Book excerpt: This evaluation was performed in response to a recommendation contained in the "Report of the Advisory Board on the Investigative Capability of the Department of Defense," January 1995, issued by the Secretary of Defense. Recommendation No. 88 of the study proposed that the Secretary's Board on Investigations determine whether consolidating all DoD forensic support under one integrated laboratory system would result in additional cost efficiencies and enhanced customer support. The evaluation was identified as a project in the Office of the Inspector General Fiscal Year 1997 Annual Plan and was announced April 8, 1997. The on-site evaluation was conducted from July through September 1997. The Army consolidated its forensic laboratories in 1993 and 1996, and the Navy consolidated its laboratories in 1992, resulting in the present arrangement of one Army and two Navy laboratories.

Book excerpt: Deoxyribonucleic Acid (DNA) testing was first used in a criminal investigation in the mid 1980s. Since that time it has become one of the most high profile investigative tools available and one that is highly effective. DNA testing has helped investigators identify perpetrators of violent crimes and the remains of missing persons or victims of mass disasters, as well as exonerate the innocent. In DoD, the Military Criminal Investigative Organizations (MCIOs)1 are responsible for investigating major crimes within their respective areas of responsibility. MCIO investigative policies and procedures include the processing of crime scenes. The use of DNA analysis of evidence as an investigative tool by the MCIOs has grown considerably in recent years because improved technology has rendered more accurate results. Further, DNA evidence is being used more frequently to convict perpetrators and exonerate suspects. Currently, within the DoD, the U.S. Army Criminal Investigation Laboratory (USACIL) is the only military forensic laboratory capable of DNA analysis. On December 19, 2000, Congress passed the DNA Analysis Backlog Elimination Act of 2000 (PL 106-546). The Act authorized Federal assistance to States to enable them to clear their backlogs of DNA samples collected from convicted offenders and crime scenes, provided the resulting DNA profiles are entered into the Combined DNA Index System of the Federal Bureau of Investigation (FBI). For DoD, this Act added the requirement to collect, analyze, and index DNA samples from persons convicted of certain offenses under military law. On May 16, 2001, the Under Secretary of Defense for Personnel and Readiness (USD (P&R)) issued a memorandum to the Services establishing policy for implementing the Act. The memorandum requires USACIL to analyze all DNA samples collected from Armed Forces members convicted of certaimilitary offenses, and to send the results to the FBI for inclusion in the Na

There is widespread agreement that the scientific foundation of some currently available forensic science methods needs strengthening and that additional, more efficient techniques are urgently needed. These needs can only be met through sustained research programs explicitly designed to ensure and improve the reliability and validity of current methods and to foster the development and use of new and better techniques. This task is challenging due to the broad nature of the field. Concerns have been raised repeatedly about the ability of the criminal justice system to collect and analyze evidence efficiently and to be fair in its verdicts. Although significant progress has been made in some forensic science disciplines, the forensic science community still faces many challenges. Federal leadership, particularly in regard to research and the scientific validation of forensic science methods, is needed to help meet the pressing issues facing state and local jurisdictions. The Department of Homeland Security (DHS), working with cooperating agencies and national laboratories, should plan and implement a sustainable, effective nuclear forensics program. Nuclear forensics is the examination and evaluation of discovered or seized nuclear materials and devices or, in cases of nuclear explosions or radiological dispersals, of detonation signals and post-detonation debris. Nuclear forensic evidence helps law enforcement and intelligence agencies work toward preventing, mitigating, and attributing a nuclear or radiological incident. This report, requested by DHS, the National Nuclear Security Administration, and the Department of Defense, makes recommendations on how to sustain and improve U.S. nuclear forensics capabilities. The United States has developed a nuclear forensics capability that has been demonstrated in real-world incidents of interdicted materials and in exercises of actions required after a nuclear detonation. The committee, however, has concerns about the program and finds that without strong leadership, careful planning, and additional funds, these capabilities will decline.

The overall audit objective was to determine whether DoD was making redundant investments in Advanced Materials and Microelectronics Research and Development Laboratories. Specific objectives included evaluating the adequacy of DoD management and oversight of the various laboratories and the effectiveness of Project Reliance as implemented by the Joint Directors of Laboratories. We also evaluated laboratory consolidations and realignments to verify cost avoidance claimed by Project Reliance in response to Defense Management Review Decision 922 initiatives. The DDR & E lacked the resources to provide adequate policy guidance and oversight of the Military Department laboratories and the Advanced Research Projects Agency. At the conclusion of our audit, DDR & E was in the process of issuing science and technology programing guidance, but more needs to be done (Finding A). The Department of Defense is making redundant investments in laboratory facilities and equipment, as well as research projects (Finding B). Project Reliance as implemented by the Joint Directors of Laboratories has resulted in minimal savings and few consolidations of laboratory facilities (Finding C).

This plan, called Vision 21, will be based upon the requirements to support the development and test and evaluation (T & E) of current and future weapon systems and will identify the critical laboratories and T & E centers needed to achieve them. The plan will rest on three implementing and integrating pillars: Reduction, Restructuring (Intra-Service and Cross-Service), and Revitalization to attain a modern, efficient, and effective laboratory and T & E center environment with focus on the costs of facilities and infrastructure. Vision 2 will include options to achieve a goal of reducing the cost of the DoD laboratory and T & E infrastructure. One option will reflect reductions in the laboratory and T & E infrastructure each by at least 20% beyond Base Realignment and Closure 1995 (BRAC). The adopted plan will be implemented over a five year period (FY 2001-2005).
