It is an issue that has been addressed by both public policymakers and academic researchers. Despite many attempts and strategies, homelessness continues to be a significant public policy issue; this has led to the creation of organizations like the Los Angeles Homeless Servers Agency (LAHSA). LAHSA is a unique public agency, as it is one of the few specifically tasked with addressing the obstacles for people experiencing homelessness. In that vein, LAHSA interacts with many different government agencies that also interact with the homeless population. This project seeks to explore those interactions, their design, nature, and effectiveness. To that end, the author conducted a literature review on the relevant topics. The researcher's main trends in the literature review were in the areas of homelessness programs, interagency cooperation in dealing with homelessness, and Interagency Cooperation in General. In the field of homelessness, the research suggests a housing-first approach, with other services to come later. Effective collaboration and communication resulted in profound interagency cooperation. Finally, for interagency cooperation in general, the articles reviewed point to the benefits and obstacles of getting two or more agencies to cooperate. For these three trends, the researcher identified a research gap and created a question. This project seeks to understand the way that LAHSA currently interacts with partner agencies. This project plans to accomplish this by conducting high-level interviews with executives at LAHSA and then performing a multiple-choice survey of employees at LAHSA about how interagency cooperation works in their organization. The researcher expects that this mixed methods approach will gain valuable knowledge and insight into LAHSA and Public Administration interagency cooperation in general. This project's findings are expected to benefit LAHSA by identifying best practices and areas of improvement and providing real-world research into interagency collaboration.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Book excerpt: If health policy truly seeks to improve population health and reduce health disparities, addressing homelessness must be a priority Homelessness is a public health problem. Nearly a decade after the great recession of 2008, homelessness rates are once again rising across the United States, with the number of persons experiencing homelessness surpassing the number of individuals suffering from opioid use disorders annually. Homelessness presents serious adverse consequences for physical and mental health, and ultimately worsens health disparities for already at-risk low-income and minority populations. While some state-level policies have been implemented to address homelessness, these services are often not designed to target chronic homelessness and subsequently fail in policy implementation by engendering barriers to local homeless policy solutions. In the face of this crisis, Ungoverned and Out of Sight seeks to understand the political processes influencing adoption of best-practice solutions to reduce chronic homelessness in US municipalities. Drawing on unique research from three exemplar municipal case studies in San Francisco, CA, Atlanta, GA, and Shreveport, LA, this volume explores conflicting policy solutions in the highly decentralized homeless policy space and provides recommendations to improve homeless governance systems and deliver policies that will successfully diminish chronic homelessness. Until issues of authority and fragmentation across competing or misaligned policy spaces are addressed through improved coordination and oversight, local and national policies intended to reduce homelessness may not succeed.

Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States examines commercial sexual exploitation and sex trafficking of U.S. citizens and lawful permanent residents of the United States under age 18. According to this report, efforts to prevent, identify, and respond to these crimes require better collaborative approaches that build upon the capabilities of people and entities from a range of sectors. In addition, such efforts need to confront demand and the individuals who commit and benefit from these crimes. The report recommends increased awareness and understanding, strengthening of the law's response, strengthening of research to advance understanding and to support the development of prevention and intervention strategies, support for multi-sector and interagency collaboration, and creation of a digital information-sharing platform. A nation that is unaware of these problems or disengaged from solutions unwittingly contributes to the ongoing abuse of minors. If acted upon in a coordinated and comprehensive manner, the recommendations of Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States can help advance and strengthen the nation's emerging efforts to prevent, identify, and respond to commercial sexual exploitation and sex trafficking of minors in the United States.
