Book excerpt: This study addresses ATLAS V and DELTA IV Evolved Expendable Launch Vehicle (EELV) operations at Cape Canaveral, Florida. It features all the EELV missions launched from the Cape through the end of Calendar Year (CY) 2009. In addition, the first chapter provides an overview of the EELV effort in the 1990s, summaries of EELV contracts and requests for facilities at Cape Canaveral, deactivation and/or reconstruction of launch complexes 37 and 41 to support EELV operations, typical EELV flight profiles, and military supervision of EELV space operations. The lion's share of this work highlights EELV launch campaigns and the outcome of each flight through the end of 2009. To avoid confusion, ATLAS V missions are presented in Chapter II, and DELTA IV missions appear in Chapter III. Furthermore, missions are placed in three categories within each chapter: 1) commercial, 2) civilian agency, and 3) military space operations. All EELV customers employ commercial launch contractors to put their respective payloads into orbit. Consequently, the type of agency sponsoring a payload (the Air Force, NASA, NOAA or a commercial satellite company) determines where its mission summary is placed. Book excerpt: On June 15, 2011, the Air Force Space Command established a new vision, mission, and set of goals to ensure continued U.S. dominance in space and cyberspace mission areas. Subsequently, and in coordination with the Air Force Research Laboratory, the Space and Missile Systems Center, and the 14th and 24th Air Forces, the Air Force Space Command identified four long-term science and technology (S&T) challenges critical to meeting these goals. One of these challenges is to provide full-spectrum launch capability at dramatically lower cost, and a reusable booster system (RBS) has been proposed as an approach to meet this challenge. The Air Force Space Command asked the Aeronautics and Space Engineering Board of the National Research Council to conduct an independent review and assessment of the RBS concept prior to considering a continuation of RBS-related activities within the Air Force Research Laboratory portfolio and before initiating a more extensive RBS development program. The committee for the Reusable Booster System: Review and Assessment was formed in response to that request and charged with reviewing and assessing the criteria and assumptions used in the current RBS plans, the cost model methodologies used to fame [frame?] the RBS business case, and the technical maturity and development plans of key elements critical to RBS implementation. The committee consisted of experts not connected with current RBS activities who have significant expertise in launch vehicle design and operation, research and technology development and implementation, space system operations, and cost analysis. The committee solicited and received input on the Air Force launch requirements, the baseline RBS concept, cost models and assessment, and technology readiness. The committee also received input from industry associated with RBS concept, industry independent of the RBS concept, and propulsion system providers which is summarized in Reusable Booster System: Review and Assessment.

Book excerpt: On January 20, 2004, Congress in House Resolution 4200 directed the Secretary of Defense to establish a panel of experts with extensive space launch and operations background to address the future National Security Space (NSS) launch requirements and the means of meeting those requirements. The Department of Defense (Do) selected the RAND Corporation to facilitate and support this panel in its deliberations between May 2005 and May 2006. After a comprehensive review and assessment of the future NSS launch requirements, the National Security Space Launch Requirements Panel concluded that the Evolved Expendable Launch Vehicle (EELV) program can satisfy all known and projected NSS requirements through 2020. The yearlong fact finding and analysis (between May 2005 and May 2006) of this Panel derived many findings on NSS requirements and the means of satisfying them. We introduce them here. A more complete account of the Panel's findings and judgments is found in the body of this report, and, accordingly, a study of the entire document is recommended.

The first assumption is that growing international activity, commerce, and industry in space extends the global commons, thus creating a military-economic imperative for the United States Department of Defense (DoD) to expand its protection of U.S. interests by defending space lines of communication. Although there are wide-ranging reasons to expand the space-faring capabilities of the human species, from the capitalistic to the existential, the fact of its occurrence offers the U.S. immense strategic opportunity. Section 1, operating on this assumption, recommends capability-based requirements for deep space operations given a projected future operating environment.The second driving assumption underpinning this study is that improved movement and maneuver capabilities in deep space offer a wide array of benefits for the current National Security Enterprise, and for this reason alone demands attention in the form of disciplined investment. Furthermore, because the core functional capability required for deep space operations is in-space propulsion, the requirement necessitates a materiel solution.

Book excerpt: The single largest contributor to the cost of pulling objects into space is that of the launch portion. The currently available chemical rockets are only capable of specific impulse (Isp) values on the average of 300-350 seconds, with a maximum of 450 seconds. In order to improve the performance of the current families of launch vehicles, it is necessary to increase the performance of the rocket motors, and conversely the amount of propellant/ oxidizer carried. The purpose of this thesis was to determine the feasibility of employing SCRAMJET technology for an intermediate propulsive stage of an expendable launch vehicle. This was motivated by the fact that SCRAMJETS offer a very high propulsive efficiency when compared to conventional chemical rockets. The incorporation of a SCRAMJET engine into the configuration stack' of an expendable launch vehicle, offers the promise of increased payload mass fraction or an increase in the number of attainable orbital profiles. Analytical tools were developed using open-source software to identify launch trajectories for the SCRAMJET-enabled rocket configurations, and to determine how these would differ from conventional launch profiles. The effects of incremental increases in configuration lift and drag coefficients due to the SCRAMJET stage was analyzed. It was determined that incorporation of SCRAMJET Technology into an expendable rocket configuration offered marked improvement in performance, reduction in total launch weight, and increase operational flexibility when compared to a similarly sized conventional chemical rocket.

Book excerpt: Space-based observations have transformed our understanding of Earth, its environment, the solar system and the universe at large. During past decades, driven by increasingly advanced science questions, space observatories have become more sophisticated and more complex, with costs often growing to billions of dollars. Although these kinds of ever-more-sophisticated missions will continue into the future, small satellites, ranging in mass between 500 kg to 0.1 kg, are gaining momentum as an additional means to address targeted science questions in a rapid, and possibly more affordable, manner. Within the category of small satellites, CubeSats have emerged as a space-platform defined in terms of (10 cm x 10 cm x 10 cm)- sized cubic units of approximately 1.3 kg each called "U's." Historically, CubeSats were developed as training projects to expose students to the challenges of real-world engineering practices and system design. Yet, their use has rapidly spread within academia, industry, and government agencies both nationally and internationally. In particular, CubeSats have caught the attention of parts of the U.S. space science community, which sees this platform, despite its inherent constraints, as a way to affordably access space and perform unique measurements of scientific value. The first science results from such CubeSats have only recently become available; however, questions remain regarding the scientific potential and technological promise of CubeSats in the future. Achieving Science with CubeSats reviews the current state of the scientific potential and technological promise of CubeSats. This report focuses on the platform's promise to obtain high- priority science data, as defined in recent decadal surveys in astronomy and astrophysics, Earth science and applications from space, planetary science, and solar and space physics (heliophysics); the science priorities identified in the 2014 NASA Science Plan; and the potential for CubeSats to advance biology and microgravity research. It provides a list of sample science goals for CubeSats, many of which address targeted science, often in coordination with other spacecraft, or use "sacrificial," or high-risk, orbits that lead to the demise of the satellite after critical data have been collected. Other goals relate to the use of CubeSats as constellations or swarms deploying tens to hundreds of CubeSats that function as one distributed array of measurements.
