Despite its breadth as a field, civic technology often takes its lead from Silicon Valley companies that espouse design goals potentially hazardous to participatory democracy. In this dissertation, I explore: How might we design civic technologies for citizen empowerment and evaluate their impact on this goal? With their growing role as mediators of democracy, it is insufficient for civic technology designers to evaluate their designs in terms of ease of use and increased engagement with their platform. Research from political and developmental psychology shows the importance to lifelong civic engagement of learning experiences that cultivate a citizen's perception they can make change (political efficacy) and their belief in having responsibilities to the public good (civic identity). To achieve these positive feedback loops, we need a richer framework for civic technology design. This dissertation proposes two solutions: 1) empowerment-based design principles for civic technology and 2) a prototype toolkit for evaluating the impact of civic technology on political efficacy. Because empowerment is contextual, the proposals here focus on tools and platforms built to support "monitorial citizenship," an increasingly popular form of civic engagement aimed at holding institutions accountable. To see these solutions in action, I report on a case study of SeeClickFix, a civic technology company that builds tools enabling citizens to report infrastructure problems to local governments. Two surveys of political efficacy and a randomized experiment with active users of SeeClickFix, followed by interviews with SeeClickFix staff, indicate the validity and utility of evaluating political efficacy as a measure of empowerment as well as the limitations of testing for incremental improvements.

Book excerpt: NYC311 is a customer relationship management tool that connects citizens to local government agencies whereby citizens access information and submit requests. Government agencies perceive NYC311 as primarily a request management platform that supports service delivery. Though the tool generates data that expresses community needs, it does not necessarily influence strategic agency initiatives. The extent to which this dataset represents community needs as compared to Community Board Budget Requests shows that while there are limitations to representation, 311 is filling a communication gap by providing a low barrier of interaction between citizens and their government. This paper concludes that despite government agencies' perception of NYC311 and the deeper representational challenge communities face, 311 has the potential to increase civic engagement through a reconceptualization and redesign of the tool.

Book excerpt: This thesis constitutes one of the first investigations focused on characterizing online participation in civic technologies, a type of platform increasingly popular on the Internet that allows citizens new forms, on a larger scale, of political participation. Given the opportunities of civic technologies in democratic governance, it should be noted that their design, like that of any online platform, is not neutral. The ways in which information is presented or interaction between users is allowed can greatly alter the results of participation. For this reason, we analyze the impact of different interventions in civic technologies in relation to online conversation views, ordering criteria for ranking petitions, and deliberative interfaces. Since these interventions were carried out by the corresponding development teams, the analyses have required to develop novel computational and statistical methods, while also extending generative models of discussion threads to better characterise the dynamics of online conversations. Results of the different case studies highlight the social and political impact of these interventions, suggesting new directions for future research and the need to develop a paradigm of citizen experimentation for democracy.
