The study takes a long historical view - spanning roughly from the Meiji Restoration (1868) to today - to determine when and why Japanese education has become attractive to these two countries. It uses a combination of official reports and scholarly analysis as sources to evaluate attraction. The study is underpinned by recently developed models of educational transfer and it attempts to use a comparison of American and Chinese attraction to Japanese education as a means to further develop emerging theoretical understandings of cross-national attraction in education. The research begins with the more familiar case of American attraction to Japanese education finding that the American case shows a long period of historical neglect punctuated by a short burst of feverish attraction to Japanese education in the 1980s. The reasons for this attraction - when it finally did occur - seemed to be partially driven by Japanese economic competitiveness and partially driven by domestic political agendas within the United States. The domestic impulses for attraction are given particular attention in the analysis because few studies have detailed this aspect of attraction. The less familiar Chinese case shows a much longer educational relationship with not one, but two distinguishable periods of attraction to Japan. The first period- roughly occurring at the turn of the 20th century - was so feverish that it led to wholesale ‘borrowing’ of many aspects of the Japanese education system. A second period of Chinese attraction arguably began in the early 1990s continuing through today. The research investigates the reasons for this attraction again revealing a combination of external and internal developments that catalyze attraction. Perhaps because it is partially obscured by historical legacies and current political trends, little research has attempted to investigate Chinese attraction to Japanese education and thus the current attraction of Chinese observers to Japanese education is of particular note.By comparing these two stories of attraction (and neglect), it becomes apparent that cross-national attraction is as much a product of internal forces within these two countries, as it is a result of changes in Japanese education. The study finds that cross-national attraction is therefore best understood as a changing and malleable idea that arises as much from internal as external stimuli. This makes it vital to pay closer attention to the role of human actors in creating cross-national attraction in education. Further comparison of the two cases suggests the need to reorganize the existing theoretical models of cross-national attraction. In the final chapter, an attempt at reorganizing the models is attempted in the form of a Contextual Map of Cross-National Attraction.

Book excerpt: In many non-Western contexts, modernization has tended to be equated with Westernization, and hence with an abandonment of authentic indigenous identities and values. This is evident in the recent history of many Asian societies, where efforts to modernize – spurred on by the spectre of foreign domination – have often been accompanied by determined attempts to stamp national variants of modernity with the brand of local authenticity: ‘Asian values’, ‘Chinese characteristics’, a Japanese cultural ‘essence’ and so forth. Highlighting (or exaggerating) associations between the more unsettling consequences of modernization and alien influence has thus formed part of a strategy whereby elites in many Asian societies have sought to construct new forms of legitimacy for old patterns of dominance over the masses. The apparatus of modern systems of mass education, often inherited from colonial rulers, has been just one instrument in such campaigns of state legitimation. This book presents analyses of a range of contemporary projects of citizenship formation across Asia in order to identify those issues and concerns most central to Asian debates over the construction of modern identities. Its main focus is on schooling, but also examines other vehicles for citizenship-formation, such as museums and the internet; the role of religion (in particular Islam) in debates over citizenship and identity in certain Asian societies; and the relationship between state-centred identity discourses and the experience of increasingly ‘globalized’ elites. Increased pluralism within societies through expanding migration patterns is changing the religious and cultural contours of many countries in Europe and North America, and is creating a need for a deeper understanding of religious diversity. However, the lack of religious or spiritual education within the educational curriculum leaves a moral vacuum that can become a space to be exploited by religious extremism. More recently, religiously motivated incidences of terrorism in several parts of the world have heightened prejudicial attitudes and distrust of certain religions, in particular. These are profound concerns and there is an urgency to examine how religion, religious education and interfaith initiatives can address such misconceptions. This book is thus timely, focusing on an area that is often neglected, particularly on the role of religion in education for sustainable development. While religious organisations and faith communities have had a long history of involvement in both schooling and social service delivery in many countries, their role in reaching development goals has not always been explicitly recognised, as is evident even in the United Nations’ most recently conceptualised 2030 Agenda for Sustainable Development. Undeniably, the integration of religious dialogue into mainstream development issues is crucial because deep cleavages resulting from the issue of minority religious rights continue to give cause for concern and conflict in many countries. This edited book explores some of these tensions and issues and draws parallels across differing geographical contexts to help enhance our collective and comparative understanding of the role of religious education and institutions in advancing the post-2015 development agenda. The contributors to this volume each demonstrate that, while religion in education can contribute to understanding and respect, it is also a space that can be contested and co-opted. Without addressing the salience of religion, however, it will not be possible to foster peace and combat discrimination and prejudice.
