Book excerpt: The University Transportation Centers (UTC) Program of the U.S. Department of Transportation (DOT) will soon enter its sixth program year. Program goals have been refined, center capabilities to meet goals have grown, and program funding has been reauthorized through federal fiscal year 1997 by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). To solidify these gains, DOT program staff has requested the assistance of the Transportation Research Board (TRB) of the National Research Council in developing a formal evaluation process and implementation plan to measure the progress of the centers on an ongoing basis. The recommendations of the study committee convened to carry out this task are presented in this report. The primary goal of the review process should be to provide feedback to centers and DOT on the quality of center programs and opportunities for their improvement. A key component of the review is to assess the extent to which the expected synergy, or value added, from funding centers instead of individual research and education projects is being realized.

The model defines characteristics, (or "attributes"), associated with products, utilizes their appropriate units of measure (metrics) and translates these product characteristics into the estimated costs and benefits that occur over a user-defined analysis period. The main feature of the model is to measure the relative change in metrics that occurs with the use of a new product and to forecast the net present value (NPV), or the discounted, present day value of all benefits minus all costs, associated with this change. The resulting estimate of economic benefits allows transportation officials to rank or choose among alternative products based on economic criteria. This volume is the second in a series of two. Volume I is the final project report, containing information on the technical background, analytic approach and verification of the PEM

Book excerpt: The Congestion Mitigation and Air Quality Improvement (CMAQ) Program provides funds to States for transportation projects designed to improve air quality and reduce traffic congestion, particularly in areas of the country that do not attain national air quality standards. Created by the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991, the program was reauthorized under the Transportation Equity Act for the 21st Century (TEA-21) in 1997, and again as part of the Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users (SAFETEA-LU) in 2005. Since 1991, the CMAQ Program has provided funding to over 16,000 projects, and has been a key mechanism for supporting investments that help urban areas meet air quality goals, encourage alternatives to driving alone, and improve traffic flow. In SAFETEA-LU Section 1808, Congress required the U.S. Department of Transportation, in consultation with the Environmental Protection Agency (EPA), to evaluate and assess the direct and indirect impacts of CMAQ-funded projects on air quality and congestion levels. This study responds to that request by analyzing 67 CMAQ-funded projects, using data supplied by States and metropolitan planning organizations (MPOs) in the Federal Highway Administration (FHWA) CMAQ database. From this information, the study team examined the estimated impacts of these projects on emissions of transportation-related pollutants, including carbon monoxide (CO), ozone precursors – oxides of nitrogen (NOx) and volatile organic compounds (VOCs) – and particulate matter (PM10 and PM2.5), as well as on traffic congestion and mobility. The study team also conducted additional analyses of the selected set of CMAQ-funded projects to estimate their cost-effectiveness at reducing emissions of each pollutant.
