Book Employment Guarantee Programme and Dynamics of Rural Transformation in India

Download or read book Employment Guarantee Programme and Dynamics of Rural Transformation in India written by Madhusudan Bhattarai and published by Springer. This book was released on 2018-06-08 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers an assessment of the performance, impact, and welfare implications of the world’s largest employment guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Launched by the Indian government, the programme covers entire rural area of the country. The book presents various micro-level analyses of the programme and its heterogeneous impacts at different scales, almost a decade after its implementation. While there are some doubts over the future of the scheme as well as its magnitude, nature and content, the central government appears committed to it, as a ‘convergence scheme’ of various other welfare and rural development programmes being implemented at both national and state level. The book discusses the outcomes of the programme and offers critical insights into the lessons learnt, not only in the context of India, but also for similar schemes in countries in South and South-East Asia as well as in Africa, and Latin America. Adopting inter-disciplinary perspectives in analysing these issues, this unique book uses a judicious mix of methods---integrating quantitative and qualitative tools---and will be an invaluable resource for analysts, NGOs, policymakers and academics alike.

Book Claim making under India s Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA Barriers and opportunities for women s voice and agency over asset selection

Download or read book Claim making under India s Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA Barriers and opportunities for women s voice and agency over asset selection written by Kosec, Katrina and published by Intl Food Policy Res Inst. This book was released on 2024-04-09 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the dynamics of women's claim-making within the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme in India, focusing on their participation in selecting durable assets for climate resilience. Despite legal entitlements and protections for women within the program, gender disparities persist in claiming public resources. Utilizing a mixed-methods approach including surveys and qualitative interviews, the study uncovers various pathways to women’s claim-making, influenced by factors such as gender norms around mobility and women’s voice and agency, internal barriers and constraints including comfort in public speaking, and knowledge of the program and its various procedures for selecting assets. While challenges to women’s effective participation remain, findings from our analysis suggest potential for interventions to reduce gender gaps and enhance inclusivity in planning processes. Moreover, the study underscores the importance of recognizing diverse claim-making pathways to promote inclusion effectively within the program.

Book Decentralised Governance Development Programmes and Elite Capture

Download or read book Decentralised Governance Development Programmes and Elite Capture written by D. Rajasekhar and published by Springer. This book was released on 2018-10-05 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. It is equally relevant to researchers from several social science disciplines, civil society, policy makers, and implementers from the grassroots to national level government.

Book Employment Policy in Emerging Economies

Download or read book Employment Policy in Emerging Economies written by Elizabeth Hill and published by Routledge. This book was released on 2017-08-10 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: Employment is a critical part of the macro-economy and a key driver of economic development. India’s employment policy over the past three decades provides an important case study for understanding how government attitudes to the labour market contribute to an emerging economy’s growth and development. This study contains important insights on the policy challenges faced by one of the world’s most populous, labour abundant economies in securing employment in a context of structural change. The book considers India’s approach to employment policy from a national and global perspective and whether policy settings promote employment intensive growth. Chapters in the first half of the volume evaluate India’s approach to employment policy within the national and international context. This includes the ILO Decent Work program, the national agenda for inclusive growth, and national regulatory frameworks for labour and education. Chapters in the second half of the volume focus on how employment policy works in practice and its impact on manufacturing workers, the self-employed, women, and rural workers. These chapters draw attention to the contradictions within the current policy regime and the need for new approaches. Employment Policy in Emerging Economies will interest scholars, policy makers and students of the Indian economy and South Asia more generally. It will support undergraduate and postgraduate academic teaching in courses on economic development, global political economy, the Indian economy and global labour.

Book Changing Contexts and Shifting Roles of the Indian State

Download or read book Changing Contexts and Shifting Roles of the Indian State written by Anthony P. D’Costa and published by Springer. This book was released on 2019-04-26 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book critically discusses the changing relationship between the Indian state and capital by examining the mediating role of society in influencing developmental outcomes. It theorizes the state’s changing context allowing the discussion of its pursuit of contradictory economic and social welfare goals simultaneously. Both structural and ideological factors are argued to contribute to a shifting context, but the centrality of re-distributive politics and the contradictions therein explain a lot of what the state does and cannot do. The book also examines what the state aspires to do but structurally cannot accomplish either because of the scale of the problem or the dysfunctionality that sets in with continuous reforms. The collection provides rich evidence on the contested forms of governance arising from changing contexts and shifting roles of the state. Readers will benefit from this recasting of the Indian state in terms of the actual forms of intervention today. Changing Contexts and Shifting Roles of the Indian State is a timely book. At a time when the question of the role of the state in promoting more inclusive forms of development has never been more urgent, this book provides a range of powerful and insightful case studies of how a changing Indian capitalism is impacting and in turn being impacted by the multi-stranded role of the Indian state. Patrick Heller, Professor of Sociology and International Affairs, Brown University, Providence. Since the early 1990s, the Indian economy has moved away from a statist model of development to a more market-oriented one. However, very little scholarship exists that attempts to analyse India’s recent development experience from a political economy lens. This book, which is edited by two of India’s reputed scholars in the political economy of development, addresses this important gap in the literature. It provides an insightful account of the role of the state and the market in India’s economic resurgence in the last three decades. The book also contributes to a fresh understanding of what is meant by a twenty-first century developmental state in a globalised world. The book will be valuable reading for all scholars of India, as well as to researchers in the political economy of development. Kunal Sen, Director, United Nations University – World Institute for Development Economics Research (UNU-WIDER), Helsinki. This collection gives us a richer and more layered understanding of the Indian contemporary State. Rather than see the State as an unchanging entity with unchanging interests, the book argues that the role of the State changes with the context and with the change in political regime. Thus, taking contradictory decisions such as greater dispossession of land from the peasantry and expansion of the universe of economic rights is explainable. The argument is that we can have a better understanding when we see the Indian State as dealing with the ebb and flow of a democracy. C. Rammanohar Reddy, Former Editor, Economic and Political Weekly, Mumbai.

Book Targeting and the impacts of India s MGNREGS

Download or read book Targeting and the impacts of India s MGNREGS written by Liu, Yanyan and published by Intl Food Policy Res Inst. This book was released on 2020-06-16 with total page 7 pages. Available in PDF, EPUB and Kindle. Book excerpt: MGNREGS has shown striking heterogeneity in pro-poor targeting across states. The declining demand for MGNREGS in recent years is due mainly to local imple-mentation failures that discourage workers. In Andhra Pradesh, MGNREGS significantly improved the welfare of participating households, especially the poor, scheduled castes and tribes, and casual laborers. It is desirable to provide MGNREGS work during the agricultural lean seasons - when work opportunities are scarce - rather than the peak seasons.
