released on 2020-07-03 with total page 630 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive overview of the medical and operational management of blast and explosive incidents affecting civilian populations. It incorporates global lessons learned from first responders, emergency medicine providers, surgeons, intensivists, and military specialists with deep experience in handling blast injuries from point of injury through rehabilitation. The book begins with background and introductory information on blast physics, explosion types, frequency, and perspectives from the military. This is followed by a section on prehospital management focusing on medical and trauma responses, triage, psychological consequences, and operational considerations. It then examines the roles of the emergency department and ICU with chapters on planning and training, surge capacity, resilience, management of common injury types, contamination, and ventilator strategies. The next section covers surgical treatment of a variety of blast injuries such as thoracoabdominal, extremity and vascular, and orthopedic injuries. The book then discusses medical treatment of various injury patterns including lung, abdominal, extremity, and traumatic brain injury. The final section of the book covers post-hospital considerations such as rehabilitation, mental health, and community resilience. Throughout, case studies of recent incidents provide real-life examples of operational and medical management. Operational and Medical Management of Explosive and Blast Incidents is an essential resource for physicians and related professionals, residents, nurses, and medical students in emergency medicine, traumatic surgery, intensive care medicine, and public health as well as civilian and military EMS providers.

Book Explosives Manufacturing Incident

Download or read book Explosives Manufacturing Incident written by U. S. Chemical Safety and Hazard Investigation Board and published by CreateSpace. This book was released on 2014-08-01 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report explains two explosions that took place on January 7, 1998, at an explosives manufacturing facility owned by Sierra Chemical Company, located in Mustang, Nevada. Four workers were killed and six were injured. Safety issues covered in the report include process safety management, process hazard analysis, training, language barriers, operating procedures, building siting, and employee participation. Recommendations concerning these issues were made to Sierra Chemical Company and other companies manufacturing explosives, the Institute of Makers of Explosives, the Nevada Occupational Safety and Health Enforcement Section, and the Department of Defense. The Chemical Safety and Hazard Investigation Board (CSB) is an independent federal agency with the mission of ensuring the safety of workers and the public by preventing or minimizing the effects of chemical incidents at industrial facilities and in transport. The CSB is a scientific investigatory organization; it is not an enforcement or regulatory body. Established by the Clean Air Act Amendments of 1990, the CSB is responsible for determining the probable causes of incidents, issuing safety recommendations, studying chemical safety issues, and evaluating the effectiveness of other government agencies involved with industrial chemical safety. Section 112 (r) (6) (G) of the Clean Air Act prohibits the use of any conclusions, findings, or recommendations of the CSB relating to any chemical incident from being admitted as evidence or used in any lawsuit arising out of any matter mentioned in an investigation report. Congress modeled the CSB after the National Transportation Safety Board (NTSB), which investigates aircraft and other transportation accidents for the purpose of improving safety. Like the NTSB, the CSB makes public its actions and decisions through investigation reports, safety studies, safety recommendations, special technical publications, and statistical reviews. More information about the CSB may be found on the World Wide Web at http://www.chemsafety.gov

Book Taggants in explosives

  • Pages : 268 pages

Download or read book Taggants in explosives written by and published by DIANE Publishing. This book was released on 1980 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the request of the Senate Committee on Governmental Affairs, the Office of Technology Assessment has undertaken an analysis of the proposal to mandate, the use of taggants in explosive materials manufactured for commercial use. A "taggant" is a material that might be added to explosives and gunpowders at the time of manufacture, as an eventual aid to law enforcement. This study assesses the existing taggant technology in order to assist Congress in its decision whether to adopt legislation which would require taggants in explosives and gunpowders.
