The provision of water supply, sanitation and wastewater services generates substantial benefits for public health, the economy and the environment. Benefits from the provision of basic water supply and sanitation services such as those implied by the millennium development goals are massive and far outstrip costs. Benefit-to-cost ratios have been reported to be as high as 7 to 1 for basic water and sanitation services in developing countries. Wastewater treatment interventions can generate significant benefits for public health, the environment and for certain economic sectors such as fisheries, tourism and property markets, although these benefits may be less obvious to individuals and more difficult to assess in monetary terms. Finally, protecting water resources from pollution and managing water supply and demand in a sustainable manner can deliver clear and sizeable benefits for both investors in the services and end water users. Investments in managing water resources are going to be increasingly needed in the context of increasing water scarcity at the global level. The full magnitude of the benefits of water services is seldom considered for a number of reasons. Non-economic benefits that are difficult to quantify but that are of high value to the concerned individuals and society, i.e. non-use values, dignity, social status, cleanliness and overall well-being are frequently under-estimated. In addition, benefit values are highly location-specific (depending on the prevalence of water-related diseases or the condition of receiving water bodies, for example) and cannot be easily aggregated. Book excerpt: Based on the work of the WASHCost project run by the IRC International Water and Sanitation Centre (IRC), this book provides an evaluation of the water, sanitation and hygiene (WASH) sectors in the context of developing countries and is the first systematic study of applying the life-cycle cost approach to assessing allocations. It presents unit cost estimates of the WASH sector across geographic locations and technologies, including rural and peri-urban areas, and these are compared with service levels. It analyses detailed data from more than 5000 households across nine agro-climatic zones in Andhra Pradesh State in India. Key issues assessed include poverty analysis of service levels, cost drivers and factors at the village and household level, and governance aspects such as transparency, accountability and value for money in relation to unit costs and service levels. This is the most comprehensive study of the WASH sector in India and elsewhere that utilises the life-cycle cost approach, along with GIS, econometric modelling and qualitative research methods. Not only does it contribute to research and methodology in this area, but the analysis also provides valuable insights for planners, policy makers and bi-lateral donors. The authors show how the methodology can also be applied in other developing country contexts.

Book excerpt: This manual and the free downloadable costing tool is the outcome of a project identified by the Water, Sanitation and Health Programme (WSH) of the World Health Organization (WHO) faced with the challenge of costing options for improved access, both to safe drinking water and to adequate sanitation. Although limited in scope to the process of costing safe water supply technologies, a proper use of this material lies within a larger setting considering the cultural, environmental, institutional, political and social conditions that should be used by policy decision makers in developing countries to promote sustainable development strategies. Costing Improved Water Supply Systems for Low-income Communities provides practical guidance to facilitate and standardize the implementation of social life-cycle costing to “improved” drinking-water supply technologies. These technologies have been defined by the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation, as those that, by the nature of its construction, adequately protect the source of water from outside contamination, in particular with faecal matter. The conceptual framework used has also been conceived to be applied to costing improved sanitation options. To facilitate the application of the costing method to actual projects, a basic tool was developed using Microsoft Excel, which is called a water supply costing processor. It enables a user-friendly implementation of all the tasks involved in a social life-cycle costing process and provides both the detailed and the consolidated cost figures that are needed by decision-makers. The scope and the limits of the costing method in a real setting was assessed through field tests designed and performed by local practitioners in selected countries. These tests were carried out in Peru and in six countries in the WHO regions of South-East Asia and the Western Pacific. They identified practical issues in using the manual and the water supply costing processor and provided practical recommendations. Book excerpt: This paper argues that there are many challenges to designing and implementing water and sanitation interventions that actually deliver economic benefits to the households in developing countries. Perhaps most critical to successful water and sanitation investments is to discover and implement forms of service and payment mechanisms that will render the improvements worthwhile for those who must pay for them. In this paper, we argue that, in many cases, the conventional network technologies of water supply and sanitation will fail this test, and that poor households need alternative, non-network technologies. However, it will not necessarily be the case that specific non-network improved water supply and/or sanitation technologies will always be seen as worthwhile by those who must pay for them. We argue that there is no easy panacea to resolve this situation. For any intervention, the outcome is likely to be context-dependent. An intervention that works well in one locality may fail miserably in another. For any given technology, the outcome will depend on economic and social conditions, including how it is implemented, by whom, and often on the extent to which complementary behavioral, institutional and organizational changes also occur. For this reason, we warn against excessive generalization: one cannot, in our view, say that one intervention yields a rate of return of x% while another yields a return of y%, because the economic returns are likely to vary with local circumstances. More important is to identify the circumstances under which an intervention is more or less likely to succeed. Also for this reason, when we analyze a few selected water and sanitation interventions, we employ a probabilistic rather than a deterministic analysis to emphasize that real world outcomes are likely to vary substantially.

Nearly one billion people currently lack access to an adequate water supply, and more than twice as many lack access to basic sanitation services. It is projected that by 2025 water scarcity will affect nearly two-thirds of all people on the planet. Recognizing that water availability, water quality, and sanitation are fundamental issues underlying infectious disease emergence and spread, the Institute of Medicine held a two-day public workshop, summarized in this volume. Through invited presentations and discussions, participants explored global and local connections between water, sanitation, and health; the spectrum of water-related disease transmission processes as they inform intervention design; lessons learned from water-related disease outbreaks; vulnerabilities in water and sanitation infrastructure in both industrialized and developing countries; and opportunities to improve water and sanitation infrastructure so as to reduce the risk of water-related infectious disease.

A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.

The report sets out the background, covering what poor people want, the Millennium Ecosystem Assessment, and Millennium Development Goals. It then considers development aid and how it is changing. Then the DFID's performance in integrating environment into development is critically examined. Subjects covered include DFID policy, water, climate and energy, agriculture, growth, environmental capacity, environmental screening, and the environment strategy. The Committee notes the failure of the Department to develop a coherent approach on the ground, as a damning review of country programmes has shown. It also highlights many areas where policy is poorly drafted and implemented, and where the Department's environmental expertise has been allowed to wither. The recent White Paper, 'Eliminating world poverty' (2006, Cm. 6876, ISBN 0101687621) is seen as a missed opportunity to make the environment as central to its work as the Department itself has made clear it should be.

Book excerpt: Urban water and wastewater systems have an inherent vulnerability to both manmade and natural threats and disasters including droughts, earthquakes and terrorist attacks. It is well established that natural disasters including major storms, such as hurricanes and flooding, can effect water supply security and integrity. Earthquakes and terrorist attacks have many characteristics in common because they are almost impossible to predict and can cause major devastation and confusion. Terrorism is also a major threat to water security and recent attention has turned to the potential that these attacks have for disrupting urban water supplies. There is a need to introduce the related concept of Integrated Water Resources Management which emphasizes linkages between land-use change and hydrological systems, between ecosystems and human health, and between political and scientific aspects of water management. An expanded water security agenda should include a conceptual focus on vulnerability, risk, and resilience; an emphasis on threats, shocks, and tipping points; and a related emphasis on adaptive management given limited predictability. Internationally, concerns about water have often taken a different focus and there is also a growing awareness, including in the US, that water security should include issues related to quantity, climate change, and biodiversity impacts, in addition to terrorism. This presents contributions from a group of internationally recognized experts that attempt to address the four areas listed above and includes suggestions as to how to deal with related problems. It also addresses the new and potentially growing issue of cyber attacks against water and waste water infrastructure including descriptions of actual attacks, making it of interest to scholars and policy-makers concerned with protecting the water supply.
