In its various chapters an endeavor has been made to outline the growth of American cities, to explain the present-day powers and duties of the city as a municipal corporation, to describe the different organs of municipal government, and to make clear the relations which these bear to one another. The book deals with government rather than with administration, with the framework rather than with the functioning mechanism of the municipal organization. This is not because the latter is in any sense regarded as the less important of the two; but merely because it is proposed to deal fully with that phase of the subject in a later volume. Even as respects governmental organization, moreover, no attempt has been made to cover every point in full detail. I have tried to do no more than to provide, both for the college student of municipal government and for the general reader, an introduction to the study of a very large and important subject. Those who desire more definite or more extensive information than the text contains will find some suggestions at the end of each chapter. In an age when men appear far too ready to proceed with a diagnosis and to prescribe remedies without much preliminary study of the anatomy and the physiology of city government, too much stress upon the importance of the latter branches of the subject can scarcely be laid. The plan of work goes on to state that the same principle of group organisation will be applied to the social work, the nursing, the statistical work, etc., as well as to the gradual building up of an advisory council composed of men and women from other occupational groups in the community. For example, in social work, formulation of plans and directions of policies will rest in city committees of social experts, elected by then fellow-members and united through their heads in a social council, of which the Superin tendent of Public Welfare will be a member. In summary the unit plan aims at three things: to organise the people of a limited district democratically, so that they can get a clear idea of what their common needs are, and what they think ought to be done about them; to organise democratically the specialists of the neighbourhood and of the city so that the highest skill and experience can be applied to meeting the needs disclosed, and to bind the people and the technically skilled groups together in such a way that the people can tell the specialists what they want done, and the specialists can point out how to do it, submitting plans, programmes, and policies to the people for their approval. The actual work of writing has been spread over four years. The book, as its title explains, is concerned solely with questions of urban administration, yet without the limitation which the use of the word "municipal" might seem to suggest. The larger German cities and towns correspond for all practical purposes to the municipalities of the United Kingdom, as the smaller German towns correspond to our urban districts; hence it has appeared to me justifiable to consider convenience rather than strict historical and technical accuracy in the use of the terms "municipality" and "municipal," and to follow common wont in applying these terms to urban organisations, institutions, and activities generally, irrespective of the question of incorporation as understood in this country.
