Book excerpt: The book aims to quantify and analyze how two water scarce but ideologically different Middle Eastern political economies, Saudi Arabia and Syria, addressed water sector investment between 1980 and 2000. The study examines how narrow-coalitions of decision-makers obsessed by impossible-to-achieve food self-sufficiency goals, lacking environmental consideration and safe political processes contributed to massively waste scarce resources and unsustainable water policies. The book shows that of Saudi Arabia's US$1,034 billion in oil revenues (1974-2001), 48% was spent on security, plus 10% on the ruling family. Nominal Per capita income dropped by 42% (1981-2000). Syria's per capita income dropped (1985-2000) by 17%, to US$1,200. Armaments' consumed (1970-1990) 13% of GDP. Agricultural investment was wasteful. Saudis produced wheat at five times the international price, depleted 300 billion m3 of mainly non-renewable groundwater and degraded aquifers' quality. 53% of Saudis have no municipal water connections. Syria's Government return on agricultural investment in 2000 was estimated at US$150 million loss. Aquifers' quality was degraded, leaving most urban households enduring acute water shortages.

It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.

Featuring regional energy experts, it offers an invaluable survey. After outlining the regional security context, this book first reviews renewable energy policy and practices in the Jordan Basin. It then considers options for greening energy use, including promising pilot projects in North Africa. Much of the information and knowledge that was created in this field during the year was the result of the findings of the Fourth - sessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC), which were disseminated on a large scale and reported extensively by the media. This was the result not only of a heightened interest on the part of the public on various aspects of climate change, but also because the IPCC itself proactively attempted to spread the findings of its AR4 to the public at large. The interest generated on the scientific realities of climate change was further enhanced by the award of the Nobel Peace Prize to the IPCC and former Vice President of the US, Al Gore. By taking this decision in favour of a leader who has done a great deal to create awareness on c- mate change, and a body that assesses all scientific aspects of climate change and disseminates the result of its findings, the Norwegian Nobel Committee has clearly drawn the link between climate change and peace in the world.
