Book excerpt: Created in 1982 through the Small Business Innovation Development Act, the Small Business Innovation Research (SBIR) program remains the nation's single largest innovation program for small business. The SBIR program offers competitive awards to support the development and commercialization of innovative technologies by small private-sector businesses. At the same time, the program provides government agencies with technical and scientific solutions that address their different missions. SBIR at the Department of Defense considers ways that the Department of Defense SBIR program could work better in addressing the congressional objectives for the SBIR program to stimulate technological innovation, use small businesses to meet federal research and development (R & D) needs, foster and encourage the participation of socially and economically disadvantaged small businesses, and increase the private sector commercialization of innovations derived from federal R&D. An earlier report, An Assessment of the Small Business Innovation Research Program at the Department of Defense, studied how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. This report builds on the previous one, with a revised survey of SBIR companies. SBIR at the Department of Defense revisits some case studies from the 2009 study and develops new ones, and interviews agency managers and other stakeholders to provide a second snapshot of the program's progress toward achieving its legislative goals.

But the United States has done almost nothing to prosecute past abuses or prevent future violations. Tracing this knotty contradiction from the 1950s to the present, historian Alfred W. McCoy probes the political and cultural dynamics that have made impunity for torture a bipartisan policy of the U.S. government. During the Cold War, McCoy argues, the U.S. Central Intelligence Agency covertly funded psychological experiments designed to weaken a subject’s resistance to interrogation. After the 9/11 terrorist attacks, the CIA revived these harsh methods, while U.S. media was flooded with seductive images that normalized torture for many Americans. Ten years later, the U.S. had failed to punish the perpetrators or the powerful who commanded them, and continued to exploit intelligence extracted under torture by surrogates from Somalia to Afghanistan. Although Washington has publicly distanced itself from torture, disturbing images from the prisons at Abu Ghraib and Guantanamo are seared into human memory, doing lasting damage to America’s moral authority as a world leader.

Beginning on August 29, 2005, the world watched in horror as—despite all the warnings and studies—every system that might have protected New Orleans failed. Levees and canals buckled, pouring more than 100 billion gallons of floodwater into the city. Botched communications crippled rescue operations. Buses that might have evacuated thousands never came. Hospitals lost power, and patients lay suffering in darkness and stifling heat. At least 1,400 Louisianans died in Hurricane Katrina, more than half of them from New Orleans, and hundreds of thousands more were displaced, many still wondering if they will ever be able to return. How could all of this have happened in twenty-first-century America? And could it all happen again? To answer these questions, the Center for Public Integrity commissioned seven seasoned journalists to travel to New Orleans and investigate the storm’s aftermath. Book excerpt: The Handbook of Latin American and Caribbean Intelligence Cultures explores the contemporary efforts of Latin American and Caribbean nations to develop an intelligence culture. Specifically, it analyzes these countries’ efforts to democratize their intelligence agencies (i.e. to develop intelligence services that are both transparent and effective) to convert the former military regimes’ repressive security apparatuses into democratic intelligence communities—a rather paradoxical task, considering that democracy calls for political neutrality, transparency, and accountability, while effective intelligence services must operate in secrecy. Indeed, even the most successful democracies face this conundrum of democracy and intelligence; Latin America and the Caribbean region is not alone in facing this challenge. The legacy of the repressive military regimes or brutal civil wars—which have inspired in the public a general disdain toward intelligence services due to the grave human rights abuses—coupled with politicians’ persistent lack of interest or expertise in intelligence matters complicate the region’s quest for a proper balance between the competing demands of democracy and intelligence. This volume details the attempts of the region’s countries to overcome these obstacles and pursue democratic intelligence institution building—transforming the legal basis for intelligence; establishing democratic control and oversight mechanisms; and fostering intelligence openness, transparency, and outreach.
