Depending on how highway projects are integrated into the community, they can have far-reaching impacts beyond their traffic or transportation function. CSS is a comprehensive process that brings stakeholders together in a positive, proactive environment to develop projects that not only meet transportation needs, but also improve or enhance the community. Achieving a flexible, context-sensitive design solution requires designers to fully understand the reasons behind the processes, design values, and design procedures that are used. This AASHTO Guide shows highway designers how to think flexibly, how to recognize the many choices and options they have, and how to arrive at the best solution for the particular situation or context. While computational code is often seen as value-neutral and mechanical, this volume explores the underlying, and often unexamined, modes of persuasion this code engages. In so doing, it argues that computation is in fact rife with the values of those who create it and thus has powerful ethical and moral implications. From Socrates’s critique of writing in Plato’s Phaedrus to emerging new media and internet culture, the scholars assembled here provide insight into how computation and rhetoric work together to produce social and cultural effects. This multidisciplinary volume features contributions from scholar-practitioners across the fields of rhetoric, computer science, and writing studies. It is divided into four main sections: “Emergent Machines” examines how technologies and algorithms are framed and entangled in rhetorical processes, “Operational Codes” explores how computational processes are used to achieve rhetorical ends, “Ethical Decisions and Moral Protocols” considers the ethical implications involved in designing software and that software’s impact on computational culture, and the final section includes two scholars’ responses to the preceding chapters. At the heart of these essays is a call for emerging and established scholars in a vast array of fields to reach interdisciplinary understandings of human-machine interactions. The report provides an overview of the scientific consensus on the current and future climate changes of particular relevance to U.S. transportation, including the limits of present scientific understanding as to their precise timing, magnitude, and geographic location; identifies potential impacts on U.S. transportation and adaptation options; and offers recommendations for both research and actions that can be taken to prepare for climate change. The book also summarizes previous work on strategies for reducing transportation-related emissions of carbon dioxide--the primary greenhouse gas--that contribute to climate change. Five commissioned papers used by the committee to help develop the report, a summary of the report, and a National Academies press release associated with the report are available online. DELS, like TRB, is a division of the National Academies, which include the National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council.

Book excerpt: Scoping is the process of developing a project's objectives, need, preliminary cost estimate, and preliminary schedule based on a recognized need that the project is intended to address. This study (INDOT/JTRP SPR 3944) was launched by the Indiana Department of Transportation (INDOT)/Joint Transportation Program (JTRP) to develop a synthesis of scoping processes in different State Highway Agencies (SHA). The study was conducted using a qualitative exploratory approach focusing on the review of project scoping practices across different SHAs. Focused interviews with personnel from State Highway Agencies (SHA) along with the review of documents gathered during the literature search and resources provided by SHAs were the avenues used for data collection in the study.The study focused on eleven themes for the assessment of project scoping procedures: (1) primary entity with responsibility for scoping projects, (2) timeline for scoping activities, (3) functional groups within the State Highway Agency involved in scoping, (4) cost estimation procedures, (5) application of Context Sensitive Solutions (CSS), (6) addressing maintenance needs, (7) methods of assessing scope creep, (8) tracking the quality and effectiveness of scoping processes, (9) environmental consideration in scoping processes, (10) data collection and data sharing, and (11) scoping practices which have evolved/benefited the State Highway Agency. The report presents key findings of the study and provides suggestions for further investigation by INDOT.
