There is a myriad of applications (ranging from aerospace to surgery) where adhesives are used to join different materials, and concomitantly the understanding of the behavior of adhesive joints becomes very important. There are many factors which can influence the behavior of adhesive joints, e.g., substrate preparation, in terfacial aspects, joint design, mode of stress, external environ ment, etc., and in order to understand the joint behavior in a holistic manner, one must take due cognizance of all these germane factors. So this symposium was planned to address not only how to make acceptable bonds but their characterization, durability and testing were also accorded due consideration.

Book excerpt: The recently developed scanning electron microscope yielded information of much more value in the study of antifouling paint films than was obtained from the conventional transmission instrument. The significance of the information obtained is discussed and it is shown that current theories of the mechanism by which toxicant is released from the film require revision. Film porosity and surface texture, which are dependent upon the pigment loading, and also the wide variation in particle size and shape are shown to be important controlling factors. The critical pigment volume concentration is the parameter which determines whether or not a film is porous, rather than a pigment loading calculating on the assumption that the pigment particles can be regarded as uniform spheres as previously surmised. The thickness of the layer of matrix material over the surface of the cuprous oxide particles and the degree to which the layer is ruptured, probably by osmotic pressure forces, also have a bearing on the rate of leaching. Defects in antifouling paint films are easily detected. A green patina observed on some surface areas of antifouling paint films removed from ships after service at sea is attributed to the presence of large numbers of diatoms and not necessarily to the presence of precipitated copper salts. Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.
