Book excerpt: The Federal Aviation Administration (FAA) has directed conversion of all ALSF-1, Category I ILS approach lighting systems with sequenced flashing lights to the Simplified Short Approach Lighting System with Runway Alignment Indicator Lights (SSALR) and Medium Intensity Approach Lighting System with Runway Alignment Lights (MALSR). Although the FAA directive affects civilian aerodromes only, the Air Force is concerned that the lighting change may have an adverse affect on the operational capability of the Air National Guard, Air Force Reserve, and Air Defense Command units which operate from these airfields. Therefore, Headquarters Air Force has requested the USAF Instrument Flight Center (USAFIFC) conduct an in-flight pilot factors (PIFAX) evaluation of the SSALR and MALSR approach lighting system. This evaluation will provide the data necessary for the Air Force to formulate a position on the operational acceptability of the SSALR and MALSR systems. This interim report summarized the IFC/RD findings of the pre-validation portion of the evaluation.

Book excerpt: A study was made to determine the most effective, yet economical, system or combination of systems for use on other than precision approach runways. The following approach lighting aids were evaluated: (1) rotating incandescent runway end identifier lights, (2) condenser discharge runway end identifier lights, (3) rotating incandescent approach light beacons, (4) condenser discharge approach light beacons, Simpli fied approach lighting system, (6) shortened precision approach lighting system, and (7) wide beam circling guidance lights. The various systems were evaluated individually and in combination by flight testing under conditions of simulated and actual low visibilities. Pilot opinion and phototheodolite tracking data provided a basis for determing relative system effectiveness. Data obtained from an in-service evaluation of the rotating incandescent approach light beacons at New York International Airport were also considered in determing conclusions and recommendations. Recommendations were made for modification and adoption of the simplified approach lighting system as a standard for use on other than precision approach runways. (Author).

Book excerpt: Nine different patterns for the last 1000 feet of approach lights before runway threshold, including two European and seven U.S. configurations, were evaluated on a reduced scale in the Fog Chamber by tests in daytime and nighttime fog (1200-foot visual range). The tests, consisting of observations by pilots, showed none of the patterns to be clearly outstanding. Two of the patterns judged fairly effective (one from the United Kingdom and one from the U.S.) also exhibited a serious shortcomming. Among the most acceptable of the patterns tested were two modified versions of the current U.S. standard and the one proposed by The Netherlands. (Author).

Book excerpt: Tests of runway lighting systems in dense fog show that an intensity of 200 to 300 cp, now in general use for centerline lights at U.S. airports, is not high enough for effective guidance in a fog density of 1200-ft visual range, day or night. These tests also indicate that in daytime, with a 1200-ft visual range, runway marking is considerably useful to pilots as a supplement to runway lighting. In addition, on the basis of pilots' reactions, the present U.S. standard pattern (3:3:3) for touchdown-zone and centerline lights was found to be more effective than either of two other patterns (3:2:1 and 7:3:1) evaluated. Pilots also preferred a modified version of the present U.S. standard approach-light system. The tests were performed in a specially designed facility using artificially produced fog and a linear scale reduction factor of 1/10. Evaluations were made from pilot observations, as well as photometric-measurement and photographic techniques. The test facilities and methods are described, the test results are presented, and some of the influencing factors, such as background brightness and cockpit cutoff angle, are discussed. In addition, a number of recommendations are made with regard to intensities and photometric distributions for runway lights, and with respect to changes in the present U.S. standard approach light system. Book excerpt: This report describes the evaluation of runway threshold lights for use with medium intensity approach lights with runway alignment indicator (strobe) lights (MALSR) systems. Three different lamps and fixtures were selected for final evaluation. Based on flight tests and photometric measurements, it was concluded that 300-watt, 300PAR56/NSP lamps would provide the improved visual guidance and conspicuity of the threshold necessary for operations in visibility conditions as low as Category I, 2,400 feet runway visual range (RVR). The green threshold lights spaced 10 feet apart with the outer lights inline with the runway edge lights will conform to ALSF-1 and ICAO criteria for Category I operations. A supplementary test was conducted to evaluate proposed configurations of red wing bar lights in the prethreshold area to augment the threshold lights for improved visual guidance. The test results concluded that, with the bold and distinctive threshold, red prethreshold wing bar lights did not provide appreciable improvement in guidance under the test conditions. (Author).
