Book excerpt: To be a relevant force to a Joint Force Commander in the future, the Marine Corps must improve upon the Corps' deployment and sustainment capabilities in expeditionary operations. In today's changing strategic environment, the strategic mobility of the United States will increasingly depend upon more capable and responsive sealift assets. For the Marine Corps, enhanced strategic sealift will make the Corps less reliant on strategic airlift and more relevant to a Joint Force Commander. A specific area in which the Marines can improve their capability is Intra-Theater lift. The Marines can give the Joint Force Commander increased options for employment because deployment of forces and their sustainment is due to faster sealift technology and vessels, which means strategic airlift carries less of a burden. The way the Marines in working with the Navy can take advantage of developing technologies is not necessarily through the purchase of these high-speed ships, but through limited purchases and a leasing program with commercial interests that already own and operate such vessels. Such ships, collectively known as Fast Ferries, can sustain speeds of 40 knots and carry between 500 and 750 personnel or 380 tons of cargo over a distance of 1000 nautical miles. While ship capabilities differ somewhat, the value of the vessels as a force multiplier is clear. High-speed sealift in combination with other commercial sealift assets can make strategic sealift more responsive to a Joint Force Commander. For the Marine Corps and the Navy, taking advantage of this technology will make the Marines a more relevant and capable force. Intra-Theater sealift supports Expeditionary Maneuver Warfare and Marine Corps Strategy 21 with the added benefit of not requiring development from the drawing board. High-speed sealift is a possible economic solution to help the Marine Corps remain first as the nation's force in readiness.

The ability of the Marine Corps to move substantial combat power into theater and sustain that combat power is dependent on the Maritime Prepositioning Force (MPF). However, current capabilities are not able to support the total vision of EMW. EMW places emphasis on rapid deployment with the ability to sustain forces from the sea. This requires a sea-based logistics capability and ships specifically designed to meet the needs of the expeditionary force. Currently, there are three MPS squadrons that support this mission. Each squadron is designed to support one MEB (17,000 personnel) for 30 days. The problem with the current capability is that a permissive area is required to conduct the offloading and marrying of supplies and troops. The MPF ships need a secure port facility to offload supplies, and the troops need a secure airfield to fly into. After Desert Storm, the Marine Corps implemented the MPF enhancement program, which adds one MPF ship, with improved capabilities, to each squadron. Each of the enhanced ships has a Naval fleet hospital, a Naval Mobile Construction Battalion, and expeditionary airfield capabilities. The new ships have roll on/roll off, lift on/lift off, and in-stride and in-stream capabilities. They can offload cargo either pier side or at anchor in a sea state of up to three. However, these enhancements still do not satisfy current EMW requirements. The Marine Corps vision of MPF, as outlined in MPF 2010 and beyond, lays out five pillars and three capabilities that are necessary to support several EMW concepts. The pillars of force closure (arrival and assembly at sea), indefinite sustainment (sea-based logistics), and the capability of sustained seabasing are going to require ships that are not currently in the inventory or part of the MPF enhancement program.

Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

Book excerpt: U.S. Marines in Irregular Warfare: Training and Education is a brief history that recounts how the U.S. Marine Corps adapted to fight the Global War on Terrorism during 2000-10. The Marine Corps has a long history of fighting irregular wars, including the Banana Wars in Central America during the 1920s and the Vietnam War during the 1960s. To battle the insurgencies in Iraq and Afghanistan, the Corps drew upon this experience while also implementing new plans and programs to better prepare Marines to carry out counterinsurgency operations. The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history. The Defense Science Board recently concluded that Sea Basing will be a critical future joint military capability and that DOD should proceed to develop such capability. Following the DSB report, the Navy requested that the National Research Council (NRC) convene a workshop to assess the science and technology base, both inside and outside the Navy, for developing Sea Basing and to identify R&D for supporting future concepts. This report of the workshop includes an examination of Sea Basing operational concepts; ship and aircraft technology available to make Sea Basing work; and issues involved in creating the sea base as a joint system of systems.
