To address climate change and development issues from the perspective of evaluation, an international conference was held in Alexandria, Egypt. Book excerpt: The ADR in Tajikistan covered the period from 2001-2008 and offers lessons that can strengthen UNDP programming in Tajikistan as well as contributing to the organization's effectiveness and accountability. The evaluation found that, in the context of transition, UNDP quickly established itself as a capable and reliable implementing agency of the government and donors. UNDP has contributed to policy development and dialogue, and played a key role in incorporating the MDGs and pro-poor concerns into national development planning. UNDP support to infrastructure development has been important in addressing social service needs in rural areas. The contribution of UNDP in developing disaster management policy was found to be noteworthy. One of the key roles UNDP has played in Tajikistan is supporting the government in managing the Global Fund to Fight AIDS, Tuberculosis and Malaria. This has contributed to reducing the incidence of malaria and there are important ongoing efforts to minimize the incidence of tuberculosis and risk of HIV. However, the evaluation found that UNDP can play a more proactive role in furthering governance reforms. To maximize results in areas central to the UNDP mandate and build on its comparative advantages, the evaluation recommends that UNDP emphasize policy support and strengthening government systems. As governance reforms and efficient management of environment and energy will continue to be an essential precondition for sustainable development, the evaluation recognizes the importance of the continued engagement of UNDP in priority areas where enhanced national capacity and ownership of development processes can lead to significant results.

UNDP's success at integrating these two aspects of its core mandate is very important for its credibility and the quality of support delivery to country partners. Evaluation findings suggest that while UNDP is highly aware of the importance for sustainable development of the poverty-environment nexus; the articulation of this awareness throughout the organization is uneven.Some country programmes continue to address poverty reduction and environmental sustainability separately. There are institutional disincentives to integration, including UNDP's organization into practice areas and its dependence on external funding. These internal challenges notwithstanding, UNDP is ideally situated to strengthen partnerships within UN system to coordinate action on poverty alleviation and environmental protection. The report recommends that the Poverty-Environment Initiative represents good practice and should be scaled up to provide a model of how UNDP, in partnership with other UN agencies, can integrate poverty and environmental priorities at the country level -- Publisher's website.

Climate change is predicted to lead to an increased intensity and frequency of natural disasters. An increase in extreme weather events, global temperatures and higher sea levels may lead to displacement and migration, and will affect many dimensions of the economy and society. Although scholars are examining the complexity and fragmentation of the climate change regime, they have not examined how our existing international development, migration and humanitarian organizations are dealing with climate change. Focusing on three institutions: the United Nations High Commissioner for Refugees, the International Organization for Migration and the United Nations Development Programme, the book asks: how have these inter-governmental organizations responded to climate change? And are they moving beyond their original mandates, given none were established with a mandate for climate change? It traces their responses to climate change in their rhetoric, policy, structure, operations and overall mandate change. Hall argues that international bureaucrats can play an important role in mandate expansion, often deciding whether and how to expand into a new issue-area and then lobbying states to endorse this expansion. They make changes in rhetoric, policy, structure and operations on the ground, and therefore forge, frame and internalize new issue-linkages. Book excerpt: This is the report of an independent countrylevel evaluation called the Assessment of Development Results (ADR) in Ghana, conducted by the Evaluation Office of the United Nations Development Programme (UNDP). This evaluation examined the relevance and strategic positioning of UNDP support and its contributions to the country's development results from 2002 to 2010. It assessed UNDP's interventions under the programme areas of governance, poverty reduction and Millennium Development Goals achievement, and environment and energy. UNDP programmes in Ghana have been characterized by UNDP's long-standing partnership with the Government of Ghana. The evaluation illustrated how this positive relationship, based on shared goals and mutual trust, facilitated UNDP's privileged position and how this favourable positioning became, over the years, a major asset for UNDP programme. UNDP succeeded in targeting Ghana's major challenges, as the country strived towards the national aspirations of wealth creation and poverty reduction. Partners appreciated UNDP's deliberate efforts to focus on marginalized communities, vulnerable groups, and deprived areas of Ghana, since these efforts led to enhanced awareness and political action in favour of decentralization and inclusive growth. UNDP retained its relevance in relation to national needs and priorities by being responsive to changes in the political, economic and social context. Notable examples of UNDP's responsiveness include, directing support to relevant institutions to ensure free and fair elections, supporting establishment of new institutions such as the Savannah Development Agency to focus on the poorer north, and responding to natural disasters. The evaluation also showed that the UNDP programme has been effective both at the policy and community level. The evaluation found, however, that UNDP's much-appreciated responsiveness resulted in its interventions becoming more vulnerable to changes in political priorities. There is a risk that UNDP becomes reactive and less strategic. Further, the evaluation highlighted the importance of partnership beyond the government: UNDP did not sufficiently engage nongovernmental organizations or the private sector to ensure broad national ownership of the development agenda. The evaluation also drew attention to challenges that are related to sustainability across UNDP programmes, particularly evident in community-based interventions. The absence, thus far, of a strong market-orientation in community-based interventions seriously hinders the prospect for sustainability.
