The National Guard (NG) is the initial component to be assigned these missions. However, Active Component (AC) troops are frequently employed even when the NG among the states in the region have the capacity to meet overall mission requirements. This unnecessary commitment of AC resources occurs because of inadequate planning or lack of coordination of Guard capabilities or inflexible government regulation which precludes employment of the NG. The nation continues to increase AC employment while we are reducing defense budgets and military personnel. This paper reviews the current policy, organization, and processes for military responses to domestic emergencies. Recommendations are made to improve cost effectiveness and response time, and to reduce the AC's optempo. The proposals are based substantially on the NG's increasing capacity for involvement in domestic support operations.

The study finds three potential options for an expanded Army role in civil emergency response: (1) continue to support the Federal Emergency Management Administration's (FEMA's) leadership of disaster response planning; (2) expand the Director of Military Support office to include formal state liaison offices; and (3) designate civil disaster support as a fifth pillar of national defense strategy and incorporate disaster-support missions into the Army's primary missions. The last two options expand the Army's current role and will require both internal changes and outside actions. While weighing these options and examining the issues surrounding them, the Army should take three steps to make its force ready to meet the current expectations of the American people in the event of a disaster at home: (1) transfer executive authority for military support from the Secretary of the Army to the Chairman of the Joint Chiefs; (2) support formal acceptance of civil disaster response as a mission for both active and reserve forces; and (3) review legal constraints on military participation in civil disaster relief.

National Guard CBRNE Enhanced Response Force Package Management - This regulation delineates the responsibilities and details the processes and procedures for management of the National Guard (NG) Chemical, Biological, Radiological, Nuclear, and high-yield Explosive (CBRNE) Enhanced Response Force Package (NG CERFP). In the United States, the civil emergency management structure manages the consequences of the release of a Weapon of Mass Destruction (WMD) involving CBRNE devices. The National Guard leverages its war fighting capability to support the civil authorities by providing a disciplined, well trained, and well equipped organization to supplement local, state, and federal efforts to manage the potentially catastrophic effects of terrorism, or provide special technical support to augment specific needs of the Incident Commander (IC). NG CERFPs are designed and trained to provide search, extraction, medical triage, and decontamination of casualties during CBRNE events and advice and assistance to the IC, State Emergency Management, the State's Joint Forces Headquarters (JFHQ-State), the Adjutant General, the Governor, and other key officials, including representatives of federal agencies. The capabilities of the NG CERFP for search, extraction, medical triage and treatment, decontamination, and remains recovery can also be used in support of natural disasters where individuals have been trapped in structures and/or require decontamination from exposure to toxic materials such as petroleum products, pesticides, raw sewage, and structure debris that have been spread through flooding, explosion, or other means. This regulation establishes the processes and standards for synchronized, integrated, and seamless NG CERFP employment on short notice to assist local and state governments in protecting public health and safety. As the rapid growth of the human population meets 'head on' with global environmental change, the frequency and magnitude of natural and conflict based disasters appear more probable in the future. This study examines the historic role of the U.S. Army in both domestic and international disaster operations within the framework of the present policy environment. Through an analysis of the emergency response mechanisms which 'trigger' a military response, the author suggests that the Secretary of the Army is indeed the correct proponent for military support to civil authority for domestic disasters, but that much more could be accomplished by the states through the use of interstate compacts to regionally share the resources of the National Guard in 'state active duty' status. The Army's role in international disaster operations could be enhanced by the use of a disaster response task force organized around Corps CS/CSS units coordinated by the Corps Rear Tactical Operations Center (RTOC). Such a tailored force would provide the resources to meet the primary emergency support functions in non-hostile situations, while insuring the training of the CS/CSS units and releasing the combat units for continued training. The proposed force structure would impose only limited training and equipment modifications, at minimal cost, while insuring public support of a peacetime Army that provides a service to society.

Hurricane Katrina, in Aug. 2005, was the costliest hurricane as well as one of the five deadliest storms in U.S. history. It caused extensive destruction along the Gulf coast from central Florida to Texas. Some 22,000 Active-Duty Army personnel assisted with relief-and-recovery operations in Mississippi and Louisiana. At the same time, all 50 states sent approx. 50,000 National Guard personnel to deal with the storm¿s aftermath. Because the media coverage of this disaster tended toward the sensational more than the analytical, many important stories remain to be told in a dispassionate manner. This study offers a dispassionate analysis of the Army¿s response to the natural disaster by providing a detailed account of the operations in Louisiana and Mississippi.

Book excerpt: The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.
