Book excerpt: The administration is looking to negotiate an interim agreement in which Iran commits to placing some limits on its nuclear program for 6 months in exchange for immediate and significant sanctions relief with reportedly as much as $50 billion in frozen oil revenues being released as part of the agreement. There is growing concern in Congress that the outlines of this agreement do not meet the standards needed to protect the United States and to protect U.S. allies. Central to these talks is the issue of uranium enrichment and reprocessing. On this question the world has spoken decisively, but the administration envisions permitting Iran to enrich to low levels. Regardless of the name, low-enriched uranium and medium-enriched uranium are close to weapons-grade highly enriched uranium. Sanctions have forced Iran to the table. We should build upon the success with additional measures like those now pending in the Senate to compel Iran to make meaningful and lasting concessions. Only when the Iranian regime is forced to decide between economic collapse or compromise on its rush to develop a nuclear weapons capability do we have a chance to avoid that terrible outcome.

Book excerpt: This book evaluates President Hassan Rouhani's foreign policy during his first two years in office, looking at the case studies of Armenia, Azerbaijan, the UAE, Turkey, and Syria, as well as the Iran-US relationship. President Rouhani came to power in Iran in 2013 promising to reform the country's long-contentious foreign policy. His top priorities were rehabilitating the Iranian economy, ending the nuclear dispute, rebuilding relations with the US, and mending ties with Iran's neighbors. It is argued here that while President Rouhani has made progress in the Iran-US relationship, in nuclear negotiations and some bilateral relationships, his broader success has been hampered by regional political developments and domestic competition. Further, it is contended that his future success will be guided by emerging regional tensions, including whether Iran's neighbors will accept the terms of the nuclear agreement.
