El segundo objetivo de esta investigación es presentar las nuevas características de dicho fenómeno, para reflexionar sobre las dificultades que se tiene en la comunidad internacional para gestionar un fenómeno que, como pocos en el mundo, tiene un carácter multidimensional y que requiere por lo tanto ser abordado desde una perspectiva multidisciplinaria.
