The amount and speed of the incoming information from a UAV, combined with its maneuverability and "time-on-task" capability, are assets to any navy. For the Greek Navy, the main local operation area is the Aegean and Ionian Sea. As Greece lies between three continents (Europe, Asia, Africa), there is a great deal of sea traffic and potential illegal activities, such as smuggling, exploitation of illegal immigrants, and possible terrorist activity. The scope of this study is to explore naval tactics with UAVs in an island complex using Agent-Based Simulation. MANA (Map Aware Non-uniform Automata) software, used in this study, provides a visual and realistic background to conduct simulations of real operations involving many different entities. This thesis demonstrates that this type of software can rapidly produce, explore and check simulated naval tactics before actual implementation. It also shows how the UAV's technology plays a key role in a search and detection operation, whereas the enemy must rely mostly on his tactics.

This task becomes more challenging when a surveillance system operates in a complex environment with high traffic of merchant and fishing vessels and the existence of many islands. Potential tactics that targets might use increase the difficulty of this task. Integrating Unmanned Aerial Vehicles (UAVs) into a surveillance system that consists of ground radars and surface ships might enhance the system's capabilities and mitigate its vulnerabilities. In this study, the extremely complex maritime environment of the Aegean Sea is modeled in the Map Aware Non Uniform Automata (MANA) agent-based simulation environment to explore the effectiveness of UAVs in those conditions. The results from almost 100,000 simulated Intelligence, Surveillance, and Reconnaissance missions are analyzed using descriptive statistics, ANOVA, stepwise regression, and partition trees. It was found that by integrating one or two UAVs into a traditional surveillance system, it becomes more efficient in the detection and persistent surveillance of enemies and neutral targets. The most important factors that affect the surveillance system's performance are the detection capabilities of its sensors, the communication accuracy, and the enemy's counter-detection capability. Thus, Greece and other countries with similar geographical characteristics should deploy UAVs in a maritime surveillance role."--Abstract.

Book excerpt: This study analyzes the effective use of multiple unmanned aerial vehicles (UAVs) for the Navy's Surface Search and Control mission. In the future, the Navy hopes to leverage the capabilities of a family of UAVs to provide increased situational awareness in the maritime environment. This family of UAVs includes a Broad Area Maritime Surveillance (BAMS) UAV and Vertical Take-Off UAVs (VTUAVs). The concepts of operations for how these UAVs work together have yet to be determined. Questions exist about the best number of UAVs, types of UAVs, and tactics that will provide increased capabilities. Through modeling and agent-based simulation, this study explores the validity of future UAV requirements and provides insights into the effectiveness of different UAV combinations. For the scenarios modeled, the best UAV combination is BAMS plus two or three VTUAVs. However, analysis shows that small numbers of VTUAVs can perform as well without BAMS as they do with BAMS. For combinations with multiple UAVs, BAMS proves to be a valuable asset that not only reduces the number of missed classifications, but greatly improves the amount of coverage on all contacts in the maritime environment. BAMS tactics have less effect than the mere presence of BAMS itself.

Book excerpt: Many military Intelligence Surveillance and Reconnaissance (ISR) operations would benefit greatly from a fleet of disparate sensor-bearing UAVs that are tightly integrated via a communications network, work cooperatively for a common operational objective, enhance situation awareness of the areas of operation, and increase persistence of sensor dwell time on strategic targets. This would enable continuity in the entire target acquisition cycle, from detection to classification to identification and finally localization of targets, in a diverse and dynamic environment. The integration of sensors and development of tactics in a cooperative sensing environment is one of the current focuses among the military intelligence community, and hence motivates this thesis effort. By building models with an existing agent-based simulation platform and using an extremely efficient experimental design methodology, numerous factors which could potentially affect the effectiveness of a cooperative sensing network against two arrays of targets are explored. The factors considered include UAV airspeed, reliability, detection/classification coverage and probability, network latency and degradation, UAV configurations and responsiveness, as well as air space separation. The two arrays of targets are mobile armor concentrations and time critical targets; these vary in their deployment profiles, vulnerability constraints and ease of detectability. Factors characterizing these targets, such as the shoot-and-scoot behavior of time critical targets, are also investigated. The study provides operational insights pertaining to the design and effective use of cooperative sensing for ISR purposes. These include the importance of having good UAV sensor capabilities, the need for a suite of sensors to aid in locating well-camouflaged time-critical targets, and the need for "intelligent" application of UAV cooperation tactics based on the characteristics of recently-classified targets.

Book excerpt: The Navy is considering the use of unmanned surface vehicles (USVs) to reduce risk to personnel in maritime interdiction operations, and to conduct intelligence, surveillance and reconnaissance (TSR) and force protection (FP) missions. In this thesis, alternative configurations of the prototype and operational uses of the USV are explored using agent-based simulation for three scenarios. An efficient experiment design alters settings of ten factors for the two ISR scenarios and 11 factors for the FP scenario. Some factors varied in the experiment are uncontrollable during operations, such as the total number of contacts, threat density, their maneuvering characteristics, and the sea state. The USV sensor range and endurance are also considered as well as factors set by the decision-maker for a particular mission: namely, USV speed and numbers to deploy. The results provide several operational and tactical insights with implications for patrolling and combat radius, and form the basis for a recommendation to use the USV in an active role in maritime missions. The results also support the guidance on the benefits of improving USV sensing and endurance capabilities, and find that simply increasing USV numbers is not necessary for attaining high mission performance.

