Book excerpt: This report documents the results of a study on evaluating three major video imaging vehicle detection systems (VIVDS) currently deployed in Nevada's urban areas. The report first provides a brief review of the features and functions of some major VIVDSs. The evaluation was based on videos collected at selected intersections in both Northern Nevada and Southern Nevada. The dataset included a total of 10 intersections consisting of 30 intersection approaches and about 48 hours of video for each approach. These videos were directly recorded with detection overlays from the VIVDSs at the sites. The detection accuracy was later verified manually by watching video playbacks in the lab. The performance of the VIVDS was assessed based on the accuracy level, taking into account the total missed and false detections. Missed and false detections were the two major sources of error considered in this study. Specific detection errors and possible causes were discussed for each site. Recommendations were provided for potentially reducing video detection errors. A set of guidelines were also provided for improving VIVDS' performance at existing intersections or future deployments.

Book excerpt: Traffic engineers are often faced with operational and safety challenges at rural, high-speed signalized intersections. Vehicle-actuated control, combined with multiple advance detectors, is often used to improve operations and safety. However, this type of detection and control has not always resulted in a significant number of crashes. Crashes sometimes continue to occur at high-speed intersections, and delays to traffic movements can be unnecessarily long. An innovative detection-control system was developed for the Texas Department of Transportation to minimize both delay and crash frequency at rural intersections. This system was subsequently implemented at several intersections in Texas and its safety and operational benefits were evaluated. This report documents the findings and conclusions reached as a result of a three-year implementation project. The Detection-Control System was installed at each of eight intersections in Texas during the three-year period. Five of the intersections were suitable for a before-after study of safety and operational data. An evaluation of the before-after data indicated that the Detection-Control System was able to reduce delay by 14 percent, stop frequency by 9 percent, red-light violations by 58 percent, heavy-vehicle red-light violations by 80 percent, and severe crash frequency by 39 percent.

Book excerpt: Typical vehicle detection systems used in traffic signal operations are comprised of inductive loop detectors. Because of costs, installation challenges, and operation and maintenance issues, many alternative "non-intrusive" systems have been developed and are now commercially available. Field-testing was conducted to evaluate eight alternative vehicle detection systems (four video, one radar, one infrared, and two hybrid) at the stop bar zone of a signalized intersection under six conditions: (a) daytime, (b) nighttime, (c) favorable conditions, (d) windy conditions, (e) rain, and (f) snow. With several exceptions, performance generally degraded in nighttime when compared with day light conditions, and in adverse versus favorable weather conditions. In general, radar and hybrid systems performed with the greatest accuracy.

Phase C is planned as a separate research activity and is anticipated to begin in the near term, following the completion of Phases A and B. The need for a better valuation program for new traffic detection systems came in part from a lack of confidence in existing detectors, as well as the need for non-intrusive detectors to replace failing embedded inductive loops. The primary objectives of this research were to identify the most promising vehicle detection technologies to meet ADOT needs, to identify candidate test sites, to develop a field test evaluation plan, and to develop and deliver a detailed design of the detection testbed on the selected segment of freeway. The Texas Transportation Institute (TTI) met these objectives through an Internet and literature search, a state-of-the-practice review, a search of relevant new detector systems, and through meetings with the Technical Advisory Committee (TAC). Relying on TAC input, TTI developed first a conceptual design, followed by a detailed design and budget for a proposed test facility located on I-10 in Phoenix just west of the 16th Street interchange. Detectors selected for test in the initial period of 12-plus months during Phase C (and the technology used) are as follows: Wavetronix SS-125 (microwave radar), Sensys Networks (magnetic), Global Traffic Technologies microloops (magnetic) and Autoscope Solo Pro (video imaging). The baseline system selected for providing ground truth data is the Peek ADR-6000 using inductive signatures as its basis of detection. It is anticipated that this Phase C testing will include two summer seasons to expose selected detectors to the extreme heat and related environmental conditions found in the Phoenix. The initial cost of the testbed will include detectors sufficient to ultimately cover eight lanes in the westbound direction (currently seven lanes) and six lanes in the eastbound direction. Besides the detectors, the total cost estimate includes a 12 ft by 12 ft node building, three equipment cabinets, inductive loops for the baseline system, conduit, and boring. The total cost of the facility is estimated to be approximately $566,000.

