Book excerpt: Emissions from mobile sources contribute significantly to air pollution in the United States. Such sources include cars and light- and heavy-duty trucks; diesel-powered cranes, bulldozers, and tractors; and equipment such as lawnmowers that run on small gasoline engines. The role of state versus federal government in establishing mobile-source emissions standards is an important environmental management issue. With this in mind, Congress called on EPA to arrange an independent study of the practices and procedures by which California develops separate emissions standards from the federal government and other states choose to adopt the California standards. The report provides an assessment of the scientific and technical procedures used by states to develop or adopt different emissions standards and a comparison of those policies and practices with those used by EPA. It also considers the impacts of state emissions standards on various factors including compliance costs and emissions. The report concludes that, despite the substantial progress in reducing emissions from mobile sources nationwide, more needs to be done to attain federal air-quality standards in many parts of the country. Additionally, California should continue its pioneering role in setting emissions standards for cars, trucks, and off-road equipment.

Book excerpt: This report describes the results of a particulate emissions study conducted at the University of California, Riverside, College of Engineering-Center for Environmental Research and Technology (CE-CERT) from September of 1996 to August of 1997. The goal of this program was to expand the database of particulate emissions measurements from motor vehicles to include larger numbers of representative in-use vehicles. This work was co-sponsored by the Coordinating Research Council (CRC), the South Coast Air Quality Management District (SCAQMD), and the National Renewable Energy Laboratory (NREL) and was part of a larger study of particulate emissions being conducted in several states under sponsorship by CRC. For this work, FTP particulate mass emission rates were determined for gasoline and diesel vehicles, along with the fractions of particulates below 2.5 and 10 microns aerodynamic diameter. A total of 129 gasoline-fueled vehicles and 19 diesel-fueled vehicles were tested as part of the program.

Book excerpt: Diesel and gasoline powered motor vehicle emissions were quantified through both ambient measurements and source-based emissions measurements. Ambient ultrafine particulate matter was measured and chemically speciated for a source apportionment analysis to identify the vehicular contributions at an urban city in California. The efforts of the Emissions Reduction Plan for Ports and Goods Movement in California have been realized through the comparison of ultrafine particulate matter contributions from old-technology diesel engines during different phases of the regulation implementation between years 2009 and 2010. Volatility of primary organic aerosols from gasoline powered motor vehicles was investigated using a series of thermodenuder experiments and particle evaporation modeling. The behaviors and the compositions of gas- and particle-phase motor vehicle emissions under atmospherically relevant conditions were also examined. These analyses will aid scientists and regulators in properly assessing the current state of vehicular emissions regulations, aid in particulate matter exposure studies, improve the understanding of the characteristics of vehicular emissions, and determine the effects of atmospheric parameters on the production and the partitioning of organic pollutants.
