The seminar provided an opportunity for participants representing a wide range of disciplines and interest groups to discuss a variety of policy issues related to public-private partnerships. These issues ranged from ideas for making partnership projects easier to develop to allowing new forms of partnerships to happen. The seminar raised a number of issues about the possibilities and problems of public-private partnerships and showed that much remains to be learned about the consequences of applying privatization principals to transportation. Book excerpt: Economic development and social welfare depend on the existence of effective and efficient infrastructure systems, particularly in health, energy, transportation and water, many of which are developed and managed through Public-Private Partnerships (PPPs). However, empirical evidence suggests some pitfalls in the use of these PPP arrangements. This book addresses these issues, focusing on mostly three key questions: How to improve the robustness of the decision-making process leading to the option of PPP? How to improve contract management as the longest phase of the process? How can contracts be improved to accommodate uncertainty and avoid harmful renegotiations? The authors explore the concept of flexible contracts, the uncertainty modeling for improving the robustness of the decision-making process, and develop an overall framework for effective contract management, along with a comprehensive analysis of current renegotiation patterns. The ultimate goal is to improve the contractual performance, as well as the overall infrastructure management and social welfare. ​

The information is based on a survey of facilities in operation, financed, or under construction as of January 1, 1999, and is presented in six tables. Table T-2 contains a list of those projects under serious consideration as toll facilities, awaiting completion of financing arrangements, or proposed as new toll facilities that are being studied for financial and operational feasibility. Also included are four tables containing data on receipts and disbursements of toll facilities. These four tables are published in the "1997 Highway Statistics" as Table SF-3B, Table SF-4B, Table LGF-3B and Table LGF-4B. Beginning with this issue of "Toll Facilities in the United States," a section has been added containing available names, addresses, and phone numbers of toll authorities; all toll authorities are not included.

The book begins each case with an overview (e.g., project goals (motivators), types of PPPs, stakeholders, time period, assigned budget, and capital planning) and then specifically discusses critical success factors and/or risk factors pertaining to the decisions to proceed with ongoing PPPs or to return to self-operation (in-house public production) of services later, respectively. The book concludes with a discussion of lessons learned from Singaporean cases and contexts of PPPs and suggests more feasible strategies and conditions toward successful collaborative governance between public agencies and private counterparts for the new century. This book will appeal especially to public policymakers.
