Book excerpt: The heyday of American Indian activism is generally seen as bracketed by the occupation of Alcatraz in 1969 and the Longest Walk in 1978; yet Native Americans had long struggled against federal policies that threatened to undermine tribal sovereignty and self-determination. This is the first book-length study of American Indian political activism during its seminal years, focusing on the movement's largely neglected early efforts before Alcatraz or Wounded Knee captured national attention. Ranging from the end of World War II to the late 1960s, Daniel Cobb uncovers the groundwork laid by earlier activists. He draws on dozens of interviews with key players to relate untold stories of both seemingly well-known events such as the American Indian Chicago Conference and little-known ones such as Native participation in the Poor People's Campaign of 1968. Along the way, he introduces readers to a host of previously neglected but critically important activists: Mel Thom, Tillie Walker, Forrest Gerard, Dr. Jim Wilson, Martha Grass, and many others. Cobb takes readers inside the early movement-from D'Arcy McNickle's founding of American Indian Development, Inc. and Vine Deloria Jr.'s tenure as executive director of the National Congress of American Indians to Clyde Warrior's leadership in the National Indian Youth Council-and describes how early activists forged connections between their struggle and anticolonialist movements in the developing world. He also describes how the War on Poverty's Community Action Programs transformed Indian Country by training bureaucrats and tribal leaders alike in new political skills and providing activists with the leverage they needed to advance the movement toward self-determination. This book shows how Native people who never embraced militancy--and others who did--made vital contributions as activists well before the American Indian Movement burst onto the scene. By highlighting the role of early intellectuals and activists like Sol Tax, Nancy Lurie, Robert K. Thomas, Helen Peterson, and Robert V. Dumont, Cobb situates AIM's efforts within a much broader context and reveals how Native people translated the politics of Cold War civil rights into the language of tribal sovereignty. Did the civil rights movement have a lasting impact, and, if so, how did it bring about change? Kenneth T. Andrews is the first scholar to examine not only the history of the movement but its social and political legacy as well. His study demonstrates how during the 1970s and '80s, local movements worked to shape electoral politics, increase access to better public schools, and secure the administration of social welfare to needy African Americans. Freedom Is a Constant Struggle is also the first book of its kind to detail the activities of white supremacists in Mississippi, revealing how white repression and intimidation sparked black activism and simultaneously undermined the movement's ability to achieve far-reaching goals. Andrews shows that the federal government's role was important but reactive as federal actors responded to the sustained struggles between local movements and their opponents. He tracks the mobilization of black activists by the NAACP, the creation of Freedom Summer, efforts to galvanize black voters, the momentous desegregation of public schools and the rise of all-white private academies, and struggles over the economic development of black communities. Phelps investigates the on-the-ground implementation of President Lyndon Johnson's War on Poverty during the 1960s and 1970s. He argues that the fluid interaction between federal policies, urban politics, and grassroots activists created a significant site of conflict over the meaning of American democracy and the rights of citizenship that historians have largely overlooked. In Houston in particular, the War on Poverty spawned fierce political battles that revealed fundamental disagreements over what democracy meant, how far it should extend, and who should benefit from it. Many of the program's implementers took seriously the federal mandate to empower the poor as they pushed for a more participatory form of democracy that would include more citizens in the political, cultural, and economic life of the city. At the center of this book are the vitally important but virtually forgotten grassroots activists who administered federal War on Poverty programs, including church ministers, federal program volunteers, students, local administrators, civil rights activists, and the poor themselves. The moderate Great Society liberalism that motivated the architects of the federal programs certainly galvanized local antipoverty activists in Houston. However, their antipoverty philosophy was driven further by prophetic religious traditions and visions of participatory democracy and community organizing championed by the New Left and iconoclastic figures like Saul Alinsky. By focusing on these local actors, Phelps shows that grassroots activists in Houston were influenced by a much more diverse set of intellectual and political traditions, fueling their efforts to expand the meaning of democracy. Ultimately, this episode in Houston's history reveals both the possibilities and the limits of urban democracy in the twentieth century.
