The book shows how Sub Saharan Africa can leverage its abundant and highly valuable natural resources to eradicate poverty by improving land governance through a ten point program to scale up policy reforms and investments at a cost of USD 4.5 billion. The book points out formidable challenges to implementation including high vulnerability to land grabbing and expropriation with poor compensation as about 90 percent of rural lands in Sub Saharan Africa are undocumented, but also timely opportunities since high commodity prices and investor interest in large scale agriculture have increased land values and returns to investing in land administration. It argues that success in implementation will require participation of many players including Pan-African organizations, Sub Saharan Africa governments, the private sector, civil society and development partners; but that ultimate success will depend on the political will of Sub Saharan Africa governments to move forward with comprehensive policy reforms and on concerted support by the international development community. Its rigorous analysis of land governance issues, yet down-to-earth solutions, are a reflection of Byamugisha's more than 20 years of global experience in land reform and administration especially in Asia and Africa. This book highlights the potential of a new methodology of uncovering and stimulating community initiatives in sustainable land management in Africa. Analyses of four contrasting African countries (Ghana, Morocco, South Africa and Uganda) show that as communities directly face the challenges of land degradation, they are likely to develop initiatives themselves in terms of sustainable land management. These initiatives (or ‘innovations’) may be more appropriate and sustainable than those emanating from research stations located far from the communities. The book describes the rationale of the approach used, the set of steps followed, how the project managed to engage the communities to understand the importance of the activities they were undertaking, and how they were stimulated to improve and extend their initiatives and innovativeness. Examples covered include soil fertility, community forestry, afforestation, water, invasive species and grazing land management. Central to the book is the way communities, and scientists, interacted between the four countries and learnt from each other. The book also shows how the initiatives were outscaled locally.

The concern has been to adapt traditional systems of governance to the needs of modern urban management. This paper investigates the need for a new analysis of the twin problems of urban land and urban management in sub-Saharan Africa. This need is based on the apparent paradox between the dynamic, city-creating activities of civil societies in all of these countries, and the weak capabilities of states to guide and direct these activities. This paper focuses on governance at the community level, where empowerment and accountability begin. It argues that a prerequisite for dealing with these problems is an institutional environment with which the target populace is familiar and to which it is likely to relate in participating in managing the city. The importance of the particularly dynamic systems of traditional governance at the lowest level in managing urban growth is only recently being recognized.

Book excerpt: Most African countries strive for both poverty reduction and sustainable land management, yet information on the exact relationship between these goals is limited. This report seeks to fill the gap by demonstrating a strong linkage between poverty and land management. Using Uganda as a case study, the authors show that certain policies, such as investments in soil and water conservation and agroforestry, may simultaneously increase productivity and reduce poverty and land degradation. Other strategies, including development of rural roads, non-farm activities, and rural finance, may reduce poverty without significantly affecting productivity or land management. Some policies, however, will likely involve trade-offs among different goals and will need to have their negative impacts minimized. Those in government, NGOs, the private sector, or academia who are concerned about sustainably reducing poverty in Sub-Saharan Africa will benefit from this analysis of how to pursue these key development goals.

On the subject of natural resource exploitation, in particular, the book revisits scholarly debates and specific practices around compensation, benefit- and burden-sharing, local participation and space-place dynamics. It highlights fundamental ambiguities in the ways the dominant discourses and policy responses have been framed and mobilised, and examines epistemic and ideational incongruences that have hobbled and sometimes negated the effectiveness of otherwise well-intentioned interventions. On climate change, the book revisits debates around the vulnerability-assets nexus with regard to mitigation and adaptation, as well as the intersection of climate information and livelihoods in agro-based settings. The contradictions, gaps and limitations of climate change policies and strategies in different regions are re-examined based on new data. In the last few years, the Environment and Natural Resources Working Group of the South African Sociological Association (SASA) has intensified efforts to go beyond the annual SASA Congresses and the production of journal articles, in making the research agendas of its members more visible to the global scholarly and policy community. This book is one result of such efforts. It calls for a constant questioning of orthodoxies and the promotion of ethnographically sensitive and epistemologically nuanced scholarly and policy approaches to developmental challenges in Africa, especially in relation to environmental resources and environmental change.

This creates both risks and opportunities for prospective land holders, resulting in a tangle of insecure land rights and claims under multiple tenure systems. Recently, innovative land tools have been proposed and implemented to formalize land tenure. It is envisaged that tenure security for land holders will increase and in turn contribute to poverty reduction. This study evaluates such tools in three peri-urban areas in Lusaka (Zambia), Oshakati (Namibia) and Gaborone (Botswana), with a focus on the perspective of the land holders. The author concludes that the tools are to some extent pro-poor, and makes recommendations for further improvements. These innovative land tools are also considered a necessary addition to conventional and administration tools. This study makes valuable reading for academics, policy makers and practitioners within the land administration domain and related disciplines.

However, cultural heritage resources in many parts of the developing world are gradually becoming key in social (e.g. communities’ identities and museums), economic (heritage tourism and eco-tourism), educational (curriculum development), civic (intergenerational awareness), and international resources management (e.g. UNESCO). In universities, African cultural heritage resources are facing a challenge of being brought into various academic discourses and syllabi in a rather reactive and/or haphazard approach, resulting in failure to fully address and research these resources’ conservation needs to ensure that their use in multiple platforms and by various stakeholders is sustainable. This book seeks to place African cultural heritage studies and conservation practices within an international and modern world discourse of conservation by presenting its varied themes and topics that are important for the development of the wider field of cultural heritage studies and management.
