Book excerpt: In order to assess the contribution of the White Paper it is important to define the baseline scenario that will provide the benchmark against which we will measure the contribution of the interventions. For the needs of the White Paper evaluation this includes: A description of how the problem and its underlying causes - as identified at the time of the adoption of the White Paper - as expected to evolve in the case of no policy action. A definition of the expected evolution of the relevant parameters of the transport system that reflects the key objectives of the White Paper. This presents in quantitative terms (or when not possible in qualitative terms) the baseline scenario, namely what would have happened if the policies and measures that are deemed to be the result of the White Paper were not in place. For the purposes of this exercise we have used a combination of desk research and modelling. More specifically: We analysed the Impact Assessment study that supported the development of the 2011 White Paper (European Commission, 2011a). We focused on the description of the problem, its underlying root causes and the expected evolution under the 'no policy change' scenario. Where relevant, we have incorporated input from the White Paper Impact Assessment (European Commission, 2011b). The analysis is presented in Section A of this Annex where we present in qualitative terms the main aspects of the Baseline scenario. We have then used the PRIMES-TREMOVE model to quantify the baseline and the Alternative scenarios. The quantitative analysis involves a number of key indicators covering economic, environmental and social aspects of the operation of the transport system and reflects the objectives of the White Paper. In Section B of the present Annex we provide an overview of the key results of the runs of the model for the two scenarios. Finally, as part of a quality check of the results of the baseline scenario, we carry out a comparison between the baseline scenario and the No policy change1 scenario (as presented in the IA study of the White Paper) and we identify areas where there are deviations between the two scenarios.

Book excerpt: The overall goal set out in the 2011 White Paper for Transport is to reduce GHG emissions from transport (including international aviation but excluding international shipping) by 2050 to a level that is 60 % below that of 1990. This includes the milestone for 2030 of reducing greenhouse gas emissions from transport by 20 % compared with 2008 levels. Similarly, emissions from international shipping are to be reduced by 40 % from 2005 levels by 2050. It is to be noted that the White Paper does not assume a linear trajectory of emission reductions, but expects increased decarbonisation efforts after 2030, with cleaner and more efficient technology becoming gradually more widespread. Applying these shares to EEA data1 for EU27, the goals to be reached are:  761.6 Mton CO2 equivalent emissions from transport (including international aviation but excluding international shipping) at 2030;  290.6 Mton CO2 equivalent emissions from transport (including international aviation but excluding international shipping) at 2050;  92 Mton CO2 equivalent emissions from international shipping at 2050. EEA data show that in 2018 CO2 emissions from transport in EU27 (including international aviation but excluding international shipping) were still 32% above 1990 levels and that to meet the 60% greenhouse gas emission reduction target of the 2011 Transport White Paper they need to fall by two-thirds by 2050. Nonetheless, despite a decline between 2008 and 2013, GHG emissions from the EU-27 transport sector (including international aviation and excluding international shipping) have been increasing since 2014 in the context of a period of low oil prices. The trend in emissions is in line with transport activity of both passenger and freight, which plateaued between 2007 and 2013 and grew up again from 2014 onwards.

Book excerpt: The primary aim of the assessment of effectiveness was to evaluate where the EU stands in terms of achieving the White Paper's objectives. The assessment has been done by mapping the progress against the objectives and the 10 headline goals. The assessment is not limited to the three specific objectives, but considered (where relevant) also achievements in the more general objectives of the White Paper in terms of accessibility (i.e. satisfaction of mobility needs for passengers and freights); equity (i.e. promoting high quality employment and equity within and between successive generation); provision and quality of services (i.e. offering affordable, reliable, safe and secure transport services); minimising the external costs to society due to transport operations (i.e. accidents, noise and air pollution).

Book excerpt: The purpose of the evaluation is to provide a robust evidence-based assessment of the 2011 White Paper and the actions following from it since its adoption in 2011. It should examine the effectiveness, efficiency, coherence, relevance and EU added value of the 2011 White Paper in line with the Better Regulation Guidelines. The evaluation looks at the identified needs for transport policy, the objectives and goals set, the proposed initiatives, reached outcomes and their results, as well as the overall impact of the strategy since it was put in place.

Book excerpt: The objective of this evaluation is to provide a robust evidence-based assessment of the White Paper, covering all of its thematic areas and aims, and all actions following from it. The evaluation examines the effectiveness, efficiency, coherence, relevance and EU added value of the White Paper, in line with the Better Regulation Guidelines. It includes the period since its adoption in 2011 until the end of 2018 and examines any possible effects up to 2050. The geographical scope of the analysis is the EU, although potential impacts of actions that go beyond EU borders are also considered.

Book excerpt: This report is a summary of the responses to the Online Public Consultation (OPC) relating to both the evaluation of the 2011 Transport White and the forthcoming 'Sustainable and Smart Mobility Strategy'. These were covered as part of the same online consultation, which was live between 1 July and 23 September 2020. The report also contains a summary of the responses to the online consultation on the European Commission's roadmap for its forthcoming strategy. The online consultation on the roadmap was live between 1 July and 10 August 2020. The analysis was undertaken as part of a study that is supporting the Commission in its evaluation of the 2011 Transport White Paper, which is being led by Ricardo with support from TEPR, TRT, E3M and M-Five. The online consultation was live between 1 July and 23 September 2020. The report first analyses the responses to the OPC that were related to the evaluation of the White Paper. This is followed by separate analyses relating to the 'Sustainable and Smart Mobility Strategy', first of the responses to the roadmap and then the responses relating to OPC. The report concludes with a summary of the additional responses that respondents submitted in support of their responses to the OPC.

Book excerpt: The case study aims to: - Identify relevant transport strategies and plans at national and regional level and develop an inventory for analysis; - Analyse the extent to which these transport strategies have been implemented and which factors have contributed to a successful implementation; - Study the interaction of the transport strategies and plans at national/regional level with the White Paper and provide relevant evidence for answering some evaluation questions. More specifically, it is expected to help answer the following questions: - To what extent problems/needs at national/regional level match problems/needs identified in the White Paper (linked to Relevance question EQ10); - To what extent objectives at national/regional level are consistent with specific objectives of the WP (linked to Coherence question EQ15); - To what extent operational objectives and policies at national/regional level are consistent with headline goals of the White Paper (linked to Relevance question EQ13) and - To what extent the White Paper has informed the development and facilitated the implementation of national/regional objectives (linked to EU Added value question EQ17).

Book Transport Systems

Download or read book Transport Systems written by Milan Janic and published by CRC Press. This book was released on 2017-03-27 with total page 247 pages. Available in PDF, EPUB and Kindle. Book excerpt: The transport sector consists of different modes of transport, each serving a growing demand for transporting people and goods. This (growing) demand on the one hand, needs expanding the systems’ capacity, and on the other hand, increasing the corresponding economic efficiency, effectiveness, and environmental and social friendliness. This implies development of a ‘greener’, i.e. a more sustainable transport sector. The book describes the current and prospective state of the art analytical modelling, conceptual planning, and multi-criteria evaluation of the selected cases of transport systems operated by different transport modes such as road, rail, sea, air, and intermodal. As such, the book is unique in addressing these three important aspects of dealing with transport systems before implementation of their particular components means by the selected cases. It will be particularly useful for readers from the academia and the professionals from the transport sector.
