Book excerpt: There are times when due to a lack of data or the impossibility of random assignment of cases, a researcher is limited in the use of the usual statistical and experimental methods to assess a particular intervention or “treatment” given to subjects or to a target group or region. An assessment technique often used is quasi-experimental design, whereby although random assignment does not occur, threats to validity are reduced by comparing cases which are as similar as possible. One group becomes a quasi-experimental group which has received some form of “treatment” whereas another is a comparison group which has not received the treatment. Such a research design is necessary when certain economic events occur or when economic development projects or new policies are undertaken in urban and regional economies, and there exist no two sub-regions which are exactly the same for the purposes of evaluating the effect of the events, projects or policies. Quasi-experimental design offers a solution for assessing the impacts of different urban and regional phenomena.

So naturally, the particular ways in which scientists prepare their objects determine the kind and the content of knowledge produced. This book provides a framework for the analysis of experimental practices - the Social Epistemology of Experiment - that incorporates both the ‘material’ and the ‘social’ dimensions of knowledge production. The Social Epistemology of Experiment is applied to experimental economics and in so doing, it introduces the epistemic role of the participation of human subjects in experiments and the causal efficacy of institutions in constraining and enabling human behaviour. It also develops the role of the social and socially established practices in overcoming the methodological difficulties associated with experimenting with humans subjects in the social sciences as well as the effect of scientists’ interventions in the laboratory worlds. This book provides an historical and contextualized account of the emergence of experimental economics, the methodological discussions that have informed and constituted it, its main research programmes, and stylized facts. The analysis of its three main research programmes – market experiments, game theory experiments and individual decision-making experiments – shows how economics experiments are particularly tailored to produce knowledge about market institutions and individual behaviour in contexts where there might be conflicts of individual and social goals, and also about the processes of individual decision-making.

We begin with two observations: i) standard quasi-experimental methods, first applied in other microeconomic fields, typically assume unit-level treatments that do not spill over across units; (ii) because public goods, such as environmental attributes, exhibit externalities, treatment of one unit often affects other units. To explore the implications of applying standard quasi-experimental methods to public good problems, we extend the potential outcomes framework to explicitly distinguish between unit-level source and the resulting group-level exposure of a public good. This new framework serves as a foundation for reviewing and interpreting key papers from the recent empirical literature. We formally demonstrate that two common quasi-experimental estimators of the marginal social benefit of a public good can be biased due to externality spillovers, even when the source of the public good itself is quasi-randomly assigned. We propose an unbiased estimator for the valuation of local public goods and discuss how it can be implemented in future studies. Finally, we consider how to preserve the advantages of the quasi-experimental approach when valuing global public goods, such as climate change mitigation, for which no control units are available.
