Book excerpt: This volume highlights the ways in which the prospect of peace can generate anxieties and consequently set in motion social and political processes that reproduce and reactivate conflicts. In analysing this issue, the volume builds on the notion of ontological security and its recent applications to international relations theory. Although conflicts threaten the physical security of the parties involved, they also help settle existential questions about basic parameters of life, being, and identity, and thus over time become sources of ontological security. The prospect of peace, through the resolution or transformation of conflict, threatens to unsettle the stability and consistency of self-narratives, and their associated routines and habits at the individual, group, and state levels. The contributors argue two key points: 1) that ontological insecurity may set in motion political and social processes that reproduce and reactivate conflicts; 2) that coping with peace anxieties necessitates the formulation of alternative self-narratives at the individual, societal, and state levels that re-situate the Self in relation to Other and to the world at large. Consequently, the book analyses the ways in which, and the conditions under which, conflict resolution induces ontological insecurity, and the different ways in which ontological insecurity has prevented the successful culmination of peace processes in different conflict contexts, including Cyprus, Israel-Palestine and Northern Ireland. This book will be of much interest to students of critical security studies, conflict resolution, peace and conflict studies, social theory and IR in general.

In Reassuring the Reluctant Warriors, Stefano Recchia addresses this important question by drawing on declassified documents and about one hundred interviews with civilian and military leaders.The most assertive, hawkish, and influential civilian leaders, he argues, tend to downplay the costs of intervention, and when confronted with hesitant international partners they often want to bypass multilateral bodies. America's top-level generals, by contrast, are usually "reluctant warriors" who worry that intervention will result in open-ended stabilization missions; consequently, the military craves international burden sharing and values the potential exit ramp for U.S. forces that a handoff to the UN or NATO can provide.Recchia demonstrates that when the military speaks up and clearly expresses its concerns, even strongly pro-intervention civilian leaders can be expected to work hard to secure UN or NATO approval—if only to reassure the military about the likelihood of sustained burden sharing. Conversely, when the military stays silent, as it did in the run-up to the 2003 Iraq War, bellicose civilian leaders are empowered; the United States is then more likely to bypass multilateral bodies, and it may end up carrying a heavy stabilization burden largely by itself. Recchia's argument that the military has the ability to contribute not only to a more prudent but also to a more multilateralist U.S. intervention policy may be counterintuitive, but the evidence is compelling.

Since 2007, political and public discourse has portrayed climate change in terms of international or national security. This increasing attention to the security implications of climate change is puzzling, however, given the fact that linkages between climate change and conflict or violence are heavily disputed in the empirical literature. This book explains this trend of a securitization of global warming and discusses its political implications. It traces the actor coalition that promoted the idea of climate change as a security issue and reveals the symbols, narratives and storylines that make up this discourse. Drawing on three detailed case studies at the international level of the United Nations, the regional level of the Euro-Mediterranean and the national level of the UK, the book reveals how climate change is turned into a non-linear and unpredictable threat. The resulting complexity discourse prevents the adoption of any exceptional measures and instead presents resilience as the only way to cope with the climate threat. This book shows that we can only grasp the complexity of the securitization process and its implications in the climate change case by comparing it at different political levels over a longer period. By developing a securitization framework the book makes an important contribution to the ongoing debate on security and resilience in critical security studies. Book excerpt: This book examines Israel’s civil-military relations (CMR) in order to explore alternatives to orthodox Western models of security sector reform (SSR) in post-conflict societies. This book argues that the guidelines of SSR have always tended to draw on theoretical work in the field of CMR and focus too heavily on Western, liberal democratic models of governance. Consequently, reform programs based on these guidelines, and intended for use in post-conflict and conflict-affected states, have had, at best, mixed results. The book challenges the necessity for this over-reliance on traditional Western liberal democratic solutions and instead advocates an alternative approach. It proposes that by drawing on an unconventional CMR model, that in turn references the specific context and cultural background of the particular state being subject to reform, there is a significantly higher chance of success. Drawing on a case study of Israel's CMR, the author seeks to provide practical assistance to those working in this area and considers the question of how this unorthodox CMR model might usefully inform post-conflict and conflict-affected SSR programmes.
