UNDP's success at integrating these two aspects of its core mandate is very important for its credibility and the quality of support delivery to country partners. Evaluation findings suggest that while UNDP is highly aware of the importance for sustainable development of the poverty-environment nexus; the articulation of this awareness throughout the organization is uneven.Some country programmes continue to address poverty reduction and environmental sustainability separately. There are institutional disincentives to integration, including UNDP's organization into practice areas and its dependence on external funding. These internal challenges notwithstanding, UNDP is ideally situated to strengthen partnerships within UN system to coordinate action on poverty alleviation and environmental protection. The report recommends that the Poverty-Environment Initiative represents good practice and should be scaled up to provide a model of how UNDP, in partnership with other UN agencies, can integrate poverty and environmental priorities at the country level -- Publisher's website.

Book excerpt: As a core area of the work of the United Nations Development Programme (UNDP) Evaluation Office (EO), an Assessment of Development Results (ADR) seeks to independently and systematically assess progress around key initiatives in countries that receive UNDP support. This ADR is the 69th EO evaluation, and the 9th conducted within Arab States. This is the first ADR conducted in the United Arab Emirates (UAE), taking place close to the end of the current 2008-2012 programming cycle. In 1999, the UNDP Executive Board recognized the importance of UNDP support to net contributor countries in their pursuit of the objectives of sustainable human development. Since then, UNDP has been providing a range of development services to 69 middle- and high-income countries, including 46 net contributor countries. There are five net contributing countries in the Arab States region: Bahrain, Kuwait, Libya, Saudi Arabia and the UAE. The UNDP-UAE relationship is, therefore, structured around the UNDP definition of a net contributor country, which implies that the UAE government finances all programmes UNDP undertakes. The ADR examines how well UNDP responded to development priorities in the context of a net contributor and high-income country. This evaluation found that the UNDP role over the past eight years has been relatively uniform, with the main focus on providing institutional and human resource development services required by the government. The country's net contributor status means that the UNDP programme responds to government agencies' demand for services. While policy engagement varied over the years, the evaluation found that UNDP programme strategies can be better adapted to respond to UAE development priorities. The evaluation also raises important issues for UNDP programming in net contributing and high-income countries such as the UAE. Some of the issues discussed include: the framework that should guide substantive programme content; operational policies in net contributing countries; constraints in mobilizing resources; and the need for broader partnership strategies. The evaluation concludes that continued UNDP presence in the UAE necessitates securing focused development partnerships and developing a medium-term programme strategy that aims at a more substantive engagement in the country's development discourse. In addition, the country programme should focus on addressing the human development disparity between the northern and southern emirates. The evaluation recommends that UNDP leverage its organizational strength to strategically engage in key development issues and to further global development partnerships. UNDP needs to make a strong commitment to support northern emirates in addressing their development priorities, particularly by contributing to ongoing government efforts to bridge the developmental gap among the emirates. Book excerpt: This is the report of an independent countrylevel evaluation called the Assessment of Development Results (ADR) in Ghana, conducted by the Evaluation Office of the United Nations Development Programme (UNDP). This evaluation examined the relevance and strategic positioning of UNDP support and its contributions to the country's development results from 2002 to 2010. It assessed UNDP's interventions under the programme areas of governance, poverty reduction and Millennium Development Goals achievement, and environment and energy. UNDP programmes in Ghana have been characterized by UNDP's long-standing partnership with the Government of Ghana. The evaluation illustrated how this positive relationship, based on shared goals and mutual trust, facilitated UNDP's privileged position and how this favourable positioning became, over the years, a major asset for UNDP programme. UNDP succeeded in targeting Ghana's major challenges, as the country strived towards the national aspirations of wealth creation and poverty reduction. Partners appreciated UNDP's deliberate efforts to focus on marginalized communities, vulnerable groups, and deprived areas of Ghana, since these efforts led to enhanced awareness and political action in favour of decentralization and inclusive growth. UNDP retained its relevance in relation to national needs and priorities by being responsive to changes in the political, economic and social context. Notable examples of UNDP's responsiveness include, directing support to relevant institutions to ensure free and fair elections, supporting establishment of new institutions such as the Savannah Development Agency to focus on the poorer north, and responding to natural disasters. The evaluation also showed that the UNDP programme has been effective both at the policy and community level. The evaluation found, however, that UNDP's much-appreciated responsiveness resulted in its interventions becoming more vulnerable to changes in political priorities. There is a risk that UNDP becomes reactive and less strategic. Further, the evaluation highlighted the importance of partnership beyond the government: UNDP did not sufficiently engage nongovernmental organizations or the private sector to ensure broad national ownership of the development agenda. The evaluation also drew attention to challenges that are related to sustainability across UNDP programmes, particularly evident in community-based interventions. The absence, thus far, of a strong market-orientation in community-based interventions seriously hinders the prospect for sustainability.