Book excerpt: This study analyzes the impact of unmanned aerial vehicle (UAV) capabilities on intelligence gathering missions for a Marine Expeditionary Brigade (MEB) commander in 2015. The Marine Corps Warfighting Lab (MCWL) is developing requirements for an intelligence, surveillance, and reconnaissance (ISR) UAV that supports rapid planning and decision making for multiple concurrent operations and facilitates maneuver and precision engagement. The acquisition of a 2008 Pioneer replacement also is underway at Marine Corps Systems Command (MARCORSYSCOM). However, the importance of various capabilities for this replacement UAV presently lacks quantitative analysis. Through modeling, agent-based simulation, and data mining, this study explores the validity of current requirements and provides insights into the importance of various UAV characteristics, such as airspeed, endurance, sweep width, and sensor capability. Each year, the Navy/Marine Corps conducts Fleet Battle Experiment Sea Viking in Southern California. The primary objective is Command and Control and ISR development. This study looks at UAV operations in the Sea Viking scenario provided by MCWL in the MANA agent-based modeling environment utilizing robust design, Latin hypercubes, data farming techniques, the Maui High Performance Computing Center, and the JMP Statistical Discovery Software package. The Sea Viking Experiment, the Marine Corps' largest annual experiment, provides a credible scenario for model development. The advantages of tactical routing, a 7 hour (or greater) on-station time, a minimum 4,500 meter sweep width, and a probability of classification of at least 0.4 are verified for the Sea Viking scenario. This analysis indicates that a UAV in this scenario does not need to travel in excess of 200 knots. The results have design consequences for MCWL's Sea Viking 20XX and provide key parameters for physics-based simulations such as COMBAT XXI. A 15-item bibliography is included. (26 figures, 26 refs7

Book excerpt: Unmanned systems, including unmanned combat aerial vehicles (UCAVs), are increasingly important in military operations. Given the growth of unmanned systems technology worldwide, these systems may increasingly pose a real threat to U.S. and Allied forces in the near future. This thesis proposes a future concept of employing a defensive UCAV swarm, launched from a friendly sea-based platform. To simulate this defensive swarm system, an agent-based simulation model was developed, and appropriate designs of experiments and statistical analyses were conducted. The investigated factors were drawn from the literature review to create several experimental designs with the objective of identifying the significant design factors of the Blue UCAV system. The result of the analysis shows that only five of the eleven candidate factors analyzed are significant, which can be used to inform the engineering specification of preliminary requirements for potential future development.

This thesis demonstrates the ability to design a small high resolution simulation which can be used to answer these questions. The simulation can be used throughout the acquisition process, and potentially beyond.

Book excerpt: An experimental investigation was conducted to examine the use of small, expendable, endurance UAVs to enhance the combat effectiveness of Naval Special Warfare Forces (NSW) . The experiment involved UAVs, NSW forces, and a red team in a downed-pilot rescue mission. Models were developed to determine Optimum flight patterns for all UAVs. Models were also developed and utilized to determine experimental variables and measures of effectiveness. Simulation of the exercise was conducted to determine adequacy of the experiment plan. It was found that UAVs significantly enhanced force protection, provided direct improvement in C2, significantly enhanced situational awareness, and provided the ability to track blue forces. It was found that video feed to blue force foot patrols may not be as valuable as having the C2 element dedicated to viewing the feed provide real-time COMS relay to the patrol. The exercises demonstrated that NSW forces do not need to launch and fly UAVs in order to utilize their capabilities; rather UAVs can be located and launched at the Forward Operating Base. The data obtained imply that small, expendable, endurance UAVs may do more than enhance capabilities for current missions, they may enable NSW Forces to conduct missions previously considered too high-risk.

The NRC formed the Committee for the Role of Experimentation in Building Future Naval Forces to perform the study.

Book excerpt: Autonomous vehicles (AVs) have been used in military operations for more than 60 years, with torpedoes, cruise missiles, satellites, and target drones being early examples.1 They have also been widely used in the civilian sector-for example, in the disposal of explosives, for work and measurement in radioactive environments, by various offshore industries for both creating and maintaining undersea facilities, for atmospheric and undersea research, and by industry in automated and robotic manufacturing. Recent military experiences with AVs have consistently demonstrated their value in a wide range of missions, and anticipated developments of AVs hold promise for increasingly significant roles in future naval operations. Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials. Autonomous Vehicles in Support of Naval Operations is a forward-looking discussion of the naval operational environment and vision for the Navy and Marine Corps and of naval mission needs and potential applications and limitations of AVs. This report considers the potential of AVs for naval operations, operational needs and technology issues, and opportunities for improved operations.

Book excerpt: Unmanned aircraft systems (UASs) have become increasingly prevalent in and important to U.S. military operations. Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."

With the publication of this document, individual roadmaps and master plans for UASs, UGVs, and UMSs (defined as Unmanned Undersea Vehicles (UUVs) and Unmanned Surface Vehicles (USVs)) have been incorporated into a comprehensive DoD Unmanned Systems Roadmap. This integrated Unmanned Systems Roadmap is the plan for future prioritization and funding of these systems development and technology, thus ensuring an effective return on the Department's investment. Its overarching goal, in accordance with the Strategic Planning Guidance (SPG), is to guide military departments and defense agencies toward logically and systematically migrating applicable mission capabilities to this new class of military tools. This Roadmap highlights the most urgent mission needs that are supported both technologically and operationally by various unmanned systems. These needs, listed below, should be considered when prioritizing future research, development, and procurement of unmanned systems technology to ensure an effective return on the Department's investment.

As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.
