The Trans-Pacific Partnership reached its basic agreement among the 12 member countries in October; the Chinese Yuan was included into the Special Drawing Rights basket of currencies at the International Monetary Fund in November; the ASEAN Economic Community came into force; and the Asian Infrastructure Investment Bank was established with the 57 founding members in December. Within and outside the region, there is an urgent need to understand the underlying economic structures that brought about these events, which have global implications. The Centre on Asia and Globalisation at the National University of Singapore launched a series of conferences on ‘Evolving Finance, Trade and Investment in Asia’ with the aim of strengthening research capacity in Asia to influence regional policymaking. Looking forward, the conference will provide an annual platform for scholars to discuss the latest findings and to disseminate them to business leaders and policymakers. This book contains scholarship presented at the inaugural international conference in September 2015, and was originally published as a special issue of the International Economic Journal.

Book excerpt: Can regional and interregional mechanisms better institutionalize the - creasing complexity of economic and security ties among states in Nor- east, Southeast, and South Asia? As the international state system und- goes dramatic changes in both security and trade relations in the wake of the Cold War’s end, the Asian financial crisis, and the attacks of Sept- ber 11, 2001, this question is now of critical importance to both academics and policymakers. Still, little research has been done to integrate the ana- sis of both regional security and economic dynamics within a broader c- text that will give us theoretically informed policy insights. Indeed, when we began our background research on the origin and e- lution of Asia’s institutional architecture in trade and security, we found that many scholars had focused on individual subregions, whether Nor- east, Southeast or South Asia. In some cases, scholars examined links - tween Northeast and Southeast Asia, and the literature often refers to these two subregions collectively as “Asia”, artificially bracketing South Asia. Of course, we are aware that as products of culture, economics, history, and politics, the boundaries of geographic regions change over time. Yet the rapid rise of India and its increasing links to East Asia (especially those formed in the early 1990s) suggest that it would be fruitful to examine both developments within each subregion as well as links across subregions.

Over the last two decades, countries have embarked on several alternate tracks to liberalize and deepen their linkage with the world economy. The growing trade-investment nexus and the emerging developments lead to deeper international production networks, rise in cross-border trade in services and in regional trade agreements and so on. The debate of whether it is possible to empirically validate the potential benefits of this deepening trade-investment linkage is ongoing. The evidence in literature is, however, ambiguous. This book contributes to the literature by looking at Asian economies and at the EU, Maghreb countries and Pacific Island economics. This paper takes stock of ASEAN’s financial integration and prospects. ASEAN integration could accelerate in the years ahead; it will likely be a safe, gradual process consistent with the “ASEAN way” of consensus decision-making. Properly phased and sequenced, closer financial integration has the potential to help increase real incomes and accelerate real convergence within ASEAN and narrow the region’s gap with advanced Asia. Realizing the promise of financial integration will require ASEAN countries to make long-term investments in financial infrastructure. Policymakers can draw on the experience of their more advanced peers and of other regions. Gradualism and safeguards should not be excuses for inaction or financial protectionism. Reliance on flexible policy frameworks and a strengthened and tested regional financial safety net should be part of the agenda. Closer engagement with the Fund could also help.

After developing a factor model, it estimates Asian financial sensitivities to systemic economies, and then seeks to uncover their key determinants, which include trade and financial linkages, as well as policies. In line with Asia’s growing role in the global economy—including through deeper financial integration—regional financial markets have become more sensitive to systemic economies. Asian financial sensitivities to systemic economies exhibit cyclical fluctuations, and reached historically high levels during the latest global financial crisis of 2008–09. While macroeconomic policy frameworks have helped Asian economies cope well with market turbulence, they cannot completely insulate Asian financial markets against major global financial shocks.

Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.
