The state's coastal plain and outer banks lie between 78 and 75 degrees W, farther east than any other southeastern state. In the last 150 years there have been more than 400 tropical and subtropical cyclones that have affected the state. This project seeks to examine what has become a recurring problem. The storms come, they flood, and the most vulnerable members of society lose everything. Major research questions include: 1) How do the geographic extent of the individual floods compare to the 100-year floodplain and its margins? 2) How many buildings fell within the flooded area? 3) How do the individual floods compare to one another, and what factors explain their differences? The methodology for this study used NASA Landsat 5 and NOAA aerial imagery to examine the extent of the flooded area. Supervised and unsupervised land cover classifications were created to compare the floods on a pixel-by-pixel level. Key results from this study included the number of total buildings in the study area that had been flooded in any one or all of the TCs, the observation that TC Matthew was by far the most disastrous of the three TCs studied, and that both TCs Matthew and Florence met or exceeded the defined 100-year floodplain in the area of study. Although this study is limited in scope, it may provide a stepping stone to further examination of how best to deal with the new reality of 100-year floods every decade in a socially vulnerable urban landscape."--Abstract from author supplied metadata

After punishing Haiti with mudslides that killed hundreds, Hazel edged northward, striking the Carolina coast as a ferocious category four. Book excerpt: Landfalling tropical cyclones (TCs) over North Carolina often produce excessive rain well inland from the location of landfall. A three-part study consisting of a precipitation analysis, climatological analysis and numerical model simulations was performed to determine the dominant mechanisms that influence precipitation associated with TCs that move over North Carolina. The goal was to determine the intrinsic or environmental features that enhance precipitation associated with the TCs influencing North Carolina and create a conceptual model to enable forecasters to better assess the likelihood of enhanced precipitation during TCs. In the precipitation analysis of 28 TCs that made landfall or tracked along North Carolina's immediate coastline from 1953-2003, the spread of precipitation and track of each storm across North Carolina was considered. The potential correlation between several intrinsic features (i.e. maximum storm intensity, landfall intensity and translation speed) and the 3-day storm average precipitation from 52 rain gauge stations across North Carolina were examined. The results indicated no statistically significant correlation between precipitation and any of the above features. Due to this lack of correlation, the preexisting synoptic/dynamic environment the TC was entering at landfall was examined to determine if the environmental features could be the dominant precipitation enhancing mechanism. In the climatological analysis the 28 TCs were divided into relatively heavy and relatively light rainfall groups so that composite analyses of several environmental features from 72 hours prior to landfall could be examined. The features included 250 hPa geopotential heights, 850-700 hPa and 500-250 hPa potential vorticity, 925-850 hPa moisture flux, 1000 hPa frontogenesis, temperatures, winds and mean sea level pressure. The results indicated that there are several significant planetary, synoptic and mesoscale climatological differences from 72 to 6 hou.

This study demonstrates the need for regional risk assessments, using the tropical cyclone history of North Carolina as an example. The standard normalization procedure for historical damage data was reevaluated. A housing factor was used instead of the more conventional population factor to go along with inflation and changes in wealth. For coastal counties in North Carolina, housing figures from 1940-2000 increased 780% while population figures increased only 370%. It is believed that use of housing data in lieu of population data in the normalization procedure provides a more realistic measure of impact. Using the new normalization method, 1954-55 tropical cyclone storm totals in North Carolina added together would have caused over $18 billion in damage (expressed in 2000 dollars). By comparison, the destructive period from 1996 to 1999 in North Carolina added up to $13 billion. Storm damage totals were separated into damages caused by wind, flooding, and storm surge. For all 36 direct landfalling tropical cyclones in North Carolina from 1925-2000, flooding caused approximately 40% of all damages, while wind and storm surge caused an estimated 35% and 25%, respectively. From these results, it is clear that flooding produced relatively greater damage in North Carolina compared to the United States in general. Rainfall was correlated to meteorological parameters of tropical cyclones making landfall in North Carolina. There was a weak relationship between intensity of the tropical cyclone and maximum rainfall totals. There was a stronger relationship between rainfall and translation speed. For those tropical cyclones that did not directly interact with synoptic-scale features such as upper-level troughs, lows, or surface fronts, the relationship between rainfall and translation speed can be expressed by the equation Y=29.529X-0.6134 where Y is the average of the five highest recorded rain.