The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. Book excerpt: The Assessment of Development Results (ADR) is an independent evaluation by the Evaluation Office (EO) which systematically assesses progress of key interventions by the United Nations Development Programme (UNDP) in countries receiving its support. The ADR in Sri Lanka is the seventy-fourth assessment conducted by the EO and the twenty-first conducted within the Asia-Pacific region, and the first such evaluation conducted in Sri Lanka. This ADR was conducted jointly with the Government of Sri Lanka with a view to strengthening the ownership of the evaluation results by national partners, and thereby its credibility and utility. For this purpose, a Joint Management Group (JMG) was set up with participation from both the Government and the EO. The JMG provided oversight to the evaluation which was conducted by an independent national team and guided by a professional evaluation manager from the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. We believethat this joint approach has helped the evaluation team collect inputs from a broad range of national partners and resulted in a report that is soundly rooted in the national reality making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. The evaluation found that UNDP had significantly helped the country overcome major challenges that emerged during the last decade. Today, Sri Lanka is looking at a new development path as a middle income country, and UNDP has been seeking to reposition itself to maintain its relevance in the new context. We therefore believe that the evaluation was very timely. Having provided the opportunity to take stock of what worked, and what did not, in the past decade, the evaluation proposes the mostuseful role UNDP can play in the future.

Regional cooperation has immense potential Countries are collaborating to address challenges that cannot be addressed individually and on regional public goods. New forms of cooperation are taking place with the emergence of new regional and subregional groupings. UNDP, since its inception, has supported regional cooperation through its regional programmes and engagement with regional bodies. UNDP itself is structured along regional lines with five regional bureaux and has also established a presence in all five regions through regional service centres that support country and regional programmes. The evaluation concluded that UNDP regional programmes have made significant and long-standing development contributions. They promoted cooperation among countries in building regional and national institutions as well as addressing cross-border and common challenges. The regional service centres have provided useful and much-appreciated technical support to country offices. However, in all regions, the contribution to results has been affected by fragmentation of regional programmes, insufficient linkages with national programmes, and time-frames that have not taken into account the need for long-term capacity development. UNDP has yet to develop an explicit, holistic and strategic business model that addresses critical capacity in country offices, the provision of supplementary technical support to country offices, management of the regional programme, support to UN coordination at the regional level, and the grounding of corporate positioning in regional knowledge. As a result, the core recommendation of the evaluation is that the organization should develop a strategic corporate business model that covers headquarters/global, regional and country levels -- Publisher's website.

Recent efforts to more closely link climate change adaptation and disaster risk reduction are highlighted. The evaluation notes uneven progress amongst the UNDP country offices in integrating disaster risk reduction with other UNDP priorities such as poverty reduction, governance and environmental protection. The report emphasizes that addressing social and economic vulnerability requires a comprehensive programming approach, and UNDP's most important role is to assist countries in the development dimensions of the issue, especially risk reduction and vulnerability.
