Book excerpt: Satellite Earth observation (EO) data have already exceeded the petabyte scale and are increasingly freely and openly available from different data providers. This poses a number of issues in terms of volume (e.g., data volumes have increased 10× in the last 5 years); velocity (e.g., Sentinel-2 is capturing a new image of any given place every 5 days); and variety (e.g., different types of sensors, spatial/spectral resolutions). Traditional approaches to the acquisition, management, distribution, and analysis of EO data have limitations (e.g., data size, heterogeneity, and complexity) that impede their true information potential to be realized. Addressing these big data challenges requires a change of paradigm and a move away from local processing and data distribution methods to lower the barriers caused by data size and related complications in data management. To tackle these issues, EO data cubes (EODC) are a new paradigm revolutionizing the way users can store, organize, manage, and analyze EO data. This Special Issue is consequently aiming to cover the most recent advances in EODC developments and implementations to broaden the use of EO data to larger communities of users, support decision-makers with timely and actionable information converted into meaningful geophysical variables, and ultimately unlock the information power of EO data.

Book excerpt: The system of satellites in place to provide environmental data-data to monitor events such as forest fires and floods; to make weather predictions; and to assess crops, transportation impacts, fisheries, land-use patterns, sea temperature, and soil moisture, among other things- serves a wide and growing array of users. In the coming years as the next generation of operational environmental satellites in put in orbit, the will be a large expansion in data availability. To ensure that these data serve effectively this broad user community, a new vision for the future of operational environmental satellite data utilization is needed. To help develop approaches for handling this potential data overload, NASA, with technical support from NOAA, asked the NRC to conduct an end-to-end review of issues about the utilization of operational environmental satellite data for 2010 and beyond. This report presents the result of that review. It focuses on ensuring the value of environmental satellite data for addressing specific user needs, distribution of such data, and data access and utilization.

Book excerpt: NASA's Earth Science Division (ESD) conducts a wide range of satellite and suborbital missions to observe Earth's land surface and interior, biosphere, atmosphere, cryosphere, and oceans as part of a program to improve understanding of Earth as an integrated system. Earth observations provide the foundation for critical scientific advances and environmental data products derived from these observations are used in resource management and for an extraordinary range of societal applications including weather forecasts, climate projections, sea level change, water management, disease early warning, agricultural production, and the response to natural disasters. As the complexity of societal infrastructure and its vulnerability to environmental disruption increases, the demands for deeper scientific insights and more actionable information continue to rise. To serve these demands, NASA's ESD is challenged with optimizing the partitioning of its finite resources among measurements intended for exploring new science frontiers, carefully characterizing long-term changes in the Earth system, and supporting ongoing societal applications. This challenge is most acute in the decisions the Division makes between supporting measurement continuity of data streams that are critical components of Earth science research programs and the development of new measurement capabilities. This report seeks to establish a more quantitative understanding of the need for measurement continuity and the consequences of measurement gaps. Continuity of NASA's Earth's Observations presents a framework to assist NASA's ESD in their determinations of when a measurement or dataset should be collected for durations longer than the typical lifetimes of single satellite missions.

Book excerpt: In a rapidly changing world, there is an ever-increasing need to monitor the Earth’s resources and manage it sustainably for future generations. Earth observation from satellites is critical to provide information required for informed and timely decision making in this regard. Satellite-based earth observation has advanced rapidly over the last 50 years, and there is a plethora of satellite sensors imaging the Earth at finer spatial and spectral resolutions as well as high temporal resolutions. The amount of data available for any single location on the Earth is now at the petabyte-scale. An ever-increasing capacity and computing power is needed to handle such large datasets. The Google Earth Engine (GEE) is a cloud-based computing platform that was established by Google to support such data processing. This facility allows for the storage, processing and analysis of spatial data using centralized high-power computing resources, allowing scientists, researchers, hobbyists and anyone else interested in such fields to mine this data and understand the changes occurring on the Earth’s surface. This book presents research that applies the Google Earth Engine in mining, storing, retrieving and processing spatial data for a variety of applications that include vegetation monitoring, cropland mapping, ecosystem assessment, and gross primary productivity, among others. Datasets used range from coarse spatial resolution data, such as MODIS, to medium resolution datasets (Worldview -2), and the studies cover the entire globe at varying spatial and temporal scales.

Its innovative payload arrangement and the low initial orbit allow CHAMP to simultaneously collect and almost continuously analyse precise data relating to gravity and magnetic fields at low altitude. In addition, CHAMP also measures the neutral atmosphere and ionosphere using GPS techniques. Three years after launch, more than 200 CHAMP investigators and co-investigators from all over the world met at the GeoForschungsZentrum in Potsdam to present and discuss the results derived from the extensive data sets of the mission. The main outcome of this expert meeting is summarized in this volume. Book excerpt: CEOS was established under the auspices of the Economic Summit of Industrialized Nations in 1984 in response to a recommendation from a panel of experts in remote sensing within the Working Group on Growth, Technology and Employment (CEOS, 2009). The panel recognized the collective value of the world’s Earth remote sensing capabilities and the advantages that would be gained by the coordination of civil Earth observing satellite missions. By cooperating in mission planning and the development of compatible data products, applications, services and policies, the national space programs would maximize the bene?ts of their individual inve- ments and be able to better address the environmental challenges of the entire international community. CEOS was to serve as the focal point for this inter- tional coordination and to provide the forum for the change of policy and technical information. The members of CEOS are governmental organizations that are international or national in nature and are responsible for a civil space-borne Earth observation program that is currently in operation or in an advanced stage of system devel- ment. CEOS also has established Associate Members that are similar governmental organizations with a civil space-segment activity in an early stage of system dev- opment or those with a signi?cant ground-segment activity that supports CEOS objectives. Associate Members may also be existing satellite coordination group and scienti?c or governmental bodies that are international in nature and have a signi?cant programmatic activity that likewise is aligned with the goals of CEOS.

Attendance is therefore limited to those whose experience and expertise make the conclusions significant and acceptable to the wider community. Participants are selected on the basis of substantial track records in research or in the synthesis of research results to serve mankind. The proposal for a one-week ARIon Earth Observation and In formation Systems was initiated by the NATO Special Programme Panel on Systems Science (SPPOSS). In approving the ARI, the senior NATO Science Committee identified the subject as one of universal impor tance, requiring a broad perspective on the development of opera tional systems based on successful experimental systems. The general purpose of this ARI was to address the critical problems of integrating the relatively new science and technology of remote sensing into operational earth observation and manage ment information systems. The main problems of concern were those related to systems design, organization, development of infrastruc ture, and use of information in decision processes. The main empha sis was on problems of transferring technologies and methods from experimental to operational systems.

The decadal survey identified key science questions and prioritized observational needs to advance U.S. efforts in Earth science and support critical applications such as climate modeling and weather prediction. In the past few years, the need for actionable data and better scientific information on Earth's interacting systems has increased in urgency, as global climate change accelerates coupled with increasing numbers of extreme weather events. At the request of NASA, this mid-term assessment evaluates progress and recommends actions to meet decadal survey priorities. This report explores ways that NASA's Earth Science Division can maintain programmatic balance, improve alignment with decadal survey priorities, and prepare for the next decadal survey.
