This paper will examine whether the chaotic evolutionary development model is pertinent to the US military's attempt to adapt to the uncertain national security environment of the post Cold War world. The paper will look at the historical example of the development of infrared (IR) systems for tactical aviation in order to see how the natural evolution model can be applied to the development of military systems. The evolutionary development of IR systems will be 'benchmarked' against the more traditional planned development of radar systems. The theme of the paper is that the chaotic evolutionary development of IR systems has been successful and has had a significant effect on the current state of air operations. The general conclusion of the paper is that the natural evolution development model has many analogies to the way IR systems were developed and employed and contains many useful insights to consider for future development. Understanding this analogy and its limits may hold the key for developing a more flexible development system that will be better able to adapt to the uncertain security environment of the future. In the epilogue, the paper will address how such evolutionary development might be applied to the attempt to plan an information-based Revolution in Military Affairs.

Book excerpt: Evolutionary development is based on using continuous experimentation and adaptation in changing circumstances to reward success, while allowing, but eventually eliminating, failure, Since this approach is agile, flexible, quick reacting, and thrives on change, it contrasts with strategic planning in which systems are developed in a planned and orderly fashion to meet future requirements. A planned system is rigid, slow to react, and resists or ignores change, which contrasts with how the military traditionally develops weapon systems. One word that distinguishes between evolutionary and planned development is "chaos." Chaos, like risk, is unavoidable, and hence should be managed rather than avoided. Indeed, a certain degree of chaos is desirable because it generates the necessary set of adaptations and ideas that can eventually be "selected" for evolutionary improvement. The Darwinian concept of "survival of the fittest" can be applied to ideas, systems, and organizations that seek to maintain a competitive advantage.

It is, therefore, imperative that we apprehend future problems with as much accuracy as possible. One means of doing so is to pay particular attention to the business of how the Army's doctrine has developed historically, with a view to improving methods of future development.

What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
