Book Evaluation of UNDP Contribution to Environmental Management for Poverty Reduction

Download or read book Evaluation of UNDP Contribution to Environmental Management for Poverty Reduction written by United Nations Development Programme. Evaluation Office and published by UN. This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The evaluation builds from the widely recognized assertion that poverty often exacerbates environmental degradation and environmental damage reinforces poverty. UNDP's success at integrating these two aspects of its core mandate is very important for its credibility and the quality of support delivery to country partners. Evaluation findings suggest that while UNDP is highly aware of the importance for sustainable development of the poverty-environment nexus; the articulation of this awareness throughout the organization is uneven. Some country programmes continue to address poverty reduction and environmental sustainability separately. There are institutional disincentives to integration, including UNDP's organization into practice areas and its dependence on external funding. These internal challenges notwithstanding, UNDP is ideally situated to strengthen partnerships within UN system to coordinate action on poverty alleviation and environmental protection. The report recommends that the Poverty-Environment Initiative represents good practice and should be scaled up to provide a model of how UNDP, in partnership with other UN agencies, can integrate poverty and environmental priorities at the country level -- Publisher's website.

Book Assessment of Development Results

Book excerpt: Assessment of Development Results (ADR) are a core work area of the EO which independently and systematically assess progress around key UNDP interventions in countries receiving UNDP support. The ADR was conducted in collaboration with the Government of Niger in order to strengthen ownership of evaluation results by national partners and, consequently their credibility and utility. A Reference Group was set-up to oversee the process, with representatives from the Ministry of Planning, the UNDP Country Office and the Regional Office for Africa as main reference points. Partners from the Government, the National Statistics Institute (INS), the United Nations Children's Fund (UNICEF), the European Union (EU), national and international NGOs, and the University Abdou Moumouni of Niamey also participated. The evaluation process was conducted by an independent regional and national team and guided by a professional evaluation manager in the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. This approach helped the evaluation team collect inputs from a broad range of national partners, as well as from several recent reviews such as the mid-term country programme review and the review of the United Nations Development Assistance Framework (UNDAF), resulting in a report that is better rooted in the national reality, hence making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. A workshop organized by the Ministry of Planning and hosted by the Ministry of Foreign Affairs was held at the end of November 2012. The meeting brought together more than 50 main stakeholders to discuss implementation of the evaluation's recommendations. The evaluation found that, in general, the UNDP programme has generated tangible results at both strategic and operational levels in the areas of governance, crisis prevention / management, environment and natural resources, poverty reduction, and promotion of United Nations values. Yet the country programme's ability to deliver in collaboration with its main partners, require strengthening as lengthy procedures cause implementation delays and risk to influence performance. They therefore must be addressed to further prepare Niger to face current chronic challenges such as poverty, food insecurity and climatic risk, as well as emerging challenges. The evaluation's conclusions and recommendations will help UNDP reflect on its effectiveness and strengthen its strategic position in Niger. The evaluation took stock of what worked, what did not and why in Niger over the past ten years and identifies potential roles that UNDP could play in the future. The EO sincerely hopes that this evaluation will support on-going and future efforts by UNDP to enhance its support to the Government of Niger, and other national partners, thereby increasing levels of human development for the people of Niger. We also hope that the study will inform UNDP's strategy more widely and that recommendations from the ADR will lead to management action and implementation. We believe that this evaluation was very time .

Book Evaluation of UNDP Contribution at the Regional Level to Development and Corporate Results

Download or read book Evaluation of UNDP Contribution at the Regional Level to Development and Corporate Results written by and published by UN. This book was released on 2010 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: In an increasing inter-connected and inter-dependent world. Regional cooperation has immense potential Countries are collaborating to address challenges that cannot be addressed individually and on regional public goods. New forms of cooperation are taking place with the emergence of new regional and subregional groupings. UNDP, since its inception, has supported regional cooperation through its regional programmes and engagement with regional bodies. UNDP itself is structured along regional lines with five regional bureaux and has also established a presence in all five regions through regional service centres that support country and regional programmes. The evaluation concluded that UNDP regional programmes have made significant and long-standing development contributions. They promoted cooperation among countries in building regional and national institutions as well as addressing cross-border and common challenges. The regional service centres have provided useful and much-appreciated technical support to country offices. However, in all regions, the contribution to results has been affected by fragmentation of regional programmes, insufficient linkages with national programmes, and time-frames that have not taken into account the need for long-term capacity development. UNDP has yet to develop an explicit, holistic and strategic business model that addresses critical capacity in country offices, the provision of supplementary technical support to country offices, management of the regional programme, support to UN coordination at the regional level, and the grounding of corporate positioning in regional knowledge. As a result, the core recommendation of the evaluation is that the organization should develop a strategic corporate business model that covers headquarters/global, regional and country levels -- Publisher's website.

