Book excerpt: This technical brief describes state-level policies and procedural requirements for guiding teacher evaluation practices at the district level in the seven states served by the Midwest Regional Educational Laboratory: Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio, and Wisconsin. Building on the Issues & Answers report "Examining District Guidance to Schools on Teacher Evaluation Policies in the Midwest Region" (Brandt et al. 2007), this technical brief reveals how teacher evaluation practices are addressed by state policies and other state-level initiatives that include teacher evaluation features. During June-August 2007 researchers completed a systematic search for publicly available policy data and conducted short interviews with key department of education staff in each of the seven Midwest Region states based on 13 key characteristics of teacher evaluation procedures used in previous large-scale investigations (Ellet and Garland 1987; Loup et al. 1996). Six of seven Midwest Region states have policies specifying criteria for evaluating teachers. Two states require specific resources to inform the evaluation, such as practice guides, models, or research-based frameworks. Two states require that administrators receive training to conduct the evaluation. None of the Midwest Region states has policies differentiating the criteria for evaluating teachers based on the student populations they teach or on their content-area expertise. The information is intended to provide policymakers and practitioners with a view of teacher evaluation policy at the state level in the Midwest Region. Details on methodology are appended. It draws on political theory to provide new ways of conceptualising the effects of teacher and teaching policies and practices. It adds a new dimension to the robust body of literature related to teacher policy by looking at three interrelated domains: (1) teacher preparation and development, (2) teacher evaluation and (3) teacher leadership. Drawing from case studies from the USA, UK and Australia, it illustrates how a coalescence around metrics, standards and compliance is producing increasingly restricted notions of teachers and teaching. It shows how the rationalities and techniques associated with accountability and standardisation are limiting the possibilities for multiple conceptualisations of teaching and teachers to exist or emerge. Using pluralism as the main framework, it challenges the dangers associated with rigid compliance and alignment and argues that pluralism can help secure schools as socially and culturally responsive to the needs of the community.

Following an introduction explaining basic concepts, chapter 2 discusses the appropriate content of teacher evaluation, examining formal adoption of evaluation policies, compliance with state statutes and regulations, and content and constitutional requirements. Chapter 3 focuses on the use of commonly recognized statutory grounds for terminating teachers and the part these grounds play in evaluation. The procedural aspects of evaluation, such as the use of objective criteria and remediation, are described in chapter 4. The fifth chapter discusses the use of competency testing, issues of test validity, potential constitutional challenges, discrimination, and miscellaneous legal considerations. Issues in teacher evaluation and defamation claims are examined in the final section, presenting lines of defense available to administrators to protect against such claims. Book excerpt: In a very short period during the spring and summer of 2012, researchers at the University of Chicago Consortium on Chicago School Research (ccsr) and the Illinois Education Research Council (ierc) collected data from respondents in five districts across Illinois to examine how school districts in the state approach designing and implementing new teacher evaluation systems. Drawing on research in these districts, which are located in north, central, and southern Illinois, this report describes the challenges experienced across the districts. In addition, the authors present strategies the districts used to address these challenges as they occurred and their reflections on lessons learned: (1) Cultivating Buy-In and Understanding; (2) Using Evaluations for Instructional Improvement; (3) Reducing the Burden on Principals; and (4) Incorporating Student Growth into Teacher Evaluation Systems. For all that has been accomplished by these case study districts, teacher evaluation, in all cases, remains a work in progress. Many in their interview sample described ongoing issues and some complicated problems. The report synthesizes these issues and raises some key questions for districts to consider around three common themes: teacher and principal support, communication, and buy-in; ensuring that ratings are accurate and consistent; and developing high-quality student assessments.
