Book excerpt: Response to Intervention (RtI) is a framework for collecting and using data to match students to interventions of varying intensity. This study examines the implementation of RtI in Grade 1-3 reading in 13 states during the 2011-12 school year, focusing on 146 schools that were experienced with RtI. Full implementation of the RtI framework in Grade 1-3 reading was reported by 86 percent of the experienced schools. Fifty-five percent of these schools focused reading intervention services on Grade 1 students reading below grade level, while 45 percent of the schools also provided reading intervention services for Grade 1 students reading at or above grade level. Students who scored just below school-determined benchmarks on fall screening tests, and who were assigned to interventions for struggling readers, had lower spring reading scores in Grade 1 than students just above the threshold for intervention. In Grades 2 and 3, there were no statistically significant impacts of interventions for struggling readers on the spring reading scores of students just below the threshold for intervention. It compared the perceptions of both groups regarding the model’s effectiveness, focusing on its strengths and weaknesses. The similarities and differences between the two participant groups’ perceptions that emerged from the individual interviews and focus groups were identified and discussed. This research also compared the perceptions of the participants to the success rates of students in the school in terms of the Response to Intervention measures of reading and standardized student achievement on the state English Language Arts assessment. Faculty at the site, Hayes Elementary School (pseudonym), participated in the study and contributed to the evaluation of the model’s effectiveness, using Stufflebeam’s (2007), Context Input Process and Product (CIPP) program evaluation model. The findings of the study, aimed at exploring the perceptions of school faculty towards the effectiveness of an elementary school’s Response to Intervention (RTI) model, were determined through the aggregation and open coding of multiple sources of data.

Book excerpt: This case study, conducted during the 2014-2015 school year, examined the reading comprehension instruction and assessment practices at an elementary school implementing the Response to Intervention (RtI) framework. Observed assessment practices were compared to what the International Literacy Association (ILA) deems appropriate assessment standards for literacy achievement. 3 educators from an elementary school (~ 750 students) participated in this case study. The participants included females of various backgrounds; a school administrator, lead teacher, and fourth grade classroom teacher. 3 research questions guided this case study: (1) What does reading comprehension assessment look like in a school implementing RtI?; (2) What is the relationship between reading comprehension instruction and assessment in a school implementing RtI?; (3) In what ways are reading comprehension assessment practices in a school implementing RtI consistent or inconsistent with ILA assessment guidelines that focus on multiple dimensions of literacy, new literacies and using assessment to improve teaching and learning? Initial and follow-up interviews were conducted as well as observations, and artifacts were examined in relation to reading comprehension instruction, assessment, and RtI. Data were analyzed at 2 levels – the school and classroom. From this analysis 4 themes were identified regarding the nature of assessments: (a) Administrators valued and required teachers to use multiple summative assessments to track students’ progression and make decisions regarding students’ remediation; (b) Teachers’ reading instruction decisions were heavily influenced by district, state, and national education mandates; (c) Teachers used formative assessment data to inform reading instruction, but questioned its validity and the quality of their instruction when results contradicted summative assessment data; and (d) The school’s assessment practices were not reflective of the International Literacy Association’s Assessment Standards. Results also included the role of the federal initiative Response to Intervention (RtI) and its impact on assessment practices. The findings of the study suggest implications for school and district administrators, classroom teachers, and teacher educators.

Book excerpt: The purpose of this study was to study the effectiveness of Response to Intervention strategies as they pertain to students' scores on the Northwestern Evaluation Association (NWEA) test. This study sought to answer the following questions: 1) What are the different tiers of a three-tier RTI model? 2) Is one tier more effective than the others? 3) How does participation in the RTI model affect scores on the NWEA? and 4) What is the long-term effectiveness of participation in RTI, after services have been discontinued? This was a study conducted over four years in a select elementary school; the subjects were students identified as having reading difficulties by their previous NWEA scores. Students who participated in RTI were tracked and evaluated by their subsequent NWEA scores over the course of the study. Most students made improvements during their participation in RTI and continued to improve after services had been discontinued.