Book Assessment of Development Results

Download or read book Assessment of Development Results written by and published by UN. This book was released on 2012 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Assessment of Development Results (ADR) is an independent evaluation by the Evaluation Office (EO) which systematically assesses progress of key interventions by the United Nations Development Programme (UNDP) in countries receiving its support. The ADR in Sri Lanka is the seventy-fourth assessment conducted by the EO and the twenty-first conducted within the Asia-Pacific region, and the first such evaluation conducted in Sri Lanka. This ADR was conducted jointly with the Government of Sri Lanka with a view to strengthening the ownership of the evaluation results by national partners, and thereby its credibility and utility. For this purpose, a Joint Management Group (JMG) was set up with participation from both the Government and the EO. The JMG provided oversight to the evaluation which was conducted by an independent national team and guided by a professional evaluation manager from the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. We believethat this joint approach has helped the evaluation team collect inputs from a broad range of national partners and resulted in a report that is soundly rooted in the national reality making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. The evaluation found that UNDP had significantly helped the country overcome major challenges that emerged during the last decade. Today, Sri Lanka is looking at a new development path as a middle income country, and UNDP has been seeking to reposition itself to maintain its relevance in the new context. We therefore believe that the evaluation was very timely. Having provided the opportunity to take stock of what worked, and what did not, in the past decade, the evaluation proposes the mostuseful role UNDP can play in the future.

Book Evaluation of UNDP Contribution to Disaster Prevention and Recovery

Download or read book Evaluation of UNDP Contribution to Disaster Prevention and Recovery written by United Nations Development Programme. Evaluation Office and published by UN. This book was released on 2010 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Disasters have been on the rise over the last decade. Their increasing frequency and scale pose mounting economic and humanitarian challenges and necessitate effective management of disaster risk as an integral part of development planning. UNDP has a significant role in disaster management, helping to formulate and implement disaster reduction policies, and support recovery activities in more than 50 countries. Recent efforts to more closely link climate change adaptation and disaster risk reduction are highlighted. The evaluation notes uneven progress amongst the UNDP country offices in integrating disaster risk reduction with other UNDP priorities such as poverty reduction, governance and environmental protection. The report emphasizes that addressing social and economic vulnerability requires a comprehensive programming approach, and UNDP's most important role is to assist countries in the development dimensions of the issue, especially risk reduction and vulnerability. The evaluation recommends that UNDP disaster risk reduction strategy should be revised to more directly address adaptation to climate change; and that UNDP administrative procedures should be improved so that they no longer constrain effective programming in natural disasters -- Publisher's website.

Book Evaluation of UNDP Contribution to Strengthening Local Governance

Download or read book Evaluation of UNDP Contribution to Strengthening Local Governance written by United Nations Development Programme. Evaluation Office and published by UN. This book was released on 2010 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services, can play a critical role in human development. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strengthen its partnerships with its associated funds and programmes in order to enhance the effectiveness of its initiatives in local governance -- Publishers website.

Book Evaluating Environment in International Development

Download or read book Evaluating Environment in International Development written by Juha I. Uitto and published by Routledge. This book was released on 2014-04-24 with total page 326 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than twenty years after the Earth Summit was held in Rio de Janeiro in 1992, both national and international actors in governmental and nongovernmental fields are still searching for insights into how sustainable development can be advanced and environmental concerns incorporated into the development agenda more effectively. Moreover, climate change has emerged as a preeminent challenge to both the environment and to development. Evaluating Environment in International Development provides international perspectives and in-depth knowledge of evaluating development and the environment and applies evaluation knowledge to climate change mitigation and adaptation. The book focuses on the approaches and experiences of leading international organizations, not-for-profits, and multilateral and bilateral aid agencies to illustrate how systematic evaluation is an essential tool for providing evidence for decision-makers. It provides novel and in-depth perspectives on evaluating environment and sustainability issues in developing countries. Moving beyond projects and programmes, it considers aspects such as evaluating normative work on the environment and evaluating environmental consequences of economic and social development efforts. This original collection should be of interest to scholars of environment studies, development studies, international relations, sustainable development and evaluation, as well as practitioners in international organizations and development and environmental NGOs.