Book excerpt: The Texas Department of Transportation and other state departments of transportation as well as cities nationwide are using video detection successfully at signalized intersections. However, operational issues with video imaging vehicle detection systems (VIVDS) products occur at some locations. The resulting issues vary but have included: camera contrast loss resulting in max-recall operation, failure to detect vehicles leading to excessive delay and red-light violations, and degraded detection accuracy during nighttime hours. This research resulted in the development of a formalized VIVDS test protocol and a set of performance measures that agencies can incorporate in future purchase orders and use to uniformly evaluate VIVDS products. It also resulted in the development of a VIVDS video library and conceptual plans for a field laboratory for future projects to deploy a range of VIVDS products at an operational signalized intersection. Researchers evaluated alternative VIVDS stop line detection designs and developed methods for enhancing the operation of VIVDS through adjustments in controller settings for day versus night versus transition periods, zone placement, and camera placement.

Book excerpt: Crash-based safety analysis is set back by several shortcomings such as randomness and rarity of crash occurrences, lack of timeliness, and inconsistency in crash reporting. Non-crash-based safety analysis has been around for more than three decades but its potential was limited due to a difficulty in the data collection and the evaluation. Recent advancement in digital videos and image detection technology renewed our interest in facilitating the data collection and improving the evaluation method. Two image detection systems for the measurement of traffic characteristics were evaluated: (a) a commercial video detection system and (b) proprietary image processing software. The measurement evaluation revealed that both systems were still not sufficiently accurate for the safety evaluation purpose and thus a manual measurement from digitized video clips was preferred for a collection of evaluation data. We proposed a novel application of extreme value theory to safety evaluation based on observable traffic characteristics. The proposed method was evaluated by applying to right-angle collisions at signalized intersections. A traffic characteristic so-called post-encroachment time (PET) was collected at selected intersections as a surrogate safety measure. Based on PET characteristics, risk and frequency of rightangle crashes at the studied intersection or individual conflict zone can be estimated using only the data collected at the location. For comparison, a traditional approach to safety analysis using Poisson and negative binomial regression analyses was also examined. Both evaluation methods – extreme value approach and regression – indicate a significant relationship between PETs and historical crash data. Simulation experiments were carried out to examine the effect of observation period on a variance of estimates obtained the proposed method. Advantages and problems with the proposed method are described in this study. A simple method for an evaluation of the risk of right-angle collisions at signalized intersections is also provided in the appendix.

Book excerpt: Due to the well-documented problems associated with inductive loops, most jurisdictions have replaced many intersection loops with video image vehicle detection systems (VIVDS). While VIVDS have overcome some of the problems with loops such as traffic disruption and pavement degradation, they have not been as accurate as originally anticipated. The objective of this project is to conduct evaluations of alternative detector technologies for application into the states traffic signal systems. The research will include investigating the available detectors that could replace loops or VIVDS through a literature search and agency contacts, followed by field and/or laboratory investigations of promising technologies. Deliverables will include a research report, a project summary report, and a detector selection guide. Findings indicate that three detectors should be considered as alternatives to VIVDS for signalized intersections one is a radar detector and the other two are magnetic detectors. The radar detector is only for dilemma zone detection and does not cover the stop line area. The other two are point detectors, so their basic function would be for loop replacements. One is an intrusive detector, requiring a short lane closure for installation and replacement. Field testing of performance for all three detectors indicated they are worth considering as inductive loop or VIVDS replacements.

Book excerpt: Commercially available instruments for road-side data collection take highly limited measurements, require extensive manual input, or are too expensive for widespread use. However, inexpensive computer vision techniques for digital video analysis can be applied to automate the monitoring of driver, vehicle, and pedestrian behaviors. These techniques can measure safety-related variables that cannot be easily measured using existing sensors. The use of these techniques will lead to an improved understanding of the decisions made by drivers at intersections. These automated techniques allow the collection of large amounts of safety-related data in a relatively short amount of time. There is a need to develop an easily deployable system to utilize these new techniques. This project implemented and tested a digital video analysis system for use at intersections. A prototype video recording system was developed for field deployment. A computer interface was implemented and served to simplify and automate the data analysis and the data review process. Driver behavior was measured at urban and rural non-signalized intersections. Recorded digital video was analyzed and used to test the system.
