It concludes that fiscal imbalances and barriers to entry are most binding on long-term growth. Macroeconomic imbalances and related perceived risks affect the nature of investment decisions in Lebanon, in favor of liquid instruments rather than longer-term productive investments. Further, many barriers to entry discourage agents from investing in a number of markets: legal impediments to competition, corruption, and a set of fiscal incentives favoring the allocation of resources to non-tradable sectors, where potential demand and investment opportunities are scarcer. In turn, using a steady-state computable general equilibrium model, the paper assesses the long-term growth impact of a selected set of policy reforms envisaged to lift such constraints. Results suggest that 1 to 2 percentage points of additional GDP growth per year could be gained through public expenditure reform, greater domestic competition, and tax harmonization.

Book excerpt: The downhill slide in the global price of crude oil, which started mid-2014, had major repercussions across the Middle East for net oil exporters, as well as importers closely connected to the oil-producing countries from the Gulf. Following the Arab uprisings of 2010 and 2011, the oil price decline represented a second major shock for the region in the early twenty-first century – one that has continued to impose constraints, but also provided opportunities. Offering the first comprehensive analysis of the Middle Eastern political economy in response to the 2014 oil price decline, this book connects oil market dynamics with an understanding of socio-political changes. Inspired by rentierism, the contributors present original studies on Bahrain, Egypt, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. The studies reveal a large diversity of country-specific policy adjustment strategies: from the migrant workers in the Arab Gulf, who lost out in the post-2014 period but were incapable of repelling burdensome adjustment policies, to Egypt, Jordan, and Lebanon, who have never been able to fulfil the expectation that they could benefit from the 2014 oil price decline. With timely contributions on the COVID-19-induced oil price crash in 2020, this collection signifies that rentierism still prevails with regard to both empirical dynamics in the Middle East and academic discussions on its political economy.

Book excerpt: This study identifies value chain (VC) opportunities for women cooperatives, associations and individuals by adopting the FAO Gender-Sensitive Value Chain (GSVC) framework of analysis. In addition to the core and extended VC levels, as well as the national and global enabling environment. This framework adds two dimensions to be analyzed which are the individual and household levels, the areas in which gender inequalities frequently start from. Therefore, adding these two levels of analysis facilitates the systematic integration of gender equality into VC development programmes and projects. In addition to experts for each sub-sector, namely plant production, forestry, fisheries and aquaculture, animal production and agro-processing, this study included a gender consultant who played a major role in the different phases of the study. These included preparing and giving workshops to the sub-sector experts prior to the literature review and analysis, aligning their work within a gender framework, in addition to participating in the data collection phase, where the consultant revised the data collection tools prepared by the sub-sector experts for the Key Informant Interviews (KIIs), Survey and Focus Group Discussions (FGDs) and attended the majority of the KIIs. The consultant additionally revised the analysis of each sub-sector, included a gender assessment and assisted in the study’s reporting.

Book excerpt: The Syrian crisis and the associated inflow of refugees continue to dominate Lebanon’s short-term outlook, compounding long-standing policy weaknesses and vulnerabilities. Political paralysis has set in, with virtually no progress on the structural front. Growth has remained modest and insufficient to make a dent in rising poverty and unemployment. A welcome improvement in the primary fiscal position in 2014 was largely due to temporary factors, and will not be sustained absent adjustment efforts—implying that, without additional effort, Lebanon’s already-sizable public debt burden will only worsen. Financial conditions have nonetheless remained stable, as deposit inflows continue to fund the economy and sizeable buffers support the credibility of the exchange rate peg.
