Book excerpt: Recent rough estimates are that the U.S. Department of Defense (DoD) spends at least $38 billion a year on the research, development, testing, and evaluation of new defense systems; approximately 40 percent of that cost-at least $16 billion-is spent on software development and testing. There is widespread understanding within DoD that the effectiveness of software-intensive defense systems is often hampered by low-quality software as well as increased costs and late delivery of software components. Given the costs involved, even relatively incremental improvements to the software development process for defense systems could represent a large savings in funds. And given the importance of producing defense software that will carry out its intended function, relatively small improvements to the quality of defense software systems would be extremely important to identify. DoD software engineers and test and evaluation officials may not be fully aware of a range of available techniques, because of both the recent development of these techniques and their origination from an orientation somewhat removed from software engineering, i.e., from a statistical perspective. The panel's charge therefore was to convene a workshop to identify statistical software engineering techniques that could have applicability to DoD systems in development.

Since the executive coaching initiative is the first of its kind at the university, a level 5 evaluation - the fifth level of evaluating coaching measured by a return on investment (ROI) - would provide a deeper understanding of the sources of business value and especially how coaching creates monetary value in Defense acquisition. The results indicated that the executive coaching program delivered strategic value represented by a conservative ROI of 1,066 percent. Similarly, the coachees and their organizations experienced six business results: increased customer satisfaction, increased resources, increased work-group productivity, reduced cycle time, increased organizational efficiency, and increased personal productivity.

Large shareholders - pension funds, insurance companies, money managers, and commercial banks - exercised new-found muscle, pressuring senior managers to improve disappointing financial results by reshaping their organizations. Michael Useem reveals how those investor pressures have transformed the inside structures of many corporations, better aligning them with shareholder interests. Useem draws on numerous sources, including interviews with senior managers and intensive studies of seven large corporations representing a range of restructuring experiences and industries - including pharmaceuticals, transportation, chemicals, retailing, and financial services. Book excerpt: On 17 January 1962, Executive Order 10988 (Employee-Management Cooperation in the Federal Service) ushered the Federal manager (both military and civilian) into a new era of employee-management relations. The unknown impact of the Order and its many possible implications within DOD had led to the development of a multiple measuring method (interview, questionnaire, statistical records, content analysis, and tabulation of critical incidents), to determine how management and 'unions' have been effected by this Order. All of the military services and the employee organizations dealing with DOD activities were surveyed at the Washington level, and also a questionnaire was sent to a random group of 110 military activities and their corresponding 'union' locals. Reliability and validity were established at .87+ and .74+ respectively. The final results were plotted on an ordinal bipolar scale with a positive correlation of .405. (Author).
