Book excerpt: This report documents the efforts and results of a number of studies and evaluations performed by TTI researchers to evaluate the effect and value of steady-burn warning lights on temporary traffic control devices used to delineate the correct travel path in work zones. The effort also included a study of steady-burn warning lights on temporary barrier walls relative to the potential use of delineators currently used on permanent barrier wall. The research includes an assessment of the potential incremental increase in luminance (and benefit of that increase to drivers) during vulnerable driving conditions. These conditions include periods of heavy fog, periods when dew has formed on the reflective sheeting on channelizing devices, periods when dirt and grime have accumulated on the channelizing device, and when channelizing devices are viewed by drivers of large trucks who have a larger observation angle between their eye and the vehicle headlights that are illuminating the reflective sheeting. The researchers assessed the effect of warning light misalignment upon its apparent luminance to drivers, as well as the effect of providing steady-burn warning lights on channelizing devices and temporary barrier walls upon driver visual glance behavior, driving behavior, and driver opinions. Finally, the researchers performed an assessment of the costs of providing steady-burn warning lights and the necessary improvements in work zone safety that would need to be achieved in order to offset those costs. Based on the findings, the researchers recommended that the statewide application of steady-burn warning lights in all work zones be discontinued.

Book excerpt: This report documents the results of a study to evaluate the safety and mobility impacts associated with the elimination of steady burn warning lights on drums in construction work zones. National crash data are compared among states with different policies regarding the use of steady burn warning lights and an in-depth investigation of Michigan work zone crashes is also conducted. The results of the crash data investigation are supplemented by a series of field studies that examine driver behavior in work zones, both with and without steady burn warning lights. Additional field studies are conducted to assess the luminance characteristics of drums with and without lights, as well as the condition of drums in each type of work zone. The luminance studies are supplemented by additional studies that are conducted in a controlled environment.

This report documents research done for ADOT on the use of steady-burn warning lights on vertical panels in roadway construction zones. Specific tasks included a review of the requirements and policies of the departments of transportation of other states regarding the use of flashing warning lights on traffic control devices, a review of ADOT's construction zone requirements, a search for relevant research, reviews of construction zone accident reports and incident logs, and interviews with ADOT field construction staff regarding the past performance of the Ultra Panels (Type III sheeting) with and without steady-burn warning lights.

Book excerpt: The purpose of this study was to investigate vehicle guidance through work zones by evaluating the effectiveness of two primary components of traffic control relative to delineation. First, a comparison of the steady-burn lights presently used on top of the temporary concrete barriers was made with experimental reflectorized panels. Second, the addition of closely spaced raised pavement markers as a supplement to the existing pavement markings was evaluated. The study was limited to work zones on interstates and four-lane highways. The results of this investigation have led to the recommendation that (1) steady-burn lights on temporary concrete barricades should be replaced with reflectorized panels fabricated with high intensity sheeting, and (2) closely spaced, raised pavement markers should be used as a supplement to existing pavement striping in areas where the roadway alignment changes.

The research included a comprehensive review of past studies and current practices, and an examination of current standards. It was concluded that, in spite of the increasing number of different types of channelizing devices, there appears to be no scientific basis for the spacing criteria for the use of devices for channelization purposes in the taper or tangent sections of a work zone. A laboratory-based testing procedure was used to determine the most appropriate spacing configuration. An interactive video system was used to test subject recognition distances of eight different device types spaced at the standard distance, 1.5 times and 2.0 times the standard distance. Over 240 subjects were tested.
