Available in PDF, EPUB and Kindle. Book excerpt: The Tobacco Settlement Proceeds Act, a referendum passed by Arkansans in the November 2000 election, invests Arkansas' share of the tobacco Master Settlement Agreement funds in seven health-related programs. RAND was contracted to evaluate the progress of the seven programs in fulfilling their missions. This report discusses the Arkansas Tobacco Settlement Commission's activities and its responses to recommendations by RAND in the earlier evaluation reports. It documents continued activity and progress by the commission and the seven funded programs through December 2007. The report assesses the progress of each of the funded programs in achieving its long-range goals and tracks the programs' process indicators. It also updates trends in outcome measures developed to monitor effects of the funded programs on smoking and other health-related outcomes. Finally, it provides program-specific and across-program recommendations for future activities, including managing transitions and change, ongoing strategic planning, developing evaluation measures, collaboration with other programs, and sustaining funding and growth.

Book excerpt: Tobacco takes a staggering toll on the health, well being, and finances of states. This report provides an independent evaluation of the performance of Arkansas' seven health-related programs funded by the state's share of the multi-state tobacco Master Settlement Agreement (MSA), includes an historical overview and summary of the activities of the Arkansas Tobacco Settlement Commission (ATSC), and examines changes in health outcomes attributed to the MSA-funded Arkansas programs over the past decade. MSA imposed no restrictions on how states could spend their payments, and states chose to allocate them to a wide variety of activities. In Arkansas, virtually all of the state's share of MSA funds were allocated to health related programs, with approximately one-third dedicated to tobacco prevention and cessation. The authors' findings are drawn from quarterly reports and spending and funding data compiled by the ATSC and the seven funded programs, as well as data provided by the programs to calculate unit costs for key program initiatives. Secondary data sources employed to assess health-related outcomes included national surveys plus state supplements for the Behavioral Risk Factor Surveillance System (BRFSS); U.S. Census data; data summaries from non-profit organizations such as the American Lung Association, Campaign for Tobacco Free Kids, and the United Healthcare Foundation; and statistics from the Arkansas Department of Health. The contents of this report should be of interest to national and state policymakers, health care researchers and providers, and others concerned with the effect of the tobacco settlement funds on the health of Arkansans.

Book Empowerment Evaluation

Download or read book Empowerment Evaluation written by David M. Fetterman and published by SAGE Publications. This book was released on 2014-09-10 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Second Edition celebrates 21 years of the practice of empowerment evaluation, a term first coined by David Fetterman during his presidential address for the American Evaluation Association. Since that time, this approach has altered the landscape of evaluation and has spread to a wide range of settings in more than 16 countries. In this Second Edition of Empowerment Evaluation: Knowledge and Tools for Self-Assessment, Evaluation Capacity Building, and Accountability, an outstanding group of evaluators from academia, government, nonprofits, and foundations assess how empowerment evaluation has been used in practice since the publication of the landmark 1996 edition. The book includes 10 empowerment evaluation principles, a number of models and tools to help put empowerment evaluation into practice, reflections on the history and future of the approach, and illustrative case studies from a number of different projects in a variety of diverse settings. The Second Edition offers readers the most current insights into the practice of this stakeholder-involvement approach to evaluation. “One of the greatest evaluation innovations of the past two decades has been the development of a professional and systematic approach to self-evaluation called empowerment evaluation. This book offers you the latest, cutting-edge understanding of this powerful innovation and evaluation approach. May you be inspired and empowered as you adventure through the chapters in this outstanding volume!” —Stewart I. Donaldson, President-elect, American Evaluation Association, Claremont Graduate University “This twenty year follow-up to the original provides even better and richer stories about the versatility and utility of empowerment work in most social contexts. It expands our understanding of how empowerment evaluation is foundational to any effort to improve and measure growth in any community/social environment.” —Robert Schumer, University of Minnesota “This text brings empowerment evaluation to life, and in doing so it offers all evaluators a large body of relevant concepts and tools for designing, implementing, and assessing evaluation efforts that engage, democratize, and strengthen stakeholder’s self-determination.” —Gary J. Skolits, The University of Tennessee, Knoxville

Available in PDF, EPUB and Kindle. Book excerpt: From the founder of empowerment evaluation (EE), a framework uniquely suited to advancing social justice causes, this book explains the theories, principles, and steps of conducting EE from scratch or within a preexisting evaluation or work plan. David M. Fetterman describes how EE enables program planners and participants to define their mission or purpose, take stock of how well they are doing, and plan for the future to achieve self-determined goals. EEs of two large programs (Feeding America and USAID/REACH) are discussed in depth; other EE case examples address such topics as raising test scores in impoverished and rural schools and bridging the digital divide in communities of color. User-friendly features include chapters on conducting EE remotely and frequently asked questions, illuminating sidebars, and glossaries of acronyms and concepts/terms.

Available in PDF, EPUB and Kindle. Book excerpt: The nation has made tremendous progress in reducing tobacco use during the past 40 years. Despite extensive knowledge about successful interventions, however, approximately one-quarter of American adults still smoke. Tobacco-related illnesses and death place a huge burden on our society. Ending the Tobacco Problem generates a blueprint for the nation in the struggle to reduce tobacco use. The report reviews effective prevention and treatment interventions and considers a set of new tobacco control policies for adoption by federal and state governments. Carefully constructed with two distinct parts, the book first provides background information on the history and nature of tobacco use, developing the context for the policy blueprint proposed in the second half of the report. The report documents the extraordinary growth of tobacco use during the first half of the 20th century as well as its subsequent reversal in the mid-1960s (in the wake of findings from the Surgeon General). It also reviews the addictive properties of nicotine, delving into the factors that make it so difficult for people to quit and examines recent trends in tobacco use. In addition, an overview of the development of governmental and nongovernmental tobacco control efforts is provided. After reviewing the ethical grounding of tobacco control, the second half of the book sets forth to present a blueprint for ending the tobacco problem. The book offers broad-reaching recommendations targeting federal, state, local, nonprofit and for-profit entities. This book also identifies the benefits to society when fully implementing effective tobacco control interventions and policies.
