Book excerpt: The aim of the assignment is to provide a synthesis and an analysis of the ex-post evaluation reports of the 2007-2013 RDPs submitted by the Managing Authorities of the Member States. The synthesis is based on 91 Rural Development Programme ex-post evaluation reports, 27 National Strategy Plans, 88 Rural Development Programmes, 2 National Frameworks, 4 National Rural Development Network Programmes, expenditure data per measure and relevant indicators provided. This data has been verified, processed, validated and judged. The contribution of the programme and measures to RDP objectives and other effects have been assessed and reported in this report. The analysis on effectiveness, efficiency, coherence, relevance and EU added value of the 2007- 2013 RDPs is mainly build on replies to the programme-, measure- and Axis IV (LEADER)- related questions. The methodology for each analysis, its limitations, judgment criteria and conclusions and recommendations are presented in this report. The report concludes with a number of conclusions and recommendations for the future.

Book excerpt: This report provides a synthesis and an analysis of the ex-post evaluations of the Rural Development Programmes (RDP) for the period 2007-2013 submitted by the Managing Authorities of the Member States. The analysis focusses on the effectiveness, efficiency, coherence, relevance and EU added value of the 2007-2013 RDPs. The analysis and evaluation conclusions have been drawn based on the following elements of the report: 1. The synthesis of the replies to the common set of evaluation questions in the ex-post reports of the Member States. Fourteen questions were programme-related. The remaining questions concerned the individual measures of Axis I, Axis II, Axis III and Axis IV (LEADER). 2. The globalised (EU level) answers to the full set of common evaluation questions, based on the information synthesised in the previous step 3. The answers to the evaluative questions, related to effectiveness, causal analysis, efficiency, coherence, relevance and EU added value answered based on the analysis conducted in previous steps.

Book excerpt: This book represents a first attempt to investigate the relations between Law and Agroecology. There is a need to adopt a transdisciplinary approach to multifunctional agriculture in order to integrate the agroecological paradigm in legal regulation. This does not require a super-law that hierarchically purports to incorporate and supplant the existing legal fields; rather, it calls for the creation of a trans-law that progressively works to coordinate interlegalities between different legal fields, respecting their autonomy but emphasizing their common historical roots in rus in the process. Rus, the rural phenomenon as a whole, reflects the plurality and interdependence of different complex systems based jointly on the land as a central point of reference. “Rural” is more than “agricultural”: if agriculture is understood traditionally as an activity aimed at exploiting the land for the production of material goods for use, consumption and private exchange, rurality marks the reintegration of agriculture into a broader sphere, one that is not only economic, but also social and cultural; not only material, but also ideal, relational, historical, and symbolic; and not only private, but also public. In approaching rus, the natural and social sciences first became specialized, multiplied, and compartmentalized in a plurality of first-order disciplines; later, they began a process of integration into Agroecology as a second-order, multi-perspective and shared research platform. Today, Agroecology is a transdiscipline that integrates other fields of knowledge into the concept of agroecosystems viewed as socio-ecological systems. However, the law seems to still be stuck in the first stage. Following a reductionist approach, law has deconstructed and shattered the universe of rus into countless, disjointed legal elementary particles, multiplying the planes of analysis and, in particular, keeping Agricultural Law and Environmental Law two separate fields.

There is little available which attempts to increase understanding of the nature of existing policies, their development, intentions, problems and successes. For while the details of agricultural and environmental policies evolve, the principles upon which they are based endure. Does the privatization of a telecommunication provider increase social welfare? To answer these questions governments and their policy advisors should have in mind an operative definition of social welfare, and cannot rely on simple official statistics, such as GDP. The price we observe are often misleading as welfare signals, and costs and benefits for the society should be based on ‘shadow prices’, revealing the social opportunity costs of goods and of changes of the world. This book explains how to apply these welfare economics ideas to the real world. After a theoretical discussion of the concept of social welfare, a critical analysis of the traditional doctrine of welfare economics embodied in the Two Fundamental Theorems, and a presentation of social cost-benefit analysis, the book introduce the readers to an applied framework. This includes the empirical estimation of shadow prices of goods, of the social cost of labour and capital, the assessment of risk. This book also includes the state of the art of international experience with CBA, including ex-post evaluation of major projects, economic rates of return in different sectors, and a case study on privatisation, is presented. This book offers a unique and original blend of theory, empirics and experience. The theoretical discussion clarifies why shadow prices are not virtual market equilibrium prices, as they arise as the solution of a planning problem, often with governments and economic agents constrained in their information and powers. The empirical chapters show how to compute proxies of the shadow prices in simple ways. The experience chapters draw from first hand research, gained by the Author and his collaborators over many years of advisory work for the European Commission and other international and national institutions.
