Book excerpt: The growing number of marine managed areas in state and federal waters of the US has created within selected stakeholder groups the impression that “everywhere is protected.” That impression has fueled debates on the east and west coasts as to whether any additional management is required, though important questions remain unanswered as to whether everywhere is indeed protected. To directly investigate the accuracy of the widely-held impression, we created a scoring system based on selected attributes of managed areas within the Monterey Bay National Marine Sanctuary (central California) to quantify the level of protection provided by each management area individually, as well as cumulatively in locations where multiple managed areas overlap.

Available in PDF, EPUB and Kindle. Book excerpt: Spatial management design is largely influenced by where and when research has been conducted throughout the designated area. Such information provides the scientific context that is critical for successful decision-making. We performed a meta-analysis on over 1,100 peer reviewed journal articles to discern the most commonly studied regions, habitats, and species within Monterey Bay National Marine Sanctuary (MBNMS), including selected studies conducted prior to sanctuary designation. We found that despite the substantial number of studies conducted within the boundaries of MBNMS, much of that research was isolated to particular locations and/or habitats. Specifically, we found notable differences along both latitudinal and onshore-offshore gradients, with research largely concentrated within the nearshore, central region of the sanctuary in the vicinity of Monterey Bay. Further, within that area much of the taxonomic focus of research to-date was conducted on invertebrates, and much of it occurred in and around the submarine canyon that defines the center of the bay. These results suggest that even for a well-studied area such as MBNMS, the spatio-temporal variation in scientific research needs to be considered when implementing decisions across large areas where information may be limited.

Book excerpt: Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

Book excerpt: "In the fall of 2008, graduate students from eight universities -- California State University Monterey Bay, University of California Santa Barbara, University of Connecticut, University of Hawai'i, University of Michigan, University of New Hampshire, University of South Florida, University of Washington -- participated in a 'Distributed Graduate Seminar' (DGS) at the National Center for Ecological Analysis and Synthesis (NCEAS) at the University of California Santa Barbara. The goal of the semester-long seminar was to examine the role of the Office of National Marine Sanctuaries (ONMS) in implementing ecosystem-based management (EBM) at the sites that make up the National Marine Sanctuary system. Each university collaborated with one or more Sanctuaries to conduct a case study based on a core set of questions regarding EBM. The products of these case studies encompassed a wide-range of topics, including detailed summaries of existing management strategies and original quantitative analyses and tools for implementing EBM within sanctuary boundaries. The Sanctuary Program's important role as a facilitator of management action was an emergent property of the case studies. They also found that facilitating management actions and engagement of partners is effectively used by sanctuaries and more common than regulatory actions. In April 2009, NCEAS hosted a 'Synthesis Working Group' that brought together representative graduate students and faculty from seven of the eight universities and ONMS staff to examine their case studies and share findings and establish commonalities amongst all Sanctuaries. The following is a synthesis produced at the April meeting of the Seminar case study materials"--Executive summary.

Book excerpt: "Monterey Bay National Marine Sanctuary (MBNMS) has embarked upon a new initiative to improve ecosystem-based management (EBM) in the sanctuary by applying best available science and integrating and coordinating with partner agencies and stakeholders. The EBM Initiative has four primary goals: Maintain and/or restore marine ecosystem health, services and function; Ensure protection of unique and rare features; Facilitate research to differentiate between natural variation and human impacts; Facilitate ecologically and economically sustainable uses, including fisheries. By working collaboratively with partner agencies and stakeholders, information related to these four goals has been and will continue to be gathered and evaluated to identify and implement actions to improve ecosystem-based management in the sanctuary. To address the EBM Initiative goal of facilitating research, MBNMS staff convened a workshop on October 26th, 2010. The purpose of this workshop was to review existing spatial management, determine how it affects marine science, and discuss what kinds of strategies, if any, could facilitate science that supports ecosystem-based management of MBNMS. For this workshop, existing spatial management was discussed primarily in the context of marine regulated areas. The workshop was attended by 23 members of the regional research community, three fishermen who are collaborative vessel operators during research cruises, three members of the MBNMS Sanctuary Advisory Council's Ecosystem-based Management Subcommittee, four members of the public and 14 sanctuary program staff"--Executive Summary.
