Book excerpt: La quintessence de la thèse de Bacon et Eltis peut se ramener à quatre points, dont les deux premiers définissent les fondements et les deux derniers les conclusions : l'assimilation du secteur marchand au secteur productif et du secteur non marchand au secteur improductif ; l'existence de seuils à la croissance du secteur non marchand ; le coeur de l'explication de l'origine de la crise se trouve dans la croissance du secteur non marchand ; l'élément déterminant de la sortie de crise réside dans la réduction du secteur non marchand. Quant aux fondements, nous pensons qu'ils sont plus au moins contestables : secteur marchand et secteur non marchand renferment tous deux aussi bien des activités productives que non productives ; en conséquence l'apparition des seuils va au-dela de ce qu'imaginent Bacon et Eltis. En ce qui concerne les conclusions notre conviction est que l'explication de l'origine de la crise procède plus de l'épuisement des potentialités de la grande croissance antérieure que de l'élargissement des masses budgétaires. Par ailleurs la sortie de crise sera déterminee bien plus par les transformations des structures de production et de consommation en phase de maturation que par la réduction des dépenses publiques et des impots.
